Minutes of the meeting of the Village Council Village of Apple Valley, Dakota County,
Minneaota held June 13 1973.
PRESENT: Councilmen Branning Goodoien, and Pearsall; Clerk Asleson
ABSENT: Mayor Largen; Councilman Garrison
Acting Mayor Pearsall called the meeting to order at 7:35 p.m, all residents attending
took part in the pledge of allegiance to the flag,
Minutes
MOTION: of Goodoien, seconded by Branning, to approve the minutes of the meeting Of
May 31, 1973 as amended. Ayes - 3 - Nays - 0.
MOTION: of Goodoien, seconded by Branning, to approve the hiring of Brent Sole as
a full time liquor store clerk, as of 6-15-73, at a salary of $750.00 per
month. Ayes - 3 - Nays - O.
MOTION: of Goodoien, seconded by Branning to cancel the Council meetings of June 27th
and July 4th, and to set a special meeting for July 5, 1973 at 7:00 p.m.
Ayes - 3 - Nays - 0.
Planning Commision minutes of May 16, 1973 received.
Gross payroll report of 6-1-73 received.
Police report for May received.
Treasurer's.Report for April recieved.
Public Works report for May received.
Palomino Cluster II Council instructs staff to prepare a development agreement and to
meet with the Fire Department re the width of the Cul-de-sacs.
MOTION: Of Branning seconded by Goodoien to grant a 20' variance to the side yard
setback on Lot 13, Block 6, Palomino Hills Lakeshore Addition. Ayes - 3 -
Nays - 0.
MOTION: of Goodoien, seconded by Branning to grant a 1' variance to Lot 3, Block
Greenleaf 5th Addition (12984 Findlay Way). Ayes - 3 - Nays - 0.
MOTION: of Branning, seconded by Goodoien, to approve the buitdlng permit for a temp-
orary building on Fischer property, subject to the conditions as recommended
by the Planning Commission. Ayes - 3 - Nays - O.
Received letter from Mr. Carder of the A.A.U. and discussed same with him.
Public Hearing, Utitlity improvements, Greenleaf 6, 7, 8, and 9th Additions and adjacent
areas- Acting Mayor Pearsall called the hearing to order at 8:05 plm. and read the
affidavit of publication. The Eqgineer discussed his meeting today with the homeowners.

was declared closed at 8:35 p.m.

MOTION: of Goodoien, seconded by Branning, to authorize Mayor and Clerk to sign the
development agreement with Poppler-Cardarelle, with date in paragraph 4
changed to 12-14-73, subject to Metropolitian Council approval of the Eastern
Sewer Trunk 6-14-73. Ayes - 3 - Nays - 0
Request for development engineering of public improvements for Farquar Hills plat.
Discussion with Houston brothers.
MOTION: of Goodoien seconded by _____________ to approve the development engineering
of the Farquar Hills plat. ·No second.
MOTION: of Goodoien, seconded by , to ask staff to prePare a feasibility
Study on having our own engineering department. No second.
MOTION: of Pearsall seconded by Branning to reject the Houston brothers proposal
for private developer engineering. Ayes - 2 - Nays - 1 (Goodoien). Motion
carried.
MOTION: of Branning, seconded by Pearsall to pass Resolution 1973-100 setting a public
hearing for Cluster I improvements for July 11, 1973, Ayes - 2 - Nays - 0;
Goodoien abstaining.
MOTION: of Branning, seconded by Goodoien to pass Resolution 1973-101, setting a
public hearing for Phases 2 thru 5 of the Palomino Lakeside Meadows, for
July 11, 1973. Ayes - 3 - Nays - 0.
MOTION: of Branning, seconded by Pearsall, to pass Resolution 1973-102, awarding
Metro Engineering Co., the low bidder, in the amount of $64,983.15, the bid
for park improvements as recommended by the Recreation director, and direct
the Engineer to check into a change order for the storm sewer improvement.
Ayes 3 - Nays - O.
MOTION: of Branning seconded by Pearsall, to pass Resolution 1973-103, on the use of
Federal Revenue Sharing funds for the 3rd entitlement period. Ayes - 2 -
Nays - Goodoien Motion carried.
Status report on pedestrian crossing activity on County Road 42 received.
MOTION: of Goodoien, seconded by Branning, to accept the Council Chambers remodeling
project as complete as paid on Check #6695 on June 6, 1973. Ayes - 3 - Nays - 0.
League of Municipalities Personnel Classification Program - to be pursued further.'
MOTION: of Goodoien, seconded by Branning to approve the hiring of David Erler, Ken
Kaiser, and Terry Mutch for part time summer help effective 6-11-73, all at
an hourly rate of $2.50. Ayes - 3 - Nays - 0o
MOTION: of Branning, seconded by. Goodoien, to pass Resoldtion 1973-104, regarding
the State Manpower Services proposal for summer jobs. Ayes - 3 - Nays - 0.

MOTION: of Goodoien seconded by Branning to appoint Jim Reemts as Civil Defense
Director at a rate of $25.00 per month. Discussion. Motion withdrawn by
Goodoien.
MOTION: of Goodoien seconded by Branning, to approve the issuance of a transient
merchants license to Mr. Carl Wirtanen. Ayes - 3 - Nays - 0.
MOTION: of Branning seconded by Goodoien to accept the resignation of Joe Allen.
Ayes - 3 - Nays - 0.
MOTION: of Branning seconded by Goodoien, to accept the Greenleaf 5th Addition
utilities project as complete. Ayes - 3 - Nays - 0.
The Engineer discussed the status of the Crystal Lake problem.
Midwestern Relay Company- The Engineer explained the proposal. Council would like
to see some drawings and instructed the staff to work up a tentative contract.
MOTION: Of Goodoien seconded by Branning to pay the claims and bills check #6718
thru #6779, in the amount of $69,215.21. Ayes - 3 - Nays - 0.
MOTION: of Goodoien, seconded by Branning to adjourn. Unanimously carried.
