VILLAGE OF AppLE VALLEY Dakota County, Minnesota Minutes of the special meeting of the Village Council, Village of Apple Valley, Dakota County, Minnesota held on November 21, 1969 at 3.00 p.m. PRESENT Mayor Largen, Councilmen Garrison, Pearsall and Hollenbeck, Adm. Curtis E. Olsen ABSENT Councilman Branning The Administrator presented a revised schedule of expenditures expected in connection with the rinks and warming house by Westview School. Copy of report attached. MOTION• of Garrison, seconded by Hollenbeck, that we grant authorization for these expenditures not to exceed $x+00. over the revised estimate. Garrison and Largen recommended that the warming house be moved closer to the rink. Those in favor Garrison, Hollenbeck, Largen and Pearsall - opposed - none. Motion carried. Investment Actions 230,000 in Treasury Bills were purchased 11~18~69 to mature June 22, 1970 at a cost of 219,788. Council ratification of this action was requested by the Administrator. MOTION. of Pearsall, seconded by Hollenbeck, that we ratify the investment of the Administrator in the purchase of $230,000 Treasury Bills. Tho~e~ in favor Pearsall, Hollenbeck, Largen and Garrison - opposed - none. Motion carried. The Bank has pledged security for our account in the amount of one million dollars. Inasmuch as our balance is generally much less than this, the bank proposes that we retain $x+00,000 in security, plus the 15,000 in FDIC and that the remainder be released and withdrawn. MOTION of Hollenbeck, seconded by Garrison, to authorize the Administrator to allow the First State Bank of Rosemount to withdraw some of their security against our bank balance, down to $x+00,000, providing the bank agree to put up security for an additional amount if we should request it. Those in favor Hollenbeck, Garrison, Largen and Pearsall - opposed - none. Motion carried. Mr. Maico, from Lakeville has requested a meeting. Mr. Pearsall suggested we set up a meeting for December ZE, 1969 at 8 p. m. The members of the Council agreed. MOTION. of Pearsall, seconded by Hollenbeck, that we cancel the last meeting in December. Those in favor Pearsall, Hollenbeck, Largen and Garrison - opposed - none. After consulting with the Village Adminystrator and the Valley Athletic Association we recommeni~ the following hours: 3:OOp.m. - 9:OOp.m. T~~on. - Thurs. 3:OOp.m. - 10:00p.m. Fri. 9 :OOa.m. - 10 :OOp,:m. Sat . 1:GOp.m. - 6:OOp.m. Sur.. Last week's article in the paper about more skating rinks ~n the area revealed a strong interest s.mong the residents of Pa1!lmino Hills in having a skating rink in their area. No interest was shown among the residents near Greening Park. The Park Com~.,ission recommends th~.t a skating rink be graded and flbbd©d at Palimino Park by the Village with the understanding that subsequent Maintenance wi11 be done by the residents in the area. A citizens committee has been set up to care for such a rink. The Park Commission hopes to be recommending; development of parks on a orderly basis as soon as possible. It would be desireable to get ideas from the residents near each park before the final recommendations to the Council a.re made. ;•lith this in mind, the Park Commission would iik© permission from the Council to begin holding public hearings on each park as soon as a plan for development is ready. The first hearing would be on Pennock Park at 7:30p.m. on Tuesday, December 2, 1969. L i November 10, 1969 T0: CURTIS E. OLSEN, ADMINISTRATOR FROM: VILLAGE INSPECTOR SUBJECT: REPORT FOR OCTOBER FROM BUILDING DEPARTMENT There have been thirty-nine (39) residential permits issued during October, for a dollar value of 786 thousand dollars. One garage permit was also issued. In October of 1968 permits totaled 1 million dollars. Central Telephone Company expansion is under way and the permit for 100,000 dollars has been issued. Cedar Knolls continues to grow, but Palomino Hills area has slowed to one permit in October. Consulting Engineers St. Paul, Minnesota 55148 Preliminary Regort on Valley Commercial Park Street Improvements Improvement Project No.E9-7 Apple Valley, Minnesota July 21, 1969 5COPE: This report covers the completion of street improvements in Valley Commercial Park 1st Addition. FEASIBILITY AND RECOMr1ENDATIONS: The project as outlined herein is feasible and is in accordance with long range planning for streets in Apple Valley. It is recommended that it be carried out as outlined herein. DISCUSSION: Granada Drive from County Road No.42 north for a distance of approximately 950 feet was paved two years ago during the first phase of development in this Commercial Park. It was provided with a 24' wide bituminous surfacing and shallow ditches shaped to a semi-urban cross section. Ditch drainage was used because no . storm sewer cutlet was avai.lahie for this area. With continued development of the area, the surfacing of Granada to 147th Street and 147th Street to Cedar Avenue has been requested. Sanitary sewer and water trunk mains have been installed in these portions of the plat. No services were installed as .i_he property was not. platted and no services were requested at the time of trunk installxt%on. Sanitary sewer and water services should be installed prior to surfacing. It i.s proposed that 10 services be in- stalled. Cost estimates are included for b" cast iron sewer service and 1~" copper water service installed in the same trench to the property line. Mechanical com- paction of the service trenches is included. If a larger or smaller service is known to be required, it can be provided at a relatively small change in cost. Grading and surfacing of 147th Street west of Granada and Granada north of 147th Street are not recommended for inclusion in this project. Sanitary sewer and water mains are required to be extended on both of these streets. No knowledge of proposed development in the land north and west of this Addition is available. The establishment of a proper street grade also is not practical at this time. The new street improvements are proposed with the same cross section and con- struction as now exists on Granada. A storm sewer outlet for this area still is not available and cannot feasibly be provided until considerably more land in the area is planned for development. Open ditch drainage is considered to be satisfac- tory for the present development. However, particular attention must be given to protecting the ditches £rom erosion and from becoming filled in. 1. s The new streets will have a 6" Class 6 gravel base over a compacted granular subbase of local gravel and a 2" bituminous surfacing to provide a 7 ton, ultimate 9 tan street. A future overlay of a 2" surfacing will allow this street to be up- graded to provide a 9 ton load limit all weather street. This is expected to be accomplished when the surfacing is widened and concrete curb and gutter is installed. All costs of the proposed surfacing and sewer and water services are proposed to be assessed against the benefited adjacent property. When lateral sanitary sewer and water services are provided, assessment for these benefits should also be assess- ed as there was no assessment against this property for the trunk mains extended through that portion of this Addition now proposed to be surfaced. AREA TO BE INCLUDED: All property within the proposed Valley Commercial Park lst Addition abutting 147th Street from Granada Drive to Cedar Avenue and abutting Granada Drive from 147th Street south a distance of 250 feet from the centerline of 147th Street whiat~ includes the following: Lot 1 Block 1 bats l & 2 Block 2 Lots 1 - 4 Block 3 All in Valley Commercial Park 1st Addition in Section 28, T115N, R20W.
