Minutes of the meeting of the Village Council, Village of Apple.Valley, Dakota County,
Minnesota held October 24, 1973.
PRESENT: Mayor Largen; Councilmen Branning, and Goodoien; Clerk Asleson
ABSENT: Councilmen Garrison and Pearsall
The Mayor called the meeting to order at 7:30 p.m.
MOTION: .of Goodoien, seconded by Branning, to approve the two tax abatements on Parcels
f24260B and f24260C (Valley Cleaners, Inc.), as per the assessor's recommen-
dation. Ayes - 3 - Nays - 0.
MOTION: of Branning, seconded by Goodoien, to pass Ordinance No. 133, the Civil
Defense Ordinance, as submitted, deleting Sections 29 and 30. Ayes - 3 -
Nays - 0.
The Council reviewed the proposed water questionnaire to be mailed with water bills,
and directed staff to proceed with it as required.
MOTION: of Goodoien, seconded by Branning, to approve the revised Planned Development
Plan for Phases II and III of the Meadows Addition. Ayes - 3- Nays - 0.
MOTION: of Goodoien, seconded by Branning, to approve the preliminary plat for the
Meadows, Phases II and III. Ayes - 3 - Nays -.0.
MOTION: of Goodoien, seconded by Branning, to approve of the revisions to the Planned
Development Agreement above and authorize the Mayor and Clerk to sign same.
Ayes - 3 - Nays - 0.
MOTION: of Branning, .seconded by Goodoien, to pass Resolution 1973-187 to authorize
the Engineer to prepare plans and specs on the revised Phases II and III of
the Meadows. Ayes - 3 - Nays - 0.
Nordic Rroperties Planned Development discussion on proposed contract and on zoo road
plan.
MOTION: of Goodoien, seconded by Branning, to authorize Bergerson-Caswell Company to
do the necessary repairs to Deep Well #3, for $825.00 based on their low
quote with parts to be extra as required. Ayes - 3 - Nays - 0.
MOTION: of Goodoien, seconded by Branning, .to authorize advertising for bids for snow
removal, to be taken November 12, 1973 at 2:00 p.m. Ayes - 3 - Nays - 0.
MOTION: of Gaodoien, seconded by Branning, to authorize the hiring of Robert Luse for
the weekend work in the utilities department at $1.85 per hour, subject to
checking the law to see if the minimum age for this type of job is 16 or 18.
Ayes - 3 - Nays -0
MOTION: of Branning, seconded by Goodoien, to approve the issuance of a transient
merchants license to Vonda Beauty Counsellor; Donna McCune, for selling
door-to-door. Ayes 3 - Nays - 0.

MOTION: of Branning, seconded by Goodoien, to accept the staff recommendation and deny
the request of R. Florey and James McCain for a transient merchants license
because the applicant failed to reveal, as requested in the application, past
convictions for misdemeanor offenses. Ayes - 3 - Nays - 0.
MOTION: of Branning, seconded by Goodoien, to amend paragraph 5 of the Agreement approved
May 16, 1973 wherein property at 146th Street and Galaxie is transferred from
the Village of Apple Valley to Dr. Ralph Tharp for use for medical clinic pur-
poses and that the revised agreement dated October 24, 1973 be attached to the
Council minutes and that the Mayor and Clerk be authorized to sign said agree-
ment. (The agreement approved May 16, 1973 was nevar executed) Ayes - 3 -
Nays - 0.
MOTION: of Goodoien, seconded by Branning, to approve issuance of an excavating permit
for the clinic at 146th and Galaxie. Ayes - 3 - Nays - 0.
The Mayor related that Abbott Hospital had expressed interest in locating in Apple Valley
and that he expected them to be pursing it further at a later date.
Councilman Goodoien, related he had met with zoo people regarding servicing the zoo pro-
perty with utilities, police and fire protection.
Jerry Bell related that the Metro Council Development Guide requested a meeting with the
Council on November 26th at Apple Valley.
MOTION: of Branning, seconded by Goodoien, to accept as complete, the general contract
of Westland Construction for the shelter buiiding at Valley Jr. High, and
authorize final payment. Ayes - 3 - Nays - 0.
MOTION: of Branning, seconded by Goodoien, to accept as complete the Westland project
as relating to the grading at Valley Jr. High, and to authorize final payment.
Ayes - 3 - Nays - 0
MOTION: of Branning, seconded by Largen to pass Resolution 1973-188, awarding the bid
for 132nd Street water and sewer improvements to Erickson Bros., Inc. the low
bidder, in the amount of $84,318.35. Ayes - 2 --Nays - 1 (Goodoien). Motion
carried.
The Administrator then advised that the Village was having difficulty obtaining any
quotes on gasoline and that the supply was low, but that Gulf Oil in Bloomington would
sell 2,000 gallons at 30.7¢.
MOTION: of Branning, seconded by Goodoien, to approve the purchase of 2,000 gallons of
gas at 30.7¢ per gallon from Gulf Oil Company in Bloomington. Ayes - 3 - Nays - 0.
Councilman Branning commented on his meeting with the County Commissioners Hollenkamp
and Ahlberg concerning summer maintenance of County Roads.
MOTION: of Branning, seconded by Goodoien, to authorize the installation of a stop sign
at 134th and Fairgreen. Ayes - 3 - Nays - 0.

MOTION: of Goodoien, seconded by Branning, to reduce the amount of retainage to $5,000.
on the Erickson Bros. contract for Project #73-36. Ayes - 3 - Nays - 0.
MOTION: of Goodoien, seconded by Branning, to pay the claims and bills; check #7649
thru #7703 in the amount of $504,404.87. Ayes - 3 - Nays - 0.
Councilman Goodoien discussed the Fire Department's request for permission to put in a
meeting room in the rear area of where the rescue squad is. This will be discussed
further on November 14. Also to be discussed is an additional fire station.
MOTION: of Branning, seconded by Goodoien, to adjourn. Unanimously carried.
