The minutes of a Special meeting of the Village Council, Village of Apple Valley,
Dakota County, Minnesota held on March 29, 1971.
PRESENT: Mayor Largen; Councilmen Pearsall, Branning and Hollenbeck
ABSENT: Councilman Garrison
Park Committee Members present were: Hillman, McVay, Wagner Padrta and Schutte
The Mayor called the meeting to order at 8:15 p.m. for purpose of conducting a public
hearing on the proposed development of ball fields in Galaxie Park, Greenleaf Park,
Duchess Park and Greening Park.
The Planning Consultant reviewed the proposed park improvements.
Ail persons having been heard, the hearing was closed at 9:45 p.m.
Councilman Garrison attended at 10:00 p.m.
MOTION: of Hollenbeck, seconded by Pearsall, to authorize preparation of a concept
plan for the proposed Westview Park area at an estimated cost of $500. Those
in favor Hollenbeck, Pearsall, Largen, Branning and Garrison - opposed - none.
Motion carried.
MOTION:of Branning, seconded by Pearsall, to authorize Robert S. Hutchinson to be
retained to develop appraisals for the Westview parcel and the Galaxie Park
Addition parcel at an estimated cost of $700. Those in favor Branning,
Pearsall, Largen, Hollenbeck and Garrison - opposed - none. Motion carried.
MOTION:of Garrison, seconded by Pearsall~ that the development contract for Greenleaf
3rd Addition be revised so as to provide for payment of items B & D in Para-
graph 11 on a per lot basis, payable six months after a building permit is
obtained or when ownership of said lot is transferred, whichever is sooner.
Those in favor Garrison, Pearsall, Largen, Branning and Hollenbeck - opposed -
none. Motion carried.
MOTION: of Garrison, seconded by Branning~ to authorize the procurement of topographic
maps at an estimated cost of $18,000. from Mark Hurd Aerial Photos, Inc., in
accordance with the letter from Bonestroo & Rosene, dated 3-10-71 (attached)
out of funds available in the future storm sewer construction account and
providing for reimbursement to said fund as mapping is sold from time to time
in the future. Those in favor Garrison, Branning, Largen, Hollenbeck and
Pearsall - opposed - none. Motion carried.
The Village Administrator was directed to prepare proposed job descriptions for positions
of Park Foreman and Engineering Technician for consideration by the Council at their
next meeting.
Meeting adjourned at 11:15 p.m.
