Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota held October 3, 1973.
PRESENT: Mayor Largen; Councilmen Branning, Garrison and Pearsall (attended at 7;05);
Clerk Asleson.
ABSENT: Councilman Goodoien
The Mayor called the meeting to order at 7:00 p.m.
MINUTES
MOTION: of Branning, seconded by Garrison, to approve the minutes of the meeting of
September 19, 1973, as written. Ayes - 3 - Nays - 0,
MOTION: of Branning, seconded by Garrison, to approve the minutes of the meeting of
September 26, 1973, as written. Ayes - 3 - Nays - 0.
Councilman Pearsall arrived at this time.
Planning
MOTION: of Garrison, seconded by Branning, to approve the amendment to the overpass de-
sign agreement with Egil Wefald, to provide for preliminary design at a fee
of $1,632.00. Ayes - 3 - Nays - 1 (Pearsall).
Commission minutes of September 19, 1973 received.
MOTION: of Pearsall, seconded by Branning, to authorize Rodger Page to attend the
Building Inspector's Workshop in Rochester on November 12 and 13, 1973, as
recommended by the Public Works Director. Ayes - 4 - Nays - 0.
MOTION: of Garrison, seconded by Branning, to authorize the Park and Recreation
Director to attend the Minnesota Recreation and Park Convention in St. Paul
November 1 through 3, 1973. Ayes - 4 - Nays - 0.
MOTION: of Pearsall, seconded by Garrison, to approve the lease agreement with Dick's
Valley Service for storage on municipal garage property. Ayes - 4 - Nays - 0.
Discussion on sidewalk location, Greenleaf 6th Addition.
MOTION: of Garrison, seconded by Pearsall, to authorize the sidewalk locations as
presented in John Gretz's memo of 9-28-73, with the additional exception of the
West side of Everest Avenue from 140th St. to Ellice Court, subject to final
approval of the exceptions by the Mayor and Councilman Branning. Ayes - 4
Nays - 0.
Memo concerning State Transportation Committee meeting that was held September 27, 1973,
was received from John Gretz and discussed.
MOTION: of Garrison, seconded by Pearsall, to pass Resolution 1973-177, awarding the
bid for 132nd Street street improvements to Alexander Construction Comapny,
the low bidder, in the amount of $95,180.00 as recommended. Ayes - 4 -
Nays - 0.
MOTION: of Pearsall, seconded by Garrison, to pass Resolution 1973-179, awarding the
bid for water and sewer estensions to Farquar Hills Addition, to Barbarossa
& Sons, Inc., The low bidder in the amount of $124,890.00, as recommended.
Ayes - 4 - Nays - 0.

MOTION: of Garrison, seconded by Branning, to concur with the Police Chief and Council-
man Goodoien and authorize the hiring of Thomas Ingram, at a rate of $800.00
per month, with the exception that there will be no holiday pay paid in 1973,
and to authorize the hiring of Mr. Lagacs as of January 1, 1974, with a salary
to he determined. Ayes - 4 - Nays - 0.
MOTION: of Pearsall, seconded by Branning, to approve the salary adjustment for
Ronald Bray in the amount of $35.00 as of October 1, 1973. Ayes - 3 - Nays -
1 (Garrison).
MOTION: of Branning, seconded by Pearsall, to authorize the signing of the agreement
with Dr. Vogen related to the road easement on the East side of Loct 3, Block 3,
Valley Commercial Park 1st Addition. Ayes - 4 - Nays - 0.
The Attorney commented on the condemnation proceedings on the Broback property.
MOTION: of Branning, seconded by Garrison, to proceed with the construction at County
Road 42 and Garden View Drive, that has been delayed due to easement acquisition
problems, cased on the contract previously awarded. Ayes - 4 - nays - O.
MOTION: of Pearsall, seconded by Branning, to direct the Engineer to prepare and return
for Council approval, a change order to the Ellice Trail Street project related
to grade changes in Fairgreen Avenue. Ayes - 4 - Nays - 0.
Council authorized issuance of topo maps to the State of Minnesota.
Bus Shelters - discussed. Council will discuss with the MTC at a future meeting.
MOTION: of Branning, seconded by Pearsall, to pay the claims and bills; check #7498
through #7519, in the amount of $66,146.73. Ayes - 4 - Nays - 0.
MOTION: of Branning, seconded by Pearsall, to adjourn. Unanimously carried.
