Minutes of the first Regular Meeting of the Apple Valley Village Council held on
January 6, 1969 at 7:30 p.m.
PRESENT: Mayor Largen
Councilmen: Pearsall, Garrison, Branni.ng and Hollenbeck
Mayor Largen called the meeting to order. Attending residents participated in
the Pledge of Allegiance to the Flag.
Pastor Paul Baldwin presented the Invocation for the first meeting.
MOTION of Pearsall, seconded by I3ollenbeck, unanumously passed,, the Village Council
Meetings shall be governed by Robert's Rules of Order as its code of parliamentary
procedure. Motion duly carried.
MOTION of Garrison, seconded by Branning, to appoint Cecelia Strunk as Clerk_of
the Village of Apple Valley, for an indeterminate term to begin January 1, 1969.
Motion duly carried.
Justice of Peace, Charles A. Johnson, duly swore in the Clerk Cecelia Strunk.
Minutes of the Special Meeting of the Lebanon Town Board and Apple Valley Village
Council of January 2, 1969 were read and approved by the Council.
MOTION of Hollenbeck, seconded by Garrison, unanimously passed to appoint Carrol
P. Teig as Treasurer of the Village of Apple Valley for an interim term,
beginning January 1, 1969. Motion duly carried.
Mayor Largen introduced the following:
Robert Rosene, Village Engineer
Sam Hertogs, representing Attorney McMenomy in his absence
Joel Osterhus, Village Inspector
MOTION of Branning, seconded by Pearsall, unanimously passed, that all employees
of the Town of Lebanon shall continue as employees of the Village of Apple Valley;
fees retroactive to January 1, 1969. Motion duly carried.
MOTION of Pearsall, seconded by Garrison, unanimously passed, all Boards, Committees,
and Commissions of the Town of Lebanon be continued under the Village of Apple Valley,
until time has been taken to make a thorough rev~.ew of them; specifically the
Utilities Commission, Planning Commission, Park Botrxd and Urban Affairs Committee.
Motion duly carried.
MOTION of Branning, seconded by Hollenbeck, unanimously passed, that all ordinances
now in effect under the Town of Lebanon, sha11 continue in effect under the Village
of Apple Valley, until ammendments or changes are made by the Village Council.
Motion duly carried.
MOTION of Hollenbeck, seconded by Pearsall, unanimously passed, to table action on
the bonds covering village employees, subject to further clarification of their
coverage. Motion duly carried.

MOTIOY~ of Largen, seconded by entire Council, whereas Stephen J. Delaney has in
the past years rendered dedicated service to the community, and whereas his per-
sonal knowledge of the community and his past experience~in government is deemed
a valuable asset to the Village Council, be it resolved that Stephen J. Delaney
shall be appointed Senior Advisor to the Council of the Village of Apple Valley.
Motion duly carried.
MOTION of Hollenbeck, seconded by Garrison, unanimously passed, to approve the
employee's bonds as follows:
Clerk - $1000; Justice of Peace - $500; Treasurer $10,000; Utilities
secretary - $5,000; also ammended to include coverage of Joyce Viveiros
in the amount of $1000, and making motion subject to change in amount of
bonds if deemed necessary. Motion duly carried.
MOTIOR of Pearsall, seconded by Branning, unanimously passed, it is the recom-
mexidation of the Mayor, that the Chief of Police, Gene Corrigan, be appointed
Director of Civil Defense, on behalf of the Village of Apple Valley, and assume
whatever responsibilities are required by law. Motion duly carried.
MOTION of Garrison, seconded by Hollenbeck, unanimously passed, to establish a
Youth Advisory Committee, appointing Lev Finley and Paul Rice to the Committee -
to serve at the w~.ll of the Council. Branning abstaining from voting. Motion
duly carried.
MOTION of Pearsall, .seconded by Branning, unanimously passed, designating the
First State Bank of Rosemount as the official depository for Village funds for
the year 1969. Ress~lution pertaining to the Safe Deposit Boxes and authority
of personnel to execute same, hereto attached. Motion duly carried.
MOTION of Branning, seconded by Garrison, unanimously passed, designating the
Dakota County Tribune as the official newspaper for the. year 1969. Motion
duly carried.
MOTION of Garrison, seconded by Braxuai.ng, unanimously passed, to appoint Phil
Pearsall, due to his position as senior council member, as Acting Mayor for
the Village. Motion duly carried.
MOTION of Pearsall, seconded by Branning, salaries of the Mayor and Councilmen
be established in accordance with the Resolution hereto attached and prepared,
with reference to Statute MSA 412.181 - Sub. 1-9 by attorneys Mcl~nomy and
Hertogs. Motion duly carried.
Recess was called from 8:30 to 8:45 p.m.
Bob Rosene presented a report on the water loop required to connect the Palomino
Hills and Apple Valley branches of the village water system.
MOTI0~3 of Garrison, seconded by Hollenbeck, unanimously passed, instructing the
village engineer to prepare plans and specifications for the aforementioned
water loop construction in accordance with the resolution hereto attached.
Motion duly carried.

MOTION of Hollenbeck, seconded by Pearsall, unanimously passed, the Council concurs ?
in the hiring of two full-time policemen in accordance with the schedule hereto
attached - retroactive to January ist, 1969. Motion duly carried.
M(3`I'ION OF Garrison, seconded by Pearsall, unanimously passed, the Police Chief hire
qualified part-time help while one police officer is attending school at present.
1. Help not to exceed 32 hours per week @ $2.75 per hour.
2. Chief to continue training program subject to the attorney's opinion on
the coverage of part-time men under Workmen's Compensation while in
training with no salary.
3. Part-time men to get first consideration for employment upon completion
of their training.
Motion duly carried.
It was unanimously agreed the insurance of the village be further reviewed pertaining
to coverage under village regulations.
Mrs. Agnes Scott presented her petition of 156 signatures requesting the name of the
Village of Lebanon be reconsidered.
MOTION of Hollenbeck, seconded by Garrison, unanimously passed, to hold the petition
as presented, and refer it to the village attorney. Motion duly carried.
MOTION of Hollenbeck, seconded by Pearsall, unanimously passed, to hold the Regular
Village Council Meetings on the 2nd and ~+th Wednesdays of each month, beginning at
7:30 p.m. Motion duly carried.
MOTION of Pearsall, seconded by Hollenbeck, unanimously passed, to hold the next
January meeting of the Council on January 20th at 7:30 p.m. Motion duly carried.
MOTION of Garrison, seconded by Hollenbeck, unanimously passed, the deadline for
agendas of meetings be noon of the Monday preceding the meeting date; with the
exception of an emergency as determined by the majority of the Council. Motion duly
carried.'
MOTION of Garrison, seconded by Branning, unanimously passed, the new council
change all locks and reissue new keys to those requiring access to the building
upon proper authorization. Motion duly carried.
MOTION of Hollenbeck, seconded by Pearsall, to adjourn the meeting at 10:30 p.m.

and is received by the BANK, access to arty Safe Deposit Box or Boxes, herein
called SAFES, under lease in the name of the VILLAGE

who, or if more than one, any of whom, shall have full authority to enter

R E S O L U T I O N
WHEREAS, the Village Council on January 20th, 1969,
passed an ordinance established. the following .salaries for
Village Officials:
Mayor = :$200.00 per month
Councilmen - $1§0.00 per month each
and, WHEREAS, said ordinance has been duly published
pursuant to law, and no question as to its validity has been
raised by the statute in such case made and provided,
NOW THEREFORE BE IT RESOLVED that said salaries, in the
above amount, shall apply and be paid to said Village Officials
from and after January 1st, 1969, the date of the beginning of
the corporate existence of the Village of Apple Valley,
