Minutes ot the meeting of the Village Council, Village of Apple Valley, Dakota
County, Minnesota, held March 21, 1973.
PRESENT: Mayor Largen; Councilmen Branning, Garrison, Goodoien and Pearsall;
Clerk Asleson.
ABSENT: None.
The Mayor called the meeting to order at 7:05 p.m.
Planning Commission minutes of March 7, 1973, received.
MOTION: of Branning, seconded by Garrison, to pass Resolution 1973-47 appointing
a pedestrian overpass citizen's committee with an additional two members.
Ayes - Branning and Garrison; Nays - Goodoien, Pearsall and Largen Not
passed.
MOTION: of Pearsall, seconded by Garrison, to pass Resolution 1973-48, extending
the period for the Metro Council review of the Apple Valley Comprehen-
sive Plan to May 1, 1973. Ayes - 5 - Nays - 0.
Councilman Garrison went on record as not wishing to extend this period again.
MOTION: of Branning, seconded by Pearsall, to pass Resolution 1973-49 ordering
a public hearing for utilities on the Leanin Tree plat for April I1,
1973. Ayes - 5 - Nays - 0.
MOTION: of Pearsall, seconded by Branning, to pass Resolution 1973-46 ordering
Project 73-36 (Apple Valley East). Ayes - 5 - Nays - 0.
Apple Valley East Development Contract - discussion on garage requirements.
MOTION: of Pearsall, seconded by Branning, to pass Resolution 1973-50 concerning
the gravel removal tax. Ayes - 5 - Nays - 0.
MOTION: of Branning, seconded by Goodoien, to approve issuance of a transient
merchants license to Avon Products. Ayes - 5 - Nays - 0.
Firearms Ordinance - received for Council review.
February Park Report - received.
Councilman Garrison reported he had attended the Minnesota Housing Institute
Seminar.
Councilman Pearsall reported on the hearing in Burnsville regarding Crystal Lake.
The next meeting is set for the third Monday in April.
MOTION: of Pearsall, seconded by Garrison, to accept the Engineer's recommendation
and approve the expenditure of up to $1,000 to assist in the cost of the
pumping from Crystal Lake to Lac Lavon to test the pit's capacity, sub-
ject to our Attorney's approval. Ayes - 5 - Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to approve the payment of the claims
and bills, check numbers 6148 through 6201, in the amount of $275,120.29.
Ayes - 5 - Nays - 0.

MOTION: of Branning, seconded by Garrison, to approve the hiring of Dallis
Miliendey for part time park work at $3.00 per hour, and to authorize the
Administrator to advertise for additional part time summer help. Ayes -
5 - Nays - 0.
Councilman Pearsall left at this time.
Joint Public Hearing - Fischer Sand and Aggregate, Rezoning to Temporary Sand and
Gravel District. The Mayor called the hearing to order at 8:05 p.m, and read the
affidavit of publicatiom. The Mayor discussed briefly, for the benefit of the resi-
dents present, the background of the gravel ordinance; then turned the hearing over
to the Planning Consultant who located the property. Mr. Matt Fischer of the company
discussed their proposal. The hearing was then opened to the Council and Planning
Commission, then to the residents present. See questions and answers on attached
sheet.
MOTION: of Garrison, secended by Branning, to extend the hearing to May 16, 1973.
Ayes - 4 - Nays - 0.
MOTION: of Branning seconded by Goodoien, to adjourn. Unanimously carried
Adjourned at 9:30 p.m.
