Minutes of the Special Meeting of the Village Council, Village of Apple Valley, Dakota
County, Minnesota held on March 17, 1971
PRESENT: Mayor Largen; Councilmen Branning, Garrison, Hollenbeck and Pearsall; Admin-
istrator Olsen
ABSENT: None
The Mayor called the meeting to order at 7:45 p.m.
The Administrator presented a report for Apple Valley park development and recommended
preparation of grading plans for Greening Greenleaf and Galaxie Parks so that these
areas will be placed in service this spring.
MOTION: of Branning, seconded by Pearsall, that a public hearing be scheduled on the
park development plans for Duchess, Greening, Greenleaf and Galaxie parks on
March 31, 1971, at 7:30 p.m. and that the Village Engineer be authorized to
prepare grading plans for Greening, Greenleaf and Galaxie parks. Those in
favor Branning, Pearsall, Largen, Garrison and Hollenbeck - opposed - none.
Motion carried.
The Mayor reported on his recommendations for changes in Ordinance No. 33 (Fire Department)
which would provide for the election of the Fire Chief by the membership of the Fire
Department, subject to confirmation by the Village Council, the appointment of other
department officers by the Fire Chief, subject to confirmation by the Village Council
and, appointment of the Fire Marshall by the Village Council in consultation with the~
Fire Chief.
MOTION: of Garrison, seconded by Branning that an ordinance amending Ordinance #33 be
passed. Those in favor Garrison, Branning, Largen, Hollenbeck and Pearsall -
opposed - none. Motion carried.
The Council considered a pay schedule for Fire Department personnel and agreed to $3. per
hour for fire calls and $2. per session for fire drills. Compensation scheduled for the
Fire Chief and Fire Marshall will be studied further and determinations made at a later date
The Council considered the uniform allowance for Police Officers and agreed to an allow-
ance of $180 per man for uniform purchases and maintenance, said credit to be controlled
by the Chief of Police. The Council discussed proposed changes in the employee life insur-
ance program for Police Officers and requested additional informati.on be accumulated for
Council consideration.
The Council reviewed several alternates for signing at the Municipal Liquor Store and
received a request for variance as to height regulation for signing at the Valley Cleaners.
MOTION: of Garrison, seconded by Pearsall, that a special permit be granted to Valley
Cleaners for a sign, and screening for the entire building, to protrude not more
than 3-foot above the roof line of the building, based on the following findings:
Special conditions exist which are peculiar to the structure and building
which are not applicable to other structures or buildings in the area in
that mechanical fixtures on the roof require appropriate screening, which
screening cannot be accomplished through adherence to a 2-foot height; and
the mansard roof of the building is at such an angle making the attachment
of signs impractical from an athestic point of view.

The proposed use of the property shall have an appearance that will not have an
adverse affect upon adjacent properties and there will be no deterents to deve-
lopment of vacant land.
Those in favor, Garrison, Pearsall, Largen and Branning - opposed - Hollenbeck.
Motion carried.
The Council considered the Village position to be taken at the hearing on the alignment of
County Road 31 to be held on Friday, March 19, at 7:30 p.m.
The Mayor reviewed preliminary plans for the proposed fourth of July celebration and indicated
the necessity of Village insurance coverage for the occasion.
The meeting adjourned at 11:00 p.m.
