Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota held October 11, 1972.
PRESENT: Mayor Largen; Councilmen Garrison, Branning, Hollenbeck and Pearsall; Clerk
Asleson
ABSENT: None
The Mayor called the meeting to order at 7:35 p.m. All residents attending took part in
the pledge of allegiance to the flag. Councilman Branning gave the invocation.
MINUTES
MOTION: 0f Garrison, seconded by Branning, to approve the minutes df the meeting of
September 6, 1972 as corrected. Ayes - 4 - Na~s 0. (Pearsall abstaining)
MOTION: of Pearsall seconded by Branning, to approve the minutes of the meeting of
September 20, 197~ With the correction. Ayes - 5- Nays - 0.
MOTION: of Branning,seconded by Hollenbeck, to approve the minutes of the meeting of
September 27, 1972 ar corrected. Ayes - 4 - Nays - 0. (Pearsall abstaining)
MOTION: Of Garrison, seconded by Hollenbeck, to approve the minutes of the meeting of
October 4, 1972 am written. Ayes - 4 - Nays-0. (Branning abstaining)
MOTION: of Garrison, seconded by Pearsall, to approve the hiring of Jerald C. Fehn to
work as a part time liquor store clerk at a rate of $2.15 per hour. Ayes -
5 - Nays - 0.
MOTION: of Hollenbeck, seconded by Garrison, to deny the request from Grace Lutheran
Church for the permit to park a trailer on the church property, as recormnended
by the building inspector and the Fire Marshall, because of the condition of
the trailer. Ayes - 5 - Nays - 0.
September Public Works report received.
MOTION: of Garrison, seconded by Pearsall, to set an open house on the addition to the
Village Hall and the two new buildings recently built by the Village, to be
held Saturday, November 11 from 10 a.m. to 3 pom.; the staff to work out the
details. Ayes - 5 - Nays - 0.
Trial notice - Schmidt vs. Apple Valley, et al - trial Set for October 26, 1972 - Council
noted receipt of notice.
MOTION: of Hollenbeck, seconded by Garrison, to authorize purchase of two tickets to
the Housing Seminar; for one Planning Commission member and one Council member,
or two Planning Commission members if Council is not able to attend. Ayes - 5 -
Nays 0 .
August Treasurer's Report received.
MOTION: of Garrison, seconded by. Branning, to award the bid for water and sewer improve-
ments to Wildwood Townhouses, as recommended by the Engineer, to Austin P.
Keller, the low bidder, subject to written agreement that they will proceed
with only that portion of the construction noted above, and to reject the
Griswold-White portion of the bid. Ayes - 5 - Nays - 0.

Public Hearing water and sewer improvements, Pennock Avenue. The Mayor read the aff- ·
idavit of publication and called the hearing to order at 8:05 p.m. The Engineer described the
property involved and the proposed improvement. There being no further discussion, the
hearing was declared closed at 8:15 p.m.
MOTION: of Garrison, seconded by Pearsall, to pass Resolution 1972-161, approving the
plans and specs, ordering the improvement, and setting the Hid opening for
November 3, 1972 at 2:00 p.m. for water and sewer improvements on Pennock Ave.,
subject to review of the agreement for the street assessment by the Attorney.
Ayes - 5 - Nays - 0.
Traffic signals pedestrian walkway and pedestrian overpass- Council discussed the proposal
with Ken Anderson from the County Highway Department. Commissioner Ahlberg was also in
attendance for this discussion.
MOTION: of Branning seconded by Garrison to pass Resolution 1972-162, determining the
necessity and expediency of borrowing money for purchase of traffic signals,
pedestrian walkways and overpasses, and ordering a ballot to be prepared for
the residents to vote on at the election on November 7, 1972, Ayes - 5 - Nays - 0.
The question of the vacation of a porotion of Granada Avenue to go to the Planning Com-
mission.
Planning Commission minutes of September 6, 1972 received.
MOTION: of Pearsall, seconded by Hollenbeck to pass Ordinance #'118, rezoning the Apple
Valley Baptist Church property from R-2 to I. Ayes - 5 - Nays - 0.
MOTION: of Garrison, seconded by Hollenbeck, to approve issuance of a variance for Lot
7, Block 12, Greenleaf 4th Addition, as recommendodiby the Planning Commission.
Ayes - 5 - Nays - O.
Statement received from Planning Commission, consurring with the ppoposal on the platting
of the clinic property.
MOTION: of Garrison, seconded by Pearsall, to approve the final plat of the 1st addition
of Palomino Lakeshore Meadows, plat not to be signed until Wildwood final plat
signed, and name of 140th Street to remain, as shown in plat. Ayes - 5 - Nays - O.
Proposed addition to furniture store noted received.
MOTION: of Pearsall seconded by Hollenbeck to pass Resolution 1972-163, setting a public
hearing for November 1, 1972 for rezoning and preliminary plat for Poppler-
Cardarelle Inc.; Property located Southeast of Dodd Blvd Ayes - 5 - Nays - 0.
MOTION: of Hollenbeck, seconded by Pearsall to approve the change-order to Leibfried
Construction, for the installation of carpet in the Westview Community Building.
Ayes - 5- Nays - 0.
MOTION: of Branning seconded by Hollenbeck, to approve the salary increase to Jerry
Bell of the 5.5% to be effective 10-1-72. Ayes - 5 - Nays - 0.
Council set a date of November 8th to discuss the proposed CATV ordinance, in order to
let residents know of the time for discussion.

Golf Course recommendation to be brought to the Council and Planning Commission and the
next meeting.
MOTION: of Pearsall, seconded by Hollenbeck, to pass Resolution 1972-164 approving the
election judges for the November 7, 1972 election. Ayes - 5 ~ Nays - 0.
Discussion on Apple Valley calendar.
MOTION: of Garrison, seconded by Pearsall, to authorize installation of street lights
at Whitney and Cedar and at 147th and Cedar. (The light from the entrance to
the Penny's Shopping Center to be moved to the latter position.) Ayes - 5 -
Nays - 0o
Discussion on the speed limit on Galaxie.
MOTION: of Hollenbeck, seconded by Pearsall, to pay the claims and bills; check #5020
thru # 5041 in the amount of $29,412.09. Ayes - 5 - Nays - 0.
MOTION: of Pearsall, seconded by Branning, to adjourn. Unanimously carried.
