PRESENT:Mayor Largen; Councilmen Pearsall Branning and Garrison; Clerk Asleson ABSENT: Councilman Hollenbeck The Mayor called the meeting to order at 7:35 p.m. Petitions Requests & Communications 1. Mr. Harold Slaughter 12745 Garner Way presented a petition on behalf of several residents of Cedar Knolls Mobile Home Community regarding truck traffic on 127th Street between Cedar Avenue and Galsxie Avenue. The Council noted the item as being received. The Council then explained that the current traffic on 127th St. of the McNamara and Oscar Roberts trucks is a temporary situation which will be alleviated when the construction of Fairgreen Avenue to County Road 42 is complete~ but that prior to that Galaxie Avenue would be completed and that would also tend to ease the traffic burden in the Cedar Knolls area. It was further stated by the Council that the Fairgreen Avenue haul road would be in use at least by this winter season. Mayor Largen also stated that it was the Council's longterm plan to have County Road ~38~ especially the segment between Cedar and Galaxie Avenues converted to municipal street status. Public Hearings 1. Public hearing on proposed assessment roll - for sanitary sewer treatment plant connection charges. Affidavit of publication was read and hearing declared open at 8:05 p.m. The Village Clerk stated that the proposed assessments were for sanitary sewer treatment plant capacity charges which should have been paid at the time the building permits were issued on the property but which were not. Mr. John Natwick of Valley Chrysler questioned the exact nature of the assess- ment. It was his understanding that the area was being assessed as it developed and that this assessment had been previously made. The Clerk proceeded to explain that the assessments previously made were for trunk sewer oversizing and not for the treatment plant. There being no further discussion the hearing was declared closed at 8:09 p.m. MOTION: of Pearsall seconded by Branning to pass the resolution certifying to the Dakota County Auditor the assessment roll for sanitary sewer treatment plant capacity charges against the property described in the affidavit of publi- cation read at the public hearing. Those in favor Pearsall Branning Garrison and Largen - opposed - none. Motion carried. Ordinance & Resolutions The Village Engineer presented the bid tabulation for Part 2 of Galaxie Avenue street improvements, covering the area 146th Street to County Road 42 and 132nd Street to County Road 38. MOTION: of Garrison seconded by Pearsall to pass the resolution awarding the bid to Fischer Construction Company the low bidder in the amount of $85,668.50. Those in favor Pearsall Brauning Largen and Garrison - opposed - none. Motion carried. The Village Engineer the Village Planner and Mr. Jerry Bell commented upon the bids received for the park improvement projects and Mr. Voss presented, the Council with a tabulation of the bids. MOTION: of Pearsall seconded by Branning to pass the resolution awarding the combined A and B bids to Metro Engineering Inc. the low bidder in combined amount of $73,940.25. Those in favor Pearsall, Branning Largen and Garrison - opposed - none. Motion carried. New Business The Clerk explained that he had advertised in the Minnesota Valley Sum and Dakota County Tribune to recruit a person for the position of Clerk-Typist and that based on the applications received and the oral interview conducted he recommended that the Council authorize the hiring of Mary Ellen Mueller 1024 Ramsdell Drive at a salary of $400.00 per month.. MOTION: of Pearsall seconded by Garrison to authorize the Clerk to hire Mrs. Mueller on the above basis. tHose in favor Pearsall Branning Largen and Garrison - opposed - none. Motion carried. MOTION: of Branning seconded by Pearsall to cancel the regular Council meeting of September 29~ 1971. Those in favor Branning Pearsall Largen and Garrison - opposed - none. Motion carried. Legel notice of public hearing from the Village of Burnsville regarding mining operations. Said hearing is to be held before the Burnsville Village Council on Septe~er 20~ 1971. The Clerk stated that be would have a member of the Planning Commission attend this hearing. Council noted that the item was received. Memo from the Clerk regarding School Board meeting on the second high school site in School District 196 - Council noted that the teems ws, s received. Claims & Bills MOTION: of Branning seconded by Pearsall to authorize the disbursements check # 2563 and # 2565 through # 2580 in the total amount of $355,130.31, Check # 2564 is to be acted upon at the September 22nd meeting. Those in favor Branning Pearsall Garrison and Largen ~ opposed - none. Motion carried. MOTION: of Branning seconded by Pearsall that the meeting be adjourned.
