Minutes of the meeting of the Village Council Village of Apple Valley, Dakota County,
Minnesota held August 9, 1972.
PRESENT: Mayor Largen; Councilmen Garrison, Hollenbeck and Pearsall (attended until
7:45 p.m.); Clerk Asleson
ABSENT: Councilman Branning.
The Mayor called the meeting to order at 7:34-p.m. All residents attending took part
in the pledge of aliegiance to the flag. Councilman-Hollenbeck gave the invocation.
MOTION: of Hollenbeck, seconded by Garrison, to pass Ordinance No. 116, abolishing
the office of the Justice of the Peace in the Village of Apple Valley. Ayes -
4 - Nays - 0.
Council reviewed the zoning of Winkler's property adjacent to nursery property. This
item is scheduled for agendaof August 23, 1972 to adopt new ordinance rezoning it.
Councilman Pearsall left at this time.

MOTION: of the Planning Commission meetings of July 12th, 19th and 26th, 1972- received.
MOTION: of Garrison, seconded by Hollenbeck, to pass Resolution No. 1972-117, directing
the preliminary report for utilities for the Inland property. Ayes - 3 - Nays - 0.
MOTION: of Garrison, seconded by Hollenbeck, to pass Resolution No. 1972-118, directing
plans and specifications for public improvements for Inland property. Ayes -
3 - Nays - 0.
MOTION: of Garrison, no second, to pass Resolution No. 1972-119, setting a public
hearing for September 6, 1972 for public improvements on the Inland property.
MOTION: of Hollenbeck, seconded by Largen to pass Resolution No. 1972-119, setting a
public hearing for September 13, 1972 for public improvements onthe Inland
property. Ayes - 2 - Nays - 1 (Garrison).
MOTION: of Hollenbeck, seconded by Garrison, to pass Resolution No. 1972~120, approving
plans and specifications and ordering bid opening for September 1, 1972, for
Inland and Griswold-White properties. Ayes r 3 -'Nays - 0.
Public Hearing - Proposed Pennock Avenue & Adjacent Streets. The Mayor called the
hearing to order at 8:02 p.m. and read the affidavit of publication. Robert Rosene
showed the plan of the proposed street improvement and described the location of the
street alignment. It is proposed to be 44 feet wide with a 9-ton base for heavy duty
traffic. Costs will be assessed on a front footage basis. Council feels street should
be done as soon as possible and is long overdue. The hearing was opened to the public.

the Mayor declared the hearing closed at 8:32 p.m.
Public Hearing - Proposed Fairgreen Avenue Street Improvements. The Mayor called the
hearing to order at 8:45 p.m. and read the affidavit of publication. He called upon
Robert Rosene to introduce the proposal. Mr. Rosene showed the location which is from
County Road 42 north on Fairgreen Avenue. He also described the estimated costs.

cussion the Mayor declared the hearing closed at 9:15 p.m.
MOTION: of Hollenbeck, seconded by Garrison, to approve a Change Order for the street seal
coat project in the amount of $1,936.00, providing the patches on Garden View Drive
are corrected before the seal coating is done ayes - 3 - Nays - 0.
Public Works Report for July- received.
MOTION: of Hollenbeck, seconded by Garrison approving Resolution No. 1972-121, approving
plans and specifications and directing advertisement for bids to be opened September
1, 1972 on recreation building, lighting for hockey rinks and landscaping as per
plans presented for Valley Jr. High - Baldwin Park. Ayes - 3 - Nays ~ 0.
MOTION: of Hollenbeck, seconded by Garrison to approve Resolution No. 1972-122, setting a
public hearing on the assessment rolls for September 6 1972. Ayes - 3 - Nays - 0.
MOTION: of Garrison, seconded by Hollenbeck to approve the tax abatements as per copy
attached. Ayes - 3 - Nays - 0.
MOTION: of Garrison, seconded by Hollenbeck to approve the trip to Chicago of the Mayor
and the Park Director for HUD meeting. Ayes - 3 - Nays - 0.
MOTION: of Hollenbeck, seconded by Garrison, to accept the water and sewer portion of
Construction Project 71-17, as recommended by the Building Inspector and Engineer.
Ayes - 3 - Nays - 0.
MOTION: of Hollenbeck, seconded by Garrison, to approve checks number 4616 through 4677
in the amount of $32,772.15 for payment. Ayes - 3 - Nays - 07
A. work session for the Council was set for 6:30 a.m. Tuesday~ August 15~ 1972.
MOTION: of Hollenbeck, seconded by Garrison, approving Resolution No. 1972-123 directing
preparation of preliminary plans for storm sewers on the PennOck Avenue proposal.
Ayes - 3 - Nays - 0.
MOTION: of Hollenbeck, seconded by Garrison, approving Resolution No. 1972-124 setting
a public hearing for .September 13, 1972 on the West Central Storm Sewer, trunk
and lateral, at an estimated cost of $437,000. Ayes - 3 - Nays - 0.
Erwin Ulrich requested September 22, 1972 as a date for Comprehensive Plan hearing.
MOTION: of Hollenbeck, seconded by Garrison, to adjourn. Unanimously carried.
The meeting adjourned at 10:22 p.m.
