PRESENT: Mayor Largen; Councilmen Garrrison, Pearsall Hollenheck (attended at 7.55 p.m) and Branning (attended at 8:00 p.m) Clerk Asleson. The Mayor called the meeting to order at 7:35 p.m. Old Business Resolution received by Planning Commission on outside sales. Councilman Hollenbeck attended. Discussion on outside sales resolution. MOTION: of Garrison, seconded by Pearsall, to adopt Resolution 1972-86, as amended in paragraph C, as recommended by the Planning Commission. Ayes - 4 NaYs - 0. Councilman Branning attended. Joint public Hearing proposed reZoning, Winkler prOPerty, The MaYor called the hearing to order at 8:.00 pm. and read the affidavit of publicaction. There Being no further discussion, the hear/ag was declared closed at 9:10 p.m. MOTION: of Pearsall Seconded by Hollenbeck that the Cosuncil not look at any plat until all details are firm. AYes -.5 Nays - O. Minutes · . · . MOTION: of Branning Seconded By Hollenbeck to apprOVe the mintues of the meeting of May 17, 1972, with deletion of the public hearing* narrative portion. · Ayes 3 Nays - 0 (Garrison and Pearsall abstained).' MOTION: of Pearsall, seconded by Garrison, tO approve the minutes of the meeting of May 24, 1972, as read. Ayes - 4, Nays - 0 (Largen abstained). MOTION: of Branning, seconded by Hollenbeck to approve the minutes of the meeting of May 4, 1972, as read. Ayes - 3, Nays - 0 (Garrison and Pearsell abstained). The Mayor reported that we had received communication from HUD, outlining details necessary to be completed prior to our obtaining park funds. A Human Rights missionn will be formed with recommendations to Be heard at the meeting of June 28th. The Mayor also commented on the notice sent home with the school Children, from the Police DePartment, regarding the crossing of councy Road 42. They are recommending using only the intersection at Garden View Drive. COuucilman Garrison commented on the Community Service Survey and mentioned the Jaycees are willing to ·work on this with the group from a church, The Administrator reported he had talked to Mr. ·Borgelt about bus service. Ne is recommending that we send out a bulk mailing reqgesting some type of indication as to how many people are interested in this service. Councilman Branning commented On the long range planning committee of the School District. Councilman Hollenbeck mentioned that the golf committee had met the last three days. New Business MOTION: of Hollenbeck, seconded by pearsall, to pass Ordinance No. 111 adopting the State Building. Code, Ayes:- 5,' Nays - O. MOTION: of Pearsall seconded bY Hollenbeck, to pass Ordinance N0~ 112 amending Ordinance No. 66 (Garbage Collection' ordinance). AYes 4, Nays - 1 ( Branning) Buck Hill appilication to pump water from crystal Lake as Submitted to the D.N.R. - Administrator commented. Cedar Knolls - assessments - discussion with Mr. Thorson on delinquent assessments. Council requests Mr. Thorson to make a schedule of payment on these delinquencies. Development Contract and improvements held until June 28th. Poppler Holmquist Development Contract held until June 28th to CheCk on assessment payments. Galaxie Park Acquisition - Jerry Bell to StUdy considerati0n Of acquisition of additional park property with the Engineer. Commisaion minutes of May 3rd and May lOth, 1972 received. MOTION: of Hollenbeck, seconded bY Garrison to pass reSoiutiOn 1972-87 setting a public hearing for July 5 1972 , for the Apple Valley Baptist Church. Ayes - 5, Nays - O. MOTION: of Pearsall, Seconded by Garrison, to accept the Planning Commission's recommendation and appoint Bob Rudolphi to the Architectural Committee. MOTION: of Pearsall, seconded by Hollenbeck, to authorize the Park and Recreation Director to hire temporary summer employees. MOTION: of Branning, seconded by Hollenbeck, to approve the extension of the tract with Metro Engineering to June 16, 1972, as recommended by the . Park Director. Ayes - 5, Nays - 0. Page 3 June 7, 1972 Building Inspection Report for May received. MOTION: Of Garrison, seconded by pearssll, to approve issurance of a cigarette license to the Apple Valley Dairy Queen. Ayes - 4, Nays - 1 (Hollenbeck). MOTION: of Pearsall, Seconded bY Hollenbeck, to approve issurance of' a transient merchant license to Jewell Tea Company. Ayes - 5, Nays - O. Fischer Sand & Aggregate has submitted a request for 24-hour operation. MOTION: of Garrison seconded by Pearsall, to extend the oPeration time limits to midnight, with no excessive noise. Ayes - 5, Nays - O. Gross payroll report for June 2, 1972, received. Overtime policy clarification for Police Department employees held until next meeting. Council authOriZed Administrator to write letter to COunty requesting the instal- lation of No Pedestrian Crossing sign at both Elm and Redwood. MOTION: of Pearsall seconded by Hollenbeck, to authorize ordering bids to be taken on June 26, 1972, for purchase of radio equipment. Ayes - 5 Nays - O. Bond review - Apple Valley Eastern Interceptor. Planning Commission invited COuncil.to attend their next meeting. They will be receiving their first single family residential proposal in months.
