HomeMy WebLinkAbout1972/07/12VILLAGE OF APPLE VALLEY Dakota County Minnesota Minutes of the Village Council, Village of Apple Valley, Dakota County, Minnesota held July 12 1972 PRESENT: Mayor Largen; Councilmen Garrison, Pearsall and Branning; Clerk Asleson ABSENT: Councilman Hollenbeck The Mayor called the meeting to order at 7:30 p.m. All residents attending took part in the pledge of allegiance to the flag. Mayor Largen, Pastor of Valley Community Church gave the invocation. Old Business 1. Computer Election Systems proposal. Mr. Zabo discussed the system with the Council. The Administrator and Councilman Branning reCommended purchase of the CES System. MOTION: of Branning, seconded by Garrison, to adopt the CES System, with the stipulation that the Village be able to Obtain the necessary computer time from a nearby company. Ayes - 4 - Nays - O. 2.- Alexander 0onstruction Company. The attorney c0mmented on his reView of the proposed agreement between Alexander Construction and McNamara regarding the road 3. Butte Avenue ordinance. The attorney read a letter regarding the restricting of traffic. MOTION: of Branning, seconded by Pearsall, to pass Ord, # 114, adopting Minnesota State Statute # 169.. Ayes- 4 - NaYs - O. MOTION: of Garrison, seconded by Pearsall, to pass Resolution 1972-105, for the closing of Butte Avenue. Ayes - 4 - NaYs -O. MOTION: of Garrison, seconded by Branning, to pass Resolution 1972-106, placing "No Parking"~signs on the East Side of Redwood Drive. So. by the park Ayes - 4 - NaYs ~- O. MOTION: of Pearsall, seconded by Garrison, to adopt the changes in hookup fees, as recommended by the Engineer. Ayes - 3 - NaYs - 1 (Largen). New Business MOTION: of Branning, seconded by Garrison, to. approve issuance of a building permits for two apartment buildings, on Lot 16, Block 1, in Cedar Enolls, 7430 and 7433 - 128th Street. Public Works report for June received. MOTION: of Garrison, seconded by Pearsall, to pass Resolution 1972-107, regarding board bills for use of Dakota County Jail. Ayes - 4 - Nays - O. MOTION: of Garrison, seconded by Pearsall, to pass Resolution 1972-108, setting a public hearing for August 23, 1972 on water trunk improvements for Eastern Apple Valley, Ayes - 4 - NaYs - 0. VILLAGE OF APPLE VALLEY Dakota County, Minnesota Page 2 MOTION: of Branning, seconded by Pearsall, to pass Resolution 1972-109, setting a public hearing on proposed improvements on Fairgreen Avenue for August 9, 1972. Ayes - 4 - Nays - 0 . MOTION: of Garrison, seconded by Branning, to pass Resolution 1972-110, setting a public hearing on Street improvements, Pennock Drive, for August 9, 1972. Ayes - 4 - Nays - O. MOTION: of Pearsall, seconded by Garrison, to pass Resolution 1972 -111 adjusting the rates for.water and sewer for multiple units. Ayes - 4 - Nays - 0. MOTION: of Garrison, seconded by Pearsall, to pass Resolution 1972-112, awarding the bid for street seal coat project to Lundin Construction, Inc. the low bidder, in the amount of $6,644.00, as recommended hy the Engineer. Ayes - 4 - Nays - O. Planning Commission minutes of June 7 and June 21, 1972 received. MOTION: of Branning, seconded by Pearsall, to approve the Change Order # 3 in the amount of $1,515.00 for Metro Engineering Inc. contract Part A. Ayes - 4 - Nays - O. Work session scheduled for p.m. Wednesday, August 2nd, for Fairgreen and State Aid Streets. The Administrator informed the Council he was working on salary reviews for both Ross and Stendereon, and that any changes would be effective July 1 & 15 respectively. Councilmen Garrison would like the Fire Department to be contacted early regarding fireworks for the year 1973. Councilman Pearsall, commented on. the CATV meeting of the previous evening. They went over the model ordinance in detail.. MOTION: of Pearsall, seconded by Branning to pay the claims and bills; check # 4407 through # 4455~ in the amount of $70,512.17. Ayes - 4.- Nays - O.
