PRESENT: Mayor Largen; Councilmen Garrison, Hollenbeck, Pearsall, and Branning (part) Clerk Asleson ABSENT None The Mayor called the meeting to order at 7:30 p.m Pack 227~ Webelos Den #1 presented the flag.and all residents attending took part in the pledge of allegiance. The two appraisals on the liquor store were given to the Council for review. They were then discussed with the appraisers, John Wicker and Elridge Wiley MOTION: of Pearsall, seconded by Hollenbeck, no accept the appraisals on the liquor store. Ayes 5 - Nays - 0. MOTION: of Pearsall, seconded by Branning to authorize the Mayor and Clerk to sign the Purchase Agreement for the liquor store with the addition of the legal descriptions for the parking and driving easements. Ayes - 5 - Nays - 0. Councilman Pearsall discussed the background work which went into the Cable TV proposal, and then introduced Beth Jones from Metro Cable TV and she discussed with them on the proposal and submitted their financial statement to the Council. The proposed franchise ordinance was discussed. Jim Olsen of Juran & Moody, Inc. presented the bid tabulation of the bond sale which was held at 7:00 p.m. this evening. MOTION: of Pearsall, seconded by Branning, to pass Resolution 1972-183, awarding the bid for $735,000. Temporary Improvement Bonds to First National Bank of St. Paul, the low bidder, at an interest rate of 3.831% awarding the bid for $306,000. Park Bonds to First National Bank of Minneapolis, the low bidder, at an interest rate of 5.0579%; and warding the bid for $15,000. street Equipment Certificates no Piper Jaffray & Hopwood, the low bidder, at an interest rate of 4.60%, as recommend by the Fiscal Consultant. Ayes ~ 5 - Nays - 0. Councilman Branning left at 9:40 p.m. October Police report received. Councilman Garrison read two letters commending Apple Valley Police officers; one from Lakeville Police Department for assistance received from Officer Neal Alderson, and the other from Burnsville, Department of Public Safety for assistance received from Officer Brent Moody. Fire Department Report and Fire Chief's Activity Report received. Planning Commission minutes of October 18 and November 1 received. October Treasurer's Reporn received. Gross payroll report for November 17, 1972 received. The Administrator informed the Council that he had received a prepayment check of $75,000. from Trans Union for assessments to be levied on the Eastern Sewer Trunk. VILLAGE OF APPLE VALLEY Dakota County Minnesota Page 2 MOTION: of Garrison, seconded by hollenbeck, to pass Resolution 1972-184, awarding the bid for the Eastern Sewer Trunk to Hoffman Bros., the low bidder in the amount of $397,496.50, as recommend by the Village Engineer. Ayes - 3 - Nays - 0. (Pearsall out). The Barton-Aschman Study will be discussed at a meeting on December 13~ 1972. The Mayor and Jerry Goodoien will attend that instead of the Council meeting. Discussion on requesting the State Legislature to allow Village Off Sale and Private On Sale liquor licenses in Apple Valley. Councilman Garrison would like the Urban Affairs Committee to draft an ordiannce for guidelines related to On-Sale liquor. Mobil 0il Permit letter received from Attorney. MOTION: of Garrison seconded by Pearsall, to accept the Polaris Snowmobile which has been donated to the Police Department for their use during the winter, With the understanding that the Village incur no expense other than normal maintenance. Ayes - 4 - Nays - O. MOTION: of Hollenbeck seconded by Garrison to approve the request from the V.A.A. for storage space.at the Public Works garagei with the following stipulations: the area should be screened, no keys to garage be given out, it must be used during regulgr business hours 0nly, length of time - 1 year, with Possible renewal it may be terminated with 90 days notice and Village receipt of proper certificate of insurance. Ayes - 4 - Nays - 0. MOTION: of Garrison seconded by Hollenbeck to approve the Village purchase of Class "B" driver's licenses for all Firemen, as required by law as of 1-1-73, with the payment to be only the differnece between the Class "C" and the Class "B" Ayes - 4 - Nays - 0. MOTION: of Pearsall, seconded by Hollenbeck to approve a Change Order to Metro Engineering in the amount of $419.00 for drainage pipes under the walks in Cedar Knolls. Ayes - 4 - Nays - 0. MOTION: of Pearsall, seconded by Garrison to pass Resolution 1972-185 ordering the im- provement and Resolution 1972-185A wuthorizing the Engineer to prepare plans and specs on the Eastern Water Trunk~ down to Phase I of the Trans Union project~ Ayes - 4 - Nays 0. MOTION: of Hollenbeck, se0onded by Pearsall, to pass Resolution 1972-186, approving park fund transfer. Ayes - 4 - Nays - 0. MOTION: of Hollenbeck, seconded by Garrison to authorize payment of Police holiday pay. Ayes - 4 - Nays - 0. MOTION: of Pearsall,seconded by Garrison, to pay the claims and bills~ check #5381 thru #5440, in the amount of $361,041.18. Ayes - 4 - Nays - 0. Councilman Hollenbeck said there were about 15 residents present at the golf informational meeting last night. They will have a proposal for the Council within the next few weeks.
