Minutes of the meeting of the Village Council, Village o~ A.pp1e Valley, Dakota
County, Minnesota, held on December 30, lg6g, at 8.10 a.. m.
PRESENT• Mayor Largen, Councilmen Branning, Pearsall, Garrison and Hollenbeck,
Adm. Curtis E. Olsen.
ABSENT• None,
The Mayor called the meeting to order at 8.10 a.m.
Mayor Largen requested the following change in Dec. Z0, 1g6g, Minutes Valley
Commercial Park, second line insert "Planning Commission and" between "the" and
"Old Town Board."
MOTION• of Pearsall, seconded by Hollenbeck to approve the minutes of meetings
of Dec. 3, Dec. 10 and Dec. 17, lg6g, as corrected. Those in favor
Pearsall, Garrison, Branning, Hollenbeck and Largen. Opposed - none.
Motion carried.
Communications
The following communications were received by the council
1. County Board Resolution ,~17 of Dec. 16, lg6g, regarding County Park acquisition.
2. Burnsville Council Resolution opposing county-wide assessing.
• 3. Metro Sewer Board request for information on sewer system.
League communications with Governor regarding Local Government Finances.
5. County Highway Dept. regarding County Road ~+0 profile.
6. County Highway Dept. tabulation on county cost-sharing policies.
7. Planning Commission actions.
Mayor Largen discussed the necessity of obtaining soil borings along CR-40 to
determine if sufficient gravel deposits exist to make feasible the lowering of
the road grade. He requested that the County Commissioners be requested to cause
the borings to be taken. He also stated his concern as to the prospective design
of the intersection of CR-~+2 and CR-40 and suggested the need for a concrete
proposal for Village review. It was the consensus that both matters be directed
to the County Commissioners for their consideration.
Central Elementary School Site Rezoning Ordinance
MOTION of Pearsall, seconded by Hollenbeck, that the Central Elementary School
site be rezoned from agricultural to institutional. Those in favor
Pearsall, Hollenbeck, Garrison, Branning and Largen - opposed - none.
Motion carried.
Zoning Ordinance Revision
MOTION of Pearsall, seconded by Hollenbeck, that the Zoning Ordinance be
revised as to allowable uses in institutional zones and allowing
outside storage and garages. Those in favor Pearsall, Hollenbeck,
Garrison, Branning and Largen - opposed - none. Motion carried.

Dakota County ~Lectric Co-op Rezoning
MOTION of Pearsall, seconded by Hollenbeck, that the 25-acre site be rezoned
from agricultural to institutional. Those in favor Pearsall, Hollenbeck,
Garrison, Branning and Largen - Opposed - none. Motion carried.
Comprehensive Plan - Alimagnet Village
MOTION• of Hollenbeck, seconded by Garrison, that the Village Council concur in
and approves of the comprehensive plan for Alimagnet Village. Those in
favor, Hollenbeck, Garrison, Pearsall, Branning and Largen. Opposed, none.
Motion carried.
Palomino Development Corp. Golf Course Area Rezoning
MOTION of Pearsall, seconded by Hollenbeck, that the SW4 of Sec. 21 be rezoned
to M-3, Multiple Dwelling, subject to Planning Commission concurrence.
Those in favor, Hollenbeck, Garrison, Pearsall, Branning and Largen.
Opposed, none. Motion carried.
The Treasurer's report for the month of November was submitted.
There wa.s some discussion on the interest rates on the sale of bonds and our
refinancing of current bonds.
The Utilities Department water billing report for the past month was submitted.
Based on previous Council authorization, the Administrator reported the hiring of
Ing, Werp as skating area supervisor on the basis of an estimated ~+9 hours per
week for 12 weeks at 75.00 per week.
Based on previous Council authorization, the Administrator reported the hiring of
(Mrs.) Eileen Lukoskie to the new position of clerk-steno at ~L~75.00 per month to
begin work January 5, 1970.
The Administrator also reported that he had placed ads in the St. Paul Dispatch
and the Minneapolis Tribune for an accountant. He had had three responses from
the Tribune. He would like to have authorization to place ads for a Director of
Public Works.
MOTION of Hollenbeck, seconded by Pearsall, to authorize the placement of
recruitment ads for the position of Director of Public Works. Those in
favor Pearsall, Hollenbeck, Garrison, Branning and Largen - opposed - none.
Motion carried.
The proposed 1970 Employee Compensation Plan was reviewed with, action scheduled for
the first meeting in January.
MOTION of Branning, seconded by Garrison, to authorize payment of bills as
presented. Those in favor Hollenbeck, Pearsall, Garrison, Largen and
Branning - opposed - none. Motion carried.
MOTION of Garrison, seconded by Branning, to extend Lakeville sewer contract for
30 days. Those in favor Pearsall, Hollenbeck, Garrison, Branning and
Largen - opposed - none. Motion carried.
Meeting adjourned at 9 55 a.m.
