HomeMy WebLinkAbout1972/05/17VILLAGE OF APPLE VALLEY Dakota Couuty, Minnesota Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County, Minnesota, held May 17, 1972. PRESENT: Mayor Largen; Councilmen Branning and Hollenbeck; Clerk Asleson. ABSENT: Councilmen Garrison and Pearsall. The Mayor called the meeting to order at 7:30 p.m. MOTION: of Branning, seconded by Hollenbeck, to approve the minutes of the meeting of April 26th as amended on Page 3, motions 1 and 2. Ayes - 3, NaYs - O. MOTIoN: of Hollenbeck, seconded by Branning, to approve the minUtes of the meeting of May 3rd, with the correction of the number of members on the golf course propossl committee. Ayes - 3, Nays - O~ New Business MOTION: of Hollenbeck, seconded py Branning, to pass Resolution 1972-71, setting a public hearing for June 7, 1972, for the Killmer prOPerty, as recom- mended by the Planning Commission. Ayes - 3, Nays - O. April Police Report - rece{ved. April Water Report - received. MOTION: of Hollenbeck, seconded by Branning to pass Resolution1972-72 concern- ing bank deposit collateral. Ayes - 3, Nays - O. MOTION: of Hollenbeck, seconded by Branning, to pass Resolution 1972-73 setting the public hearing on improvements for the property north of Ellice Trail for June 14, 1972. Ayes - 3, Nays - O. MOTION: of Hollenbeck, seconded by Branning, to pass Resolution 1972-74, can- celling special assessments on certain lots in Apple Valley 8th through 12th Additions. (This does not affect the assessments against the homes in these areas. ) Ayes - 3, Nays - O. April Treasurer's Report received. MOTION: of Hollenbeck, seconded by Branning, to approve the lease of a new squad car with Rosemount Dodge, one car for six months at $300 per month, and a new car for a second six months at $275 per month, and authorize the Mayor and Clerk to sign the lease agreement. Ayes - 3, Nays - O. MOTION: of Hollenbeck, seconded by Branning, to pass Resolution 1972-75, regard- ing the investment of funds by the Firemen's Relief Association. Ayes - 3, Nays - O. MOTION: of Branning, seconded by Hollenbeck, to pass Resolution 1972-76 comment- ing on the five-year capital improvement program of the Metropolitan Sewer Board and Metropolitan Council. Ayes - 3, Nays - O. Page 2 Joint Public Hearing, Alexander Construction Company, preliminary plat and condi- tional use - The Mayor read the affidavit of publication and called the hearing to order at 8:20 p.m. After sll discussion, the hearing was declared closed at 8:40 p.m. (Copy of discussion attached to original minutes. ) MOTION: of Branning seconded by Largen, to pass Resolution 1972-77, appointing Paul Liebelt, Mary Walman and Bob Young to the architectural c0mmittee of which Dean Irons is the Chairman. Ayes - 2, Nays - 1 (Hollenbeck) MOTION: Of Branning seconded by Hollenbeck, authorizing Jerry Bell to look at Keller Park and other similar areas and have street lights erected where necessary, including a light on 146th and Galaxie. Ayes - 3 Nays - O. Mr. Brad Lemberg Engineer presented the tabulation of the bids on the Community Building and recommended bids be awarded to low'bidders. MOTION: of Branning, seconded by Hollenbeck, to accept the Engineer's recommendation and award the bid on the general construction to the low bidder Leibfried Construction, in the amount of $45,900.00; the bid on the mechanical work to the low bidder, Mill City Heating in the amount of $14,951.00; and the bid on the electrical Work to the low bidder, Valley Electric Co. in the amount of $6,913.37 as per Resolution 1972-78. Ayes - 3~ Nays - O. MOTION: of Hollenbeck, seconded by Branning to pass Resolution 1972-79 settineg a public hearing for June 7, 1972, at 7:30 p.m. on an amendment to Ordinance No. 9, Subdivision Ordinance. Ayes - 3, Nays O. Councilman Branning had a copy of the Burnsville ordinance regulating firearms and would like the Urban Affairs Committee to work on a new ordinance for Apple Valley. Claims & Bills. MOTION: of Branning seconded by Hollenbeck to adjourn. Unanimously carried. Adjourned at 9:10 p.m. ATTEST: Fred J. Largen Mayor Richard G. Asleson, Village Clerk Discussion - Public Hearing Alexander Construction Company preliminary plat and conditional use - May 17, 1972. The Planning Consultant located the property on the map and then turned the hearing over to Mr. Alexander and Mr. Leibfried who presented the plans. The Council determined that the streets in the proposal should be dedicated at this time~ both from the petitioner and from Mr. McNamara; that Mr. Alexander should obtain an easement from McNamara for the trucks to go out to Fairgreen; and that the building should be erected at the final grade as per the plan submitted to the Village by McNamara. They slso discussed a drainage problem which might arise when the building is erected at the lower grade.
