Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota held August 1, 1973.
PRESENT: Councilmen Branning, Garrison, Goodoien, and Pearsall (attended at 7:03);
Clerk Asleson
ABSENT: Mayor Largen
MOTION: of Goodoien, seconded by Branning, to appoint Councilman Garrison as acting
Mayor. Ayes - 3 - Nays O.
Acting Mayor Garrison called the meeting to order at 7:00 p.m.

MOTION: of Goodoien, seconded by Branning, to approve the minutes of the meeting of
July 18, 1973 as written. Ayes - 3 - Nays - O.
Councilman Pearsall attended at this time.
MOTION: of Goodoien, seconded by Garrison, to approve the minutes of the meeting of
July 25, 1973 as written. Ayes - 3 - Nays - 0; Pearsall abstaining.
MOTION: of Goodoien, seconded by Garrison, to approve the minutes of the meeting of
July 11, 1973 as written. Ayes - 3 - Nays - 0; Branning abstaining.
Gross payroll report for July 27, 1973 received.
Planning Commission minutes of July 19, 1973 received.
Letter of thanks from Apple Valley Fire Dept. re 4th of July received.
MOTION: of Goodoien, seconded by Branning, to approve the preliminary plat of Barth 1st
Addition, based on the Planning Commission's recommendation. Ayes - 4 - Nays - O.
MOTION: of Garrison, seconded by Branning, to approve the preliminary report for utilities
to 132nd Street, related to Nordic Properties, and to pass Resolution 1973-136,
setting a public hearing for August 22, 1973 for the proposed improvements;
project #73-52. Ayes - 3 - Nays - 1 (Goodoien)
MOTION: of Goodoien, seconded by Branning, to authorize Jerry Bell to study the signing
and marking at the schools as requested by IDS 196 based on the study done for
them by the Highway Department. Ayes - 4 - Nays - 0o
Farquar Hills area utilities memo on utilities service to Knottywoods Addition, and
on North and South sides of Long Lake, received.
MOTION: of Branning, seconded by Goodoien, to approve the purchase of an additional
counter for the liquor store. Ayes - 4 - Nays - 0o
MOTION: of Branning, seconded by Goodoien, to approve issuance of a transient merchants
license to Robert and Karen Bonawitz for Amway Products. Ayes - 4- Nays O.
MOTION: of Goodoien, seconded by Branning, to authorize advertisement for bids for group
health insurance for Village employees, to be received August 20, 1973 at
2:00 p.m. Ayes - 4 - Nays - O.

MOTION: of Goodoien seconded by Garrison to approve the leasing of a new police car
at $350.00 per month effective upon its receipt. Ayes - 4 - Nays - 0.
MOTION: of Garrison, seconded by Branning, to pass Resolution 1973-137, releasing
collateral as requested by Northwestern National Bank. Ayes - 4 - Nays - 0.
Water treatment plant report received for study.
Letter regarding signal lights at Cedar and #42 and Garden View and #42 received.
Letter from Burnsville re Crystal Lake drainage project received.
Report on discussion with Highway Department re I35E discussed with Engineer.
MOTION: of Goodoien, seconded by Branning, to pass Resolution 1973-138, directing the
Engineer to prepare plans and specs for utilities improvement project #73-49,
Valley Commercial Park 2nd Addition.. Ayes - 4- Nays - 0.
MOTION: of Garrison, seconded by Goodoien, to authorize the Engineer to prepare a pre-
liminary report for street improvements in Valley Commercial Park 2nd
Addition. Ayes - 4 - Nays - 0.
MOTION: of Goodoien, seconded by Branning, to authorize the attorney to proceed with
the condemnation of property at Garden View & Co. Rd. 42 necessary for street
easement purposes. Ayes - 4- Nays - 0.
MOTION: of Goodoien, seconded by Branning, to set a special meeting for August 14, 1973
at 7:00 p.m. Ayes - 4 - Nays - 0o
MOTION: of Goodoien, seconded by Branning to authorize issuance of an excavating
permit for the new office building at 147th Street & Cedar. Ayes - 4 - Nays - 0.
MOTION: of Goodoien, seconded by Garrison, to adjourn, Unanimously carried.
