Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota, held December 12, 1973.
PRESENT: Mayor Largen; Councilmen Branning, Garrison (attended at 7:55 p.m. and
left at 9:15 p.m.), Goodoien, and Pearsall; Clerk Asleson
ABSENT: None.
The Mayor called the meeting to order at 7:30 p.m. All residents attending took part
in the pledge of allegiance to the flag. Rev. Largen gave the invocation.
The Planning Commission minutes of November 21st and December 5th, 1973, were received.
The Gross Payroll report of November 30th, 1973, was received.
The October and November building and Public Works Reports were received.
The October and November Park reports were received.
Pond in the Thompson commercial area in the southwest quadrant of Cedar and County
Road 42 was discussed. Residents Of the Townhouse 4th Addition said they felt the
pond was a safety hazard for their children.
MOTION: of Goodoien, seconded by Largen, to have the pond in the southwest quadrant
of Cedar and County Road 42 either reshaped to a lesser slope or fenced
by the commercial property interests along the south side from Pennock to
Cedar. Ayes - 4 - Nays - O.
MOTION: of Branning, seconded by Pearsall, to approve two off-site directional
signs for Apple Valley East Addition on County Road 42 and Dodd Road.
Ayes - 4 - Nays - O.
MOTION: of Goodoien, seconded by Pearsall, to approve two off-site directional
signs for Orrin Thompson Homes on Pilot Knob Road and Fairgreen Avenue.
Ayes - 4 - Nays - 0.
Councilman Garrison attended at this time,
MOTION: of Goodoien, seconded by Branning, to approve building permits for two
30-unit apartment buildings in Cedar Knolls subject to the number of park-
ing spaces meeting the ordinance requirements. Ayes - 5 - Nays- O.
Midwest Planning & Research, Inc., presented a proposal of Apple Valley Development
Partnership for an area in the northwest corner of Apple Valley for a motel site,
townhouses, apartments and condominiums. Staff was directed to prepare development
agreements for consideration.
MOTION: of Pearsall, seconded by Branning, to pass Ordinance No. 138 rezoning the
Nordic Properties property in part of Section 2 2 and part of Section 15
from R-lA to M-1 Planned Development. Ayes - 4 - Nays - 1 (Goodoien).
MOTION: of Garrison, seconded by Branning, to approve the Nordic Properties Planned
Development with the addition of the paragraph allowing Council review of
pedestrian control procedures before any development north of County Road
38 as presented by the Village Attorney and also to apprqve the preliminary
plat. Ayes - 4 - Nays - 1 (Goodoien).

MOTION: of Pearsall, seconded by Goodoien, to pass Ordinance No. 139, amending
Ordinance No. 22 establishing business zoning districts. Ayes - 5 - Nays - 0.
Cotmcilman Garrison left at this time.
MOTION: of Pearsall, seconded by Branning, to adopt the Apple Valley Comprehensive
Plan as recommended by the Planning Commission. Ayes - 4 - Nays - O.
MOTION: of Goodoien, seconded by Branning, to pass Resolution 1973-202 setting forth
water and sewer billing regulations and procedures. Ayes - 4 - Nsys - O.
MOTION: of Goodoien, seconded by Branning, to revoke the 3.2 on-sale beer license issued
to Mr. D's Pizza because it is not moving to 7701 - 147th Street as planned.
Ayes - 4 - Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to issue the news release stating Apple Valley
will be accepting proposals for on-sale liquor licenses until Friday, March 1st,
1974. Ayes - 4 - Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to approve the hiring of Terry Ellison,
Steven Wehrenberg, Robert Erickson, Kenneth Smith, Douglas Brockelman and
Thomas Wageman as warming house attendants for the winter skating season
at a salary of $1.80 per hour. Ayes - 4 - Nays - 0.
Jerry Bell presented a proposal for a Joint purchase agreement for buying surplus
equipment and he was directed to have the Attorney review it.
MOTION: of Pearsall, seconded by Goodoien, to pass Resolution 1973-203, establishing
approximately one mile of Fairgreen Avenue between 150th Street and 160th
Street as a municipal state aid street. Ayes - 4- Nays - O.
MOTION: of Pearsall, seconded by Branning, to approve the following monthly wage
increases: Robert Day $38.00 effective 11/1/73, Yvonne Jacobsen $15.00
effective 11/16/73, Bonnie Shea $26.00 effective 12/1/73, Brent Sole
$28.00 effective 19/16/73 and Joyce Viveiros $17.00 effective 11/1/73.
Ayes - 4 - Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to approve paying patrolman Thomas Ingram
for three holidays in 1973. Ayes - 4 - Nays - 0.
MOTION: of Brannfng, seconded by Goodoien, to pay the claims and bills, checks
numberad 8004 through 8058 in the amount of $17,853.19. Ayes - 4 - Nays - O.
MOTION: of Branning, seconded by Pearsall, to adjourn. Unanimously carried.
Meeting adjourned at 9:48 p.m.
