PRESENT: Mayor Largen; Councilmen Branning and Hollenbeck; Clerk As!eson ABSENT: Councilmen Garrison and Pearsall The Mayor called the meeting, to order at 7:45 p.m. MOTION: of Branning seconded by Hollenbeck, to approve the minutes of the meeting of February 23rd, with the addition of "and that Apple Valley participated in those negotiations" to the Ma,yor's announcement on page 2. Those in favor Branning, Hollenbeck and Largen - opposed - nona. Motion carried. Jerry Bell, Recreation Director is requesting that the Council order plans and specs to be drawn on the new recreational building.. He is also requesting that Bonestroo & Rosene prepare these. MOTION: of Branning, seconded by Hollenbeck, to pass Resolution 1972-31, authorizing Bo Bonsstroo & Rosene to prepare plans and specs for the new recreational building at Westview School park. Those in favor Braoming, Hollenbeck and Largen - opposed - none. Motion carried. Resolution establishing fees on utility permits. The Mmyor head the proposed resolution. MOTION: of Hollenbeck seconded by Branning, to pass the resolution establishing fees on utility permits. Councilman Braoning asked for discussion on this and it was decided to table action on this resolution until March 8th. Request from the Metro Council to appoint a representative to an advisory committee who will determine Metro Sewer Board benefits. MOTION: of Hollenbeck, seconded by Branning, to appoint the Administrator to this committee and authorize him to attend the meeting scheduled for March 23rd. Those in favor Hollenbeck Branning and Largen - opposed - none. Motion carried. Mayor Largen read a list of proposed members to the Cable TV Committee. MOTION: of Hollenbeck seconded by Branning to appoint Councilman Pearsall as Chairman of the Cable TV Committee and members to be Gary Herman, Tom Crosgrove John Bremer, Jerry Reichstetter and Paul Liebelt. Those in favor Hollenbeck Branning and Largen - opposed - none. Motion carried. MOTION: of Branning, seconded by Hollenbeck, to authorize the building inspector and the Meyor to attend a school in Madison, with discussion to be on zoning. Said school to be on March 13th and 14th. Those in favor Branning~ Hollenbeck and Largen - opposed - none. Motion carried. Public Hearing - Trans Union - This is a joint hearing of the Planning Commission and the Village Council. The affidavit of publication was read by the Mayor and the hearing was called to order at 8:10 p.m. Mr. George Burkhart and Orlan Miller presented the preliminary plan for the development of the area. The hearing was declared closed at 8:50 p.m. Page 2 Public Hearing - Seed-Kraemer Rezoning - This is a joint hearing of the Planning Commission and the Village Council. The affidavit of publication was read by the Mayor. The hearing was declared opened~a[t 8:55 p.m. The hearing was declared closed at 9:15 p.m. Cedar Knolls - Phase III. MOTION: of Branning, seconded by Hollenbesk, to pass Resolution 1972-32, authorizing the preparation of plans and specs for Phase III, Cedar Knolls Mobile Homes. Those in favor Branning, Hollenbeck and Largen - opposed - none. Motion carried. Gross payroll report for February 25 1972, received. Jesse Swedin proposal. MOTION: of Branning seconded by Hollenbeck, to approve the hiring of Jesse Swedin as per the attached memo. Those in favor Branning Hollenbeck and Largen - opposed - none. Motion carried. Sign at Cedar Kuolls, they are requesting a temporary off-site sign. The Building Inspector is recommending denial of 'the permit. MOTION: of Hollenbeck seconded by Branning, to deny the sign permit as recommended by the Building Inspector. Those in favor Hollenbeck Branning and Largen - opposed - none. Motion carried. MOTION: of Branning, seconded by Hollenbeck to pay the claims and bills, checks # 3634 through # 3667 in the amount of $15,140.61. Those in favor Branning Hollenbeck and Largen - opposed - none. Motion carried. County Road 38 reply. Council requests County be present for discussion. MOTION: of Rollenbeck, seconded by Branning to adjourn. Unanimously carried. Adjourned at 9:40 p.m. ATTEST: Richard G. Asleson, Village Clerk Fred J. Largen, Mayor Detail of Traus Union Public Hearing held March 1, 1972. Total living units on the site will be 1,200, and the first phase would include the zero lot line and ten acres of townhouses. The Planning Consultant commented on the development contract, parks etc. Mr. Hanson, Supt. of Sehools, commented on the development end the need for future schools. He complimented the developer on the information they submitted to the School District. He commented on the location of the park site and said they would like to work with the Village on joint development of the parks. He also said they would need some type of temporary welkway to the school during the development of Phases I and II. Councilman Hollenbeck asked about densities and also wondered what would happen if the sanitary sewer were not installed this year. Mr. Partaker, Vice President of Trans Union~ said they would be happy to advance funds to bring this sewer project about as soon as possible. (Note: Council will need to authroize feasibility study on water extensions to this area.) The hearing was then opened to the public. Ed Tousignent asked what the amount of the right-of-wey on Councy Road 42 was. He was told it was 150 feet on both County Road 42 and County Road 31, and the right-of-way on~33~ if it were to be brought down the property line, was 83 feet. Both ~. Carroll and Ray Corrigan said they would like their property rezoned along with the rest of the plat. Detail of Seed-Kraemer Rezoning Public Hearing held March l, 1972. Mr. Bill McKie presented the proposel and plan for ultimate use. Councilman Hollenbeck asked what percentage of the gravel had been mined. Mr. McKie said that the total gravel on the entire site was 17 million cubiclyards. In order to leave the site in good condition, they would mine only about 6~ million cubic yards. The Planning Consultent said they should be willing to dedicate the 80 foot right-of- way for Fairgreen when the Village requests it. Mr. Don Rosen asked about the probability of Phase II being put into effect. He was told it would be very slight. He then wented to know why the whole parcel needed to be rezoned. Frank Rechtzigel asked about how much equipment was going to be used on the site. He was told just excavating equipment; no blacktop plant or anything like that was proposed. Mr. Rechtzigel also wanted to know how close they would be going to the pipeline. No closer than they are right now.
