Minutes of the meeting of the Village Council, Village of ApPle Valley, Dakota
County, Minnesota, held April 19, 1972.
PRESENT: Mayor Largen; Councilmen Garrison, Pearsall, Hollenbeck and Branning
Clerk Asles0n.
ABSENT: . None.
The Mayor called the meeting to order at 7:35 p.m.
New Communities Pre-Application - The Mayor summarized the history of this appli-
cation for the Council. Councilman Pearsall read a resolution regarding this from
the Apple Valley Jaycees. The Council requgsted this application be held until
there has been more disausaion.
Public Hearing - Planning Commission and Village Council - Coast-to-Coast Store
Conditional Use Permit - The Mayor read the affidavit of publication and called
the hearing to order at 8:2D p.m. The Planning Consultant located the site and
outlined the proposal. Messrs. Ahearn and Connelly presented a drawing of the pro-
posal. There being no further discussion, the hearing was declared closed at 8:40 p.m.
Public Hearing, Water and Sewer Improvements, Phase III, Cedar Kuolls - The hear-
ing was declared open at 8:50 p.m. The Mayor zead the affidavit of publication.
The Engineer discssed the proposal with the Council. There being no further
discussion the hearing was declared closed at 9:20 p.m.
Gary.Grey - re 4th of July celebration. It was decided that the Administrator and
Mr. Gray will write letters requesting help selling tickets for fireworks,
Bill Sell of the zoo board introduced Jack Reynolds of WWTC radio and he discussed
with the Council the possibility of a zoo promotion on May 21 1972. They will
bring a written proposal to the Council next week.
Permit for overhead line Dakota Electric Association - Administrator explained.
MOTION: of Garrison, seconded by Pearsall, to approve issuance of the permit,
subject to the addition of a paragraph pertaining to burying the cable
at a later date. Ayes - 5, Nays - O.
Councilman Branning commented on the HRA meeting. The attorney is to review the
state law as it pertains to the Dakota County HRA.
Tuesday at 7:00 p.m. the School Board will tour the new Valley Middle School.
Engineer's Report
1. Pennock Avenue, proposed street plan for north of C.R. 42.
alignments discussed.

Attorney's. Report
Moratorium on Planning Matters - The Attorney recommends that there not be
a moratorium as he believes it to be unconstitutional. We should accept the
application and inform them that there will be a waiting period.
Metro Transit Tax appropriation question. The attorney reeommends that we
defer any court action at this time, but that the attorney is to send a letter
outlining the Apple Valley position to the
Police Report for March - received.
MOTION: of Garrison, seconded by Pearsall, to re-hire Ron Nelson for part time
park maintenance, as recommended by the Park Director. Ayes - 5, Nays - O.
Petitions re outside sales from Snyder Bros. Drugs and True Value Hardware. Mr.
White is requesting permission for a truckload sale on the parking lot. The Building
Inspector commented on this.
Petition from Snyder Bros. Drugs - received.
Burnsville Crosstown - layout and letter. Discussed with the Village Engineer.
Request for Jerry Bell to attend school on May 9th at a cost of $23.00. School to
be held in Alexandria.
MOTION: of Branning, Seconded by Garrison, to approve. Mr. Bell's attending school.
Ayes - 5, Nays - O.
Claims & Bills
MOTION: of Pearsall, seconded by Branning, to approve payment of the claims and
bills; checks 3908 through 3959, in the amount of $17,923.66. Ayes - 5,
Nays - O.
MOTION: of Pearsall, seconded by Hollenbeek, to adjourn.
Adjourned at 11:45 p.m.
