Ninutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
M/nnesota, held December 26, 1973.
pRESENT: Mayor Largen; Councilmen Goodoien and Pearsall; Clerk Asleson.
ABSENT: Councilmen Branning and Garrison
The Mayor called the meeting to order at 7:30 p.m.
MOTION: of Pearsall, seconded by Coodoien, to reduce the amount of the development
bond for Palomino Meadows 1st Addition from $14,845 to $9,750.
Ayes.- 3 - Nays - O.
MOTION: of Pearsall, seconded by Goodoien, to reduce the amount of the development
bond for Greenleaf 3rd Addition from $25,000 to $1,000 or to 0 if $1,000
cash escrow is provided. Ayes - 3 - Nays - O.
MOTION: of Goodoien, seconded by Pearsall, to reduce the amount of the development
bond for Greenleaf 4th Addition from $200,000 to $15, O00. Ayes- 3 -
Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to reduce the amount of the development
bond for Greenleaf 5th Addition from $121,730 to $20,000. Ayes - 3 -
Nays - O.
MOTION: of Goodoien, seconded by Pearsall, to renew the mobile home permit for
Grace Lutheran Church for 1973. Ayes - 3 - Nays - O.
The Gross Payroll Report of December 14, 1973, was received.
The Council reviewed master plans for the Golf Course as Presented by Don Rippel.
A condensed version of the present snowmobile ordinances was received and will be
reviewed at a later date.
MOTION: of Pearsall, seconded by Goodoien, to retain the accounting firm of Ernst
& Ernst for the 1973 audit. Ayes - 3 - Nays - 0.
MOTION: of Pearsall, seconded by Goodoien, to pass Resolution 1973-204 setting
1974 salaries for employees to be effective January l, 1974, as per
Exhibit A attached. Ayes - 3 - Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to cancel the Council meeting of
January 2 1974. Ayes - 3 - Nays - O.
MOTION: of Goodoien seconded by Pearsell, to pass Resolution 1973-205, approving
the Palomino Meadows Phases 2 and 3 sewer and water extensions, Project
72-30, plans and specifications. Ayes - 3 - Nays - O.
MOTION: of Goodoien, seconded by Pearsall, to pass Resolution 1973-206 ordering
advertisement for bids for Project 72-30 to be opened January 28, 1974.

MOTION: of Pearsall, seconded by Goodoien, to accept as final and close Projects
72-22 (Pennock Street Improvements), 73-36 (East Trunk Water and Apple
Valley East Water and Sewer) and 72-33 (Valley Commercial Park Storm
Sewer). Ayes - 3 - Nays - O.
Councilman Pearsall announced he would be giving his resignation as of January 1st,
1974, because he is moving from Apple Valley.
MOTION: of Goodoien, seconded by Pearsall, to pay the claims and bills, checks
numbered 8103 through 8149, in the total amount of $479,428.19. Ayes -
3 - Nays - O.
The Council was advised that effective January 1, 1974, all villages and towns will
become statutory cities. They concurred that the term City be used then rather than
Village and the term be changed on all forms whenever they are reordered.
MOTION: of Goodoien, seconded by Pearsall, to adjourn. Unanimously carried.
