PRESENT: Mayor Largen; Councilmen Goodoien, Garrison and Branning; Clerk Asleson ABSENT: Councilman Pearsall The Mayor called the meeting to order at 7;30 p.m. All residents took part in the pledge of allegiance to the flag. Mayor Largen gave the invocation. Campfire Girls #10 presented a cake to the Council, representing the 50th birthday of the Campfire Girls of America. A representative of Blumberg Photo-Sound presented a demonstration of equipment avail- able to the Village. To be considered by Council at the next meeting. MOTION: of Goodoien, seconded by Branning to approve the minutes of the meeting of March 14, 1973 as corrected. Ayes - 4 - Nays - O. MOTION: of Garrison, seconded by Goodoien, to approve issuance of a cigarette and filling station license to the Spur Station. Ayes - 4 - Nays - O. MOTION: of Garrison, seconded by Goodoien, to set a special meeting for May 1, 1973 at 7:00 p.m. for the Village Council to meet as a Board of Review. Ayes 4 - Nays - 0. MOTION: of Branning, seconded by Garrison, to pass Resolution 1973-51, setting water billing procedures for multiple dwellings. Ayes - 4 - Nays - O. MOTION: of Garrison, seconded by Branning, to adopt Resolution 1973-52, abating the assessments on Outlot 9, Palomino Hills Addition and accepting this as a ponding easement. Ayes - 4 - Nays - O. MOTION:of Branning, seconded by Garrison, to pass Resolution 1973-53 approving the Deferred Compensation Plan for Village employees; with the Attorney drawing the appropriate papers. -Ayes 3 - Nays 1 (Goodoien). Policy regulating use of Westview facilities - to be reviewed by Council and put on next week's agenda. Fire Chief's January and February reports received. Gross payroll report for March 23, 1973 received. Letter from Jim King re stadium received. Letter from State Highway Department re signing on 35W received. February water and sewer report received. Proposed contract for pedestrian overpass preliminary report received. meeting. Held for next meeting Poppler-Cardarelle- 1st review of development contract- discussed. Tabled until further data received. MOTION:of Garrison, seconded by Branning, to authorize the attorney to draw a sep- arate contract on the issuance of building permits prior to installation of water and sewer. Ayes - 4 - Nays - 0. Petitioner requested that this item be tabled~ Council granted request. MOTION: of Garrison seconded by Branning, to accept the Planning Commission's rec- Ommendation and approve the Meadows 2nd Addition final development plan for Planned Development subject to the final plat and corresponding contract. Ayes - 3 - Nays - 0; Goodoien abstaining. MOTION: of Branning seconded by Garrison, to pass Resolution 1973-54, ordering preparation of plans and specs for Lakeside Meadows 2nd Addition. Ayes Nays - 0; Goodoien abstaining. MOTION: of Branning, seconded by Goodoien, to pass Resolution 1973-55- setting .a public hearing for May 2~ 1973 for Palomino Cluster II. Ayes - 4 - Nays - 0. MOTION: of Garrison, seconded by Largen to pass Resolution 1973-56, setting a public hearing for April 18, 1973 for Valley Commercial Park 2nd addition, rezoning, planned development and preliminary plat. Ayes - Garrison and Largen - Nays Goodoien abstaining- Branning. Not carried. MOTION: of Goodoien seconded by Branning to pass Resolution 1973-56~ setting a public hearing for May 2, 1973 for-Valley Commercial 2nd Addition ~zoning~ planned development and preliminary plat. Ayes - 4 - NaYs-0. MOTION: of. Garrison, seconded by Branning, to grant a 5' side yard setback variance to Duane Barth for Lot 2 Block 4 Palomino Hills 4th Addition. Ayes - 4 - Nays - 0. MOTION: of Garrison, seconded by Branning, to grant a building permit to McDonalds subject to letter from George Levine agreeing to the six conditions as set out by the Planning Commission and subject to approval of the plan check by the building inspector. Ayes - 4 - Nays - 0. Councilman Garrison left at this time. MOTION: of Goodoien, seconded by Largen, to purchase the snowmobile used by the Police Department this past wintery subject to concurrence of the rest of the Council. Ayes - 3 - Nays - 0. MOTION: of Branning, seconded by Goodoien, to authorize sending the Park Director to the Park Conference in Brainerd, May 9 and 10. Ayes - 3 - Nays ~ O. MOTION: of Branning, seconded by Goodoien, to authorize transfer of the gold squad car to the Fire Department to be used as outlined in the Fire Chief's letter to the Council. Ayes - 3 - Nays - 0. MOTION: of Goodoien, seconded by Branning, to approve the salary increase to Officer' Brent Moody in the amount of $15.00 per month as recommended by the Police Chief. Ayes - 3 - Nays - 0. Ayes - 3 - Nays - 0. MOTION: of Branning, seconded by Goodoien, to approve issuance of a transient merchants license to Bernie's Service. Ayes - 3 - Nays - 0. MOTION: of Branning, seconded by Goodoien, to approve the hiring of Ronald Bray as sewer and water maintenance man at a salary of $700.00 per month, as recommended by the Public Works Director. Ayes - 3 - Nays - 0. MOTION: of Branning, seconded by Goodoien, to pass Resolution 1973-57, setting a public hearing for storm sewer improvements in the Meadows Additions for April 25, 1973. Ayes - 3 - Nays - 0. MOTION: of Branning, seconded by Goodoien, to set an excess property sale for April 28, 1973, at 9:00 a.m. Ayes - 3 - Nays - 0. The Mayor and Councilman Branning discussed the upcoming school bond election. MOTION: of Goodoien, seconded by Branning, to pay the claims and bills, check numbers 6202 through 6237, in the amount of $25,867.80. Ayes - 3 - Nays - 0.
