Minutes of the Special Meeting of the Village Council, Village of Apple Valley,
Dakota County, Minnesota on July 18, 1968 at 5.00 P. M.
PRESENT: Mayor Largen, Councilmen Garrison, Branning, Pearsall and Hollenbeck,
Clerk-Administrator Olsen, Engineer Rosene
Mayor Largen called the meeting to order at 5:00 P. M. Engineer Rosene presented
final plans for the Garden View sanitary sewer extension and laterals to service
Palomino Hills Lakeshore Addition, review various easements which would be needed
and discussed the length of construction.
MOTION. of Pearsall, seconded by Hollenbeck, that the resolution entitled,
Resolution ordering public improvement and advertisement for bids for sanitary
sewer extensions - Carden View Trunk and Palomino Lakeshore Laterals, be adopted.
Those in favor - Garrison, Branning, Pearsall, Largen and Hollenbeck. Opposed-
none. Motion carried. Resolution attached.
Engineer Rosene reported on the status of preliminary plans for the construction
of 1~+7th Street.
~ MOTION. by Pearsall, seconded by Hollenbeck, that the regular meeting of the
Village Council scheduled for 7.30 P. M. Wednesday, July 23 be postponed one
week to July 30. Those in favor Branning, C,a,rrison, Hollenbeck, Largen and
Y~ Pearsall. Opposed - none. Motion carried.
MOTION. by Hollenbeck, seconded by Pearsall, that the meeting be adjourned.
Those in favor Branning, Garrison, Hollenbeck, Largen and Pearsall. Opposed -
~a none. Motion carried.

to James Olsen of Juran ~ Moody, Village fiscal agents, for approval. '

EXTRACT OF .MINUTES QF SPECIAL MEETING
OF THE VILLAGE COUNCIL OF THE
VILLAGE OF APPLE VALLEY
JULY 18TH, 196g
A special meeting of the Village Council of the Village of Apple Valley,
Dakota County, Minnesota was duly held at the Municipal Building in said
Village on the 18th day of July, 1969 at 5:00 P.M.
The following members were present:
Largen, Pearsall, Branning, Garrison and Hollenbeck
and the fol}owing were absent:
None
Member introduced the following resolution and moved its

RESOLUTION ORDERING PUBLIC IMPROVEMENT
AND ADVERTISEMENT FOR-BIDS FOR SANITARY
SEWER EXTENSIONS - GARDEN VIEW TRUNK
AND PALOMINO LAKESHORE LATERALS
WHEREAS, plans and specifications for sanitary sewer extensions on Garden
View Drive and Palomino Hills Lakeshore Addition have been ordered prepared by
Bonestroo, Rosene, Anderlik and Associates, Inc., and
WHEREAS, a resolution of the Village Council adopted April 30th, 1869
fixed a date fora public hearing including said improvements, and
WHEREAS, ten (10) days published Notice of said hearing through two (2)
weekly publications of the required Notice was given and the hearing held on
the 22nd of May, 1969 at which all persons desiring to be heard were given an
opportunity to be heard thereon, and
`~iE`1~EAS, the Vi1Ta~e Council deems it to the best interest of the Village
to order said improvement .and accept bids pursuant to said plans and specifications.

NOW THEREFORE BE IT RESOLVED, BY THE VILLAGE COUNCIL OF THE VILLAGE OF
APPLE VALLEY, DAKOTA COUNTY, MINNESOTA
1. That the plans a.nd specifications for sanitary sewer extensions - Garden
View trunk and Palomino Lakeshore laterals hereinbefore referred to are hereby
approved and a copy of the same are hereby ordered attached hereto and made a
part hereof.

2. That the improvements described in said plans and specifications are
hereby ordered.
3. This Council shall meet at the time and place specified in the
form of Notice attached hereto as Exhibit A for the purpose of receiving
bids for the construction of said improvement..
4. The Clerk is authorized :and directed to cause an advertisement for
said bids to be published for two successive weeks in the Dakota County Tribune,
being the official newspaper of the Vi]lage, the first of said publications to
be not less than three (3) weeks prior to the opening of said bids, said
advertisement to also be published in the Construction Bulletin, 1022 Upper
Midwest Building, Minneapolis, Minnesota, on the same terms and conditions.
Said advertisement shall be in the form attached hereto as said Exhibit A.
• 5. Each and all of the terms and provisions as stated in said
advertisement are hereby adopted as the farms and provisions in accordance
with which said bids shall be received.

FROM: Village Administrator
SUBJECT: Meeting of July 30th
Attached are a number of items which should be considered by the
Council at the meeting of July 30. The actual agenda will be forwarded
early next week. The following is a short report on various subjects.
Application for sewage treatment plant grant. Enclosed is a
copy of Metro Council action on our application. A subsequent confer-
ence with the Metro Staff held July 16th resulted in the attached up-
dating of connection projections as an addendum to the original report
and the following schedule for further processing:
July 30th Village to submit addendum
August 4th Conference with Metro Staff to review new projections
August 7th Referral Committee action on revised application.
A meeting was held with representatives of Eagan and Lakeville
regarding a proposed revision of the county road cost sharing policy.
(See Engineer's report attached) Each was to review it with their
Council's and report their position. This same consideration should be
taken by us.
A sewage overflow on Edgewood Drive is being investigated and a
report and recommendation will be ready on the 30th.
I have met with personnel of the State Conservation Department
relative to our "wood boar" problem. They were not very optomistic on
our ability to control them, but will submit an early report and recom-
mendation.
Orders have been placed for stop signs, corporate boundary signs,
etc. amounting to some $900.00. An order has also been placed for play-
ground equipment for delivery the first week in August.
A midyear budget review is almost complete and should be ready
for Wednesday.
