HomeMy WebLinkAbout1973/04/11VILLAGE OF APPLE VALLEY Dakota County, Minnesota Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County, Minnesota, held April 11, 1973. PRESENT: Mayor Largen; Councilmen Goodoien, Garrison, Pearsall and Branning ABSENT: None. The Mayor called the meeting to order at 7:30 p.m. All residents took part in the pledge of allegiance to the flag. Councilman Garrison gave.the invocation. MOTION: of Pearsall, seconded by Branning, to appoint Claire Rabus as Deputy Village Clerk for the purpose of taking and executing the Council min- utes of April 11, 1973. Ayes - 5 - Nays - 0. MOTION: of Garrison, seconded by Pearsall, to adopt Resolution 1973-63 concerning voters' registration opposing the proposal described in Senate File 648 and House File 605. Ayes - 5 - Nays - 0. MOTION: of Goodoien, seconded by Garrison, to approve new hourly wage rate for Liquor Store employees with salary as per memo in previous motion. Ayes - 5 - Nays - 0. MOTION: of Branning, seconded by Goodoien, to pass Resolution 1973-66 setting a hearing for May 16, 1973, concerning Garden View Drive sidewalks. Ayes - 5 - Nays - 0. Public Hearing - Project 72-34 Leanin' Tree Storm Sewer and Sewer. Mayor Largen called the hearing to order at 8:00 p.m. Mr. Rosene presented the breakdown of the proposed storm sewer and sewer connections and cost. Council discussed and the hearing was opened to the residents. There being no further discussion, the hearing was closed at 8:10 p.m. MOTION: of Branning, seconded by Pearsall, to pass Resolution 1973-64 ordering improvement project 72-34. Ayes - 5 - Nays - 0. MOTION: of Pearsall, seconded by Branning, to pass Resolution 1973-65 authoriz- ing preparation of plans and specifications for Project 72-34. Ayes - 5 - Nays - 0. MOTION: of Pearsall, seconded by Garrison, to adopt Ordinance No. 125 amending the Planning Commission procedures and establishing a planned develop- ment criteria for commercial areas as modified. Ayes - 5 - Nays - 0. Ten minute break taken, reconvening at 8:45 p.m. MOTION: of Garrison, seconded by Goodoien, to accept preliminary plat of Thompson's Commercial Addition. Ayes - 5 - Nays - 0. MOTION: of Goodoien, seconded by Pearsall, to order a preliminary report for improvements for Thompson's Commercial Addition. Ayes - 5 - Nays - 0. MOTION: of Goodoien, seconded by Branning, to deny Palomino Cluster proposal for rezoning, preliminary plats and planned development, as the proposed density of up to 3.9 is greater than feasible considering the topography. Ayes - 4 - Nays - 1 (Garrison). Denied. Ayes - 4 - Nays - 0. MOTION: of Garrison, seconded by Goodoien, to permit John Kelley to park mobile home on his lot, not to exceed seven months; extension possible, while home is being rebuilt, as a result of a fire on April 7, 1973. Ayes - 4 - Nays MOTION: of Goodoien, seconded by:Pearsall, to allow Art Fischer to put a mobile home on his property for employee for one year, subject to renewal. Ayes - 4 - Nays - 0. MOTION: of Pearsall, seconded by Goodoien, to hire William Tonkin, Steven White, and Neal Heuer for part time summer employment. Ayes - 4 - Nays - 0. MOTION: of Garrison, secanded by Goodolen, to issue transient merchant license to Oak Grove Dairy. Ayes - 4 - Nays - O. MOTION: of Garrison, seconded by Bill Carroll to Planning 1976. Ayes - 4 - Nays - MOTION: of Garrison, seconded by Nays - 0. Pearsall, to reappoint Gene Glenn, Erwin Ulrich, and Commission for three year terms, to expire April 1, 0. Pearsall, to approve check number 6289. Ayes - 4 - MOTION: of Garrison, seconded by Goodoien, to adjourn. Unanimously carried.
