Minutes of bid opening - street improvements - Valley Commercial Park, on
1~+7th Street and Granada Avenue, held on December 3, 1969 at 3 00 p.m.
PRESENT• Administrator Curtis E. Olsen, Village Inspector and Deputy Clerk
The Administrator called the meeting to order at 3 00 p.m. Said opening was
called by order of the Village Council for the purpose of accepting bids for
street improvements in Valley Commercial Park.
Affidavits of publication from the Dakota County Tribune were noted and filed.
The bids were received, opened and read aloud as follows

The Administrator announced that the bids would be tabulated and presented to

Dakota County, Minnesota on Wednesday, December 3, 1969 at 10 00 p.m.
PRESENT Mayor Largen, Councilmen Hollenbeck, Branning, Pearsall and Garrison,
Administrator Curtis E. Olsen
ABSENT None
MOTION of Pearsall, seconded by Branning, authorizing Change order to the
Lametti Garden View Trunk sewer contract, extending Gardenview trunk
some 500 feet further north. Those in favor Branning, Pearsall,
Largen, Garrison and Hollenbeck - opposed, none. Motion carried.
Bids for the construction of street improvements in the Valley Commercial
Park area were considered.
1. Fischer Sand & Aggregate $19,935.00
2. McNamara-Vivant 23,770.25
3. Bituminous Surface Treating Co.21,116.00
MOTION• of Pearsall, seconded by Garrison, to award the contract to the
Fischer Construction Company in the amount of $19,875.00. Those
in favor Pearsall, Garrison, Hollenbeck, Largen and Branning -
opposed - none. Motion carried.
MOTION• of Hollenbeck, seconded by Branning, authorizing investment of
X485,216.59 in U.S. Treasury Bills. Those in favor Hollenbeck,
Branning, Pearsall, Largen and Garrison - opposed - none. Motion
carried.
MOTION• of Branning, seconded by Hollenbeck, meeting adjourned at 10 45 p.m.
Unanimously carried.

In Attendance.: Dean, Ulrich, Carroll, Person, Thorberg, Rosene, Voss, Olsen,
Garrison, Largen, Branning, Hollenbeck, Pearsall, Osterhus,
' H.C. Hanson, Gene Corrigan, Chuck Winden, Orrin & Gary Thompson,
Vic Rolfing, Ron Cornwell, Geo & Lyle Sauers.
School Hearing
The Mayor declared the public hearing open and the notice was read. Mr. Voss
showed a map of the area and explained that the elementary school will be built
first. We could rezone the whole 80 acres or dust the 15 acres now. Mr. Voss
said he has a proposed change in the ordinance that will be covered later in the
evening that would allow some of the things the school district is proposing and
also the REA proposal. Mr. Hanson showed a very preliminary drawing (he will leave
with us) showing bus storage, library, special educational building, central receiving
and central office. Mr. Hanson said he doesn't know what the exterior will be.
He thin'ds they will have their own gas pumps. They will house all buses inside.
Nir. Rolfing was concerned what the building would be next to his house and also
didn't think they should be allowed to build without sewer. He thought the water
supply all around would be ruined. The Mayor asked if anyone wished'to speak in
regard to the zoning itself. Since there was none, the hearing was closed.
Final Plat of Greenleaf First Addition
• Mr. Voss reported he has checked all the lot dimensions and they are OK. The park
is shown as an outlot and will be deeded separately. Mr. Rosene read his letter
that contained his report stating he had reviewed. T'ne development contract
information that Mr. McMenomy needs has been furaished. Galaxie's grade was
discussed. Galaxie and ~+0 long range county plans should be determined. Bob
said as of now it's on grade crossing.
MOTION: by Thorberg and seconded by Person "to approve the final plat of Greenleaf
First Addition subject to the development contract." All voted in favor.
Comprehensive Plan for Palomino Development
Mr. Voss showed the landmarks to orient all to a colored map of Palomino. 3,500
people could be a neighborhood on the area west of Garden View and south of ~~38.
John feels that the entire amount shown of multiple north of the school might be
too much. Mr. Sauers said the first stage development is within the golf course area
and possibly a section to the north. He said the final drawings are in now and we
can see them. He wants to meet with Kassuba tomorrow and would like to report M-2
in the area north of the golf course, not M-1 and M-2 as Mr. Voss has shown it.
Mr. Ulrich said he felt we were correct in showing M-1 and M-2 depending on the
details and to allow for townhouses and show what we are really looking for.
George felt that M-1 would take out more trees than M-2 would. The ordinance was
checked and it was found that there is very little difference. Mr. Ulrich said we
could say we expect this to average out to about 10 units.
• Cedar Knolls Sign
Nlr. Cornwell submitted a drawing of proposed sign for entrance. Mr. Osterhus will
check.

Dshlberg Permit
M-r. Dahlberg is asking for a permit for 20' x 10' addition to his house.
MOTION• by Person and seconded by Thorberg "to grant permit to Esther Dahlberg
and Son to build a 10' x 20' addition to the south side of the house."
Motion carried.
Cedar i{nolls Carports
It was thought that all their tenants should go through the management just before
applying.
MOTION: by Carroll and seconded by Thorberg "to recommend that Cedar Knolls
management should submit requests for permits for car ports and entry
ways to the building inspector and there should be no direct contact
by their renters with our inspector." Motion carried.
~alti~le Dwelling Ordinance
The proposed ordinance was gone over and change noted by Mr. Voss who will revise
again. A committee of Rosene, Osterhus, Person and Pearsall will be formed to
-revise our building code.
• Comprehensive Plan
Mr. Pearsall said he would like to see the public hearing on the comprehensive
plan deferred until more study is made on our entire neighborhood philosophy.
It was decided that the Council will take time for .more study next Wednesday.
Institutional District - Storage
The institutional district outside storage concept was explained and discussed.
We did not finish the agenda as it was late. Meeting adjourned.

meeting for inclusion in the minutes of said meeting

dicated in the enclosed letter to the Dakota County Tribune
We call your attention to the fact that you are directed to mail
the NOtice to each owner in the area proposed to be assessed, not later
than 10 days prior to November 12th, 1969, the date of the Hearing.
