Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minne.sota held July 7, 1971.
PRESENT: Councilmen Pearsall, Garrison and Branning; Administrator Olsen and Clerk Asleson;
Councilman Hollenbeck attended at 7:45 p.m.; Mayor Largen at 8:00 p.m.; and
Councilman Pearsall left at 8:00 p.m.
ABSENT: None
Acting Mayor Pearsall called the meeting to order at 7:40 p.m.
MOTION: of Garrison, seconded by Branning, to grant Valley Cleaners a cigarette license
for the laundromat in the Granad Shopping Center Also to approve a cigarette
license for the Spur Station/. Those in favor Pearson, Garrison and Brannlng -
opposed - none. Motion carried.
MOTION: of Garrison, seconded by Branning, to pay fire response and drill pay in addition
to the regular pay of $60.00 a month to the Fire Chief. Those in favor Pearsall,
Garrison and Branning - opposed - none. Motion carried.
Councilman Hollenbeck attended at this time.
MOTION: of Branning, seconded by Garrison, to authorize the Mayor: to execute a letter
releasing the bonding company as of July 1, 1971, for Clerk-Treasurer bond on
Curtis E. Olsen. Those in favor Pearsall, Garrison, Branning and Hollenbeck -
opposed - none. Motion carried.
The Council noted as received suggested budget and assessment calendars.
MOTION: of Hollenbeck, seconded by Garrison, to pay Check 2072 thru Check 2096 in the
amount of $13,372.66. Those in favor Pearsall, Garrison, Branning and Hollenbeck -
opposed - none. Motion carried.
Acting Mayor Pearsall recessed the meeting at 7:55 p.m.
Councilman Pearsall left during the recess, Mayor Largen arrived during the recess.

reconvened the meeting at 8:10 p.m. The Council met jo{ntly with the Planning
at this time for the purpose of conducting a public hearing on the following
1. Rezoning of the Cedar Avenue - County Road 38 area of M-2 to M-3..
2. Oscar Roberts property at 140th Street
a. Rezoning from Industrial to R-lC
b. Temporary Sand & Gravel zoning
c. Special use permit to process sand & gravel
d. Special use permit to operate a concrete ready-mix plant
Items b.,c., and d. were continued to 7-21-71 meeting.
Richard Winkler - Cedar Avenue & Whitney Drive
a. Rezoning from M-4 to B-1 and B-2
b. Preliminary plat for planned development
The Village Clerk submitted the original notice, affidavits of publication and mailing,
which were examined by the Council and ordered filed.
All persons .having had an opportunity to be heard~ the hearing was closed at 11:50 p.m.
Councilman Branning left the meeting at 10:30 p.m.
MOTION: of Garrison, seconded by Hollenbeck, to adjourn. Those in favor Largen, Hollenbeck
and Garrison - opposed - none. Motion carried.
