Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota held May 9, 1973.
PRESENT:Mayor Largen, Coulcilmen Garrison, Goodoien and Branning; (attended at 8:05)
Clerk Asleson
ABSENT: Councilman Pearsall
The Mayor called the meeting to order at 7:30 p.m. All residents attending took part
in the pledge of allegiance to the flag. Mayor Largen gave the invocation.

MOTION: of Garrison, Seconded by Godoien, to approve the minutes of the meeting of
April 24, 1973 as amended. Ayes - 3 - Nays - 0.
MOTION: 0f Goodoien, seconded by Garrison, to approve the minutes of the meeting.

MOTION: of Garrison, seconded by Goodoien, to approve the minutes of the meeting of the
May 2, 1973 as written. Ayes - 3 - Nays - 0.
April Public works report received.
MOTION: of Goodoien, seconded by Garrison, {o approve the recommendation of the
Public Works Supervisor to keep the building department open until 8:30
p.m. on Thursdays .during the summer. Ayes - 3 ~ Nays - O. '
April Park Report received.
February Fire Marshal's Report received.
April 20, 1973 Gross payroll report received.
MOTION: of Goodoien, seconded by Garrison, to approve issuance Of a building permit
for the 4th Addition to the Granada Shopping Center, with the walls to be
brick on East and South sides, decorative block or brick on the West side, with
decoratiye block or a minimum of a brick ledge On the North side, subject to
the approval of the landscape plan. Ayes - 3 - Nays - O.
MOTION: of Goodolen, seconded by Garrison, to approve the issuance of a building
permit to Mobil Oil Company. at 147th and Cedar. Ayes - 3 Nays - 0.
MOTION: of Garrison, seconded bY Goodoien, to approve the preliminary plat for the
Loch Additi0n, and to waive the platting regulations. AYes - 3 - Nays -0.
MOTION: of GarriSon, seconded by Goodoien, to approve the issuance of one bUilding
permit for Outtot A, Farquar Lake Addition subject to an agreement with
the Village for the ponding easement. Ayes - 3 - Nays - O.
MOTION: of Goodoien, seconded by Garrison, to pass Resolution 1973-83, setting a
public hearing for June 6, 1973 at 7:00 p.m. for the Ellice Trail Street
improvements. Ayes - 3 - Nays - O.
MOTION: of Goodoien, secOnded by Garrison to authorize the Village Attorney to
settle the Hayes property purchase, as recommended, based on a total purchase
price of $66,450.00, excluding special assessments. Ayes - 3 - Nays - 0.

Eagan resolution on airport prefferentisl runway proposals - received.
Public Hearing - Greenleaf 6th Addition Utility Improvements. The Mayor called the
hearing to order at 8:00 p.m. and read the affidavit of publication. The hearing was
turned over to the Village Engineer for a description of the proposed improvements.
Councilman Branning attended at this time.
The hearing was then turned over to the Cottucil for questions and then to the public.
There being no further discussion the hearing was declared closed at 8:15 p.m.
The Administrator reported that Fischer Construction had granted the Village a 3O-day
extension on the bids for the improvements at Co. Rd. 43 and Garden View. The Engineer
is still working on the easements and is authorized to continue.
MOTION: of Branning seconded by Garrison to accept the 3O day extension on the bid
for the above improvements. Ayes -4 - Nays - O.
Dakota County functional highway system report- comments from Engineer received.
MOTION: of Goodoien seconded by Branning to approve Resolution 1973-84 ordering bids
to be taken on June 8, 1973 on improvements to Belmont, Galaxie Greenleaf and
Keller parks. Ayes - 4 - Nays - O.
MOTION: of Goodoien, seconded by Garrison, to approve the agreement for cash register
maintenance at the Liquor Store. Ayes - 4- Nays - O.
MOTION: of Goodoien, seconded by Branning to set the Council meeting of May 16, 1973
for 6:30 p.m. Ayes - 4 - Nays - O.
Farquar Hills rezoning held.
Resolution from residents of area surrounding Farquar Hills proposed plat received.
MOTION: of Branning seconded by Garrison to order the property on Cedar Avenue condemned~
if necessary for the purpose of Obtaining land for a walkway. AYes - 4 - Nays - O.
Fire Power display proposal - held.
MOTION: of Branning seconded by Garrison to approve the issuance of a transient merchants
license to Mrs. Marvin Pagel. Ayes - 4 - Nays - O.
MOTION: of. Garrison seconded by Goodoien to approve the payment of the claims and
bills; check $6495 through $6555 in the amount of $80,723.33 Ayes - 4 - Nays - O.
MOTION: of Branning seconded by Largen to adjourn. Unanimously-carried.
