Minutes of the meeting of the Village Council Village of Apple Valley, Dakota County,
Minnesota held December 1, 1971.
PRESENT: Mayor Largen; Councilmen Branning, Garrison, Hollenbeck and Pearsall; Clerk
Asleson
ABSENT: None
1. Memo re seal coat projects received from inspection department.
Minutes
MOTION: of Garrison seconded by Hollenbeck, to approve the minutes of the meeting of
November 3rd as written. Those in favor Garrison Hollenbeck and Largen -
opposed - none. Motion carried; Branning and Pearsall abstaining.
MOTION: of Branning, seconded by Pearsall, to approve the minutes of the meeting of
November 10th as written. Those in favor Branning~ Pearsall and Garrison -
opposed - none. Motion carried; Largen and Hollenbeck abstaining.
MOTION: of Pearsall, seconded by Hollenbeck, to approve the minutes of the meeting of
November 17th as presented. Those in favor Pearsall, Hollenbeck and Largen -
opposed - none. Motion carried; Branning and Garrison abstaining.
Snowmobile Ordinance - Council discussed the content.
MOTION: of Pearsall, seconded by Hollenbeck to adopt Ord. #104, amending the snowmobile
ordinance. Those in favor Pearsall, Hollenbeck, Largen, Garrison and Branning ~
opposed - none. Motion carried.
Ordinance re heavy vehicles crossing and driving on curbs and boulavards. Referred to
Urban Affairs Cormmittee to look into the problem.
Memo re warming houses. Suggested ordinance on size of buildings. These will be used
by school children while waiting for the bus. The building inspector is to work up a
draft of an ordinance with the Village attorney.
Bids on public works building-
MOTION: of Pearsal!, seconded by H0llenbeck, to amend the motion of November 23rd, to
simply approve the base bid, with no alternates. Those in favor Pearsall~
Hollenbeck, Branning and Largen - opposed - Garrison. Motion carried.
Note: Councilman Garrison did not oppose this motion, in particular; but was opposed
to awarding any bid on the construction of the public works building at this
time.
Public Hearings
Inland Construction Company - continuation of public hearing. The hearing was reopened
at 8:25 p.m. and turned over to the Planning Consultant for review of the previous
proceedings. Mr. Bill Harrison from Inland Constrution Company went over their pro-
posal for Planned Unit Development. Councilman Garrison questioned the information
in their brochure from the Supt. of Schools. A letter from Mr. Hanson, Supt. of
School District #196, dated December ir was read aloud by Mr. Jim. Moser. Copy of
letter attached. Councilman Hollenbeck asked about how many bedrooms, per unit, were
planned for Phase I.
The Planning Consultant commented on parks and park dedication, and there was also
discussion on a proposal for development on the West side of Garden View Drive. There
being no further discussion the hearing was declared closed at 10:00 p.mo
Councilman Hollenbeck left at this time.
Merit salary adjustments-
MOTION: of Pearsall, seconded by Branning, to consider all salary increases due during
the freeze as of November 15, 1971. Those in favor Pearsall, Branning,
Garrison and Largen opposed - none. Motion carried.
Individual salary adjustments will be considered on December 8th.
Distribution desired regarding notice of certain ordinances. Council decided it was
unnecessary. It can be put in quarterly newsletter.
Snowplowing policy- Coucil determined we will be responsible for plowing the Greenleaf
1st and 2nd Additions, and Thompson will be responsible for the 3rd and 4th.
Butte Avenue closing- Fischer will not trust his equipment on this icy hill. Palomino
Development was notified and has barricaded said hill.
MOTION: of Pearsall, seconded by Branning, to authorize Officer Erickson to attend
Police school. Those in favor Pearsall, Branning Largen and Garrison -
opposed - none. Motion carried.
Planning Commission minutes of November 16, 1971 received.
Claims & Bills
MOTION: of Pearsall, seconded by Garrison, to approve the payment of the bills; check
#3050 thru #3085, in the amount of $7,546.94. Those in favor Pearsall,
Garrison, Largen and Branning - opposed - none. Motion carried.
Public Hearing ~ Joel Osterhus - travel trailer rentals- no one at meeting.
MOTION: of Pearsall seconded by Garrison to set the final continuance on this hearing
for December 15, 1971. Those in favor Pearsall, Garrison, Branning and Largen
opposed none. Motion carried.
Public Hearing - Mistaken Addition- the Mayor called the hearing to order at 10:45 p.m.
John Voss presented the preliminary plat plan. The discussion was regarding the 150
foot right-of-way on County Road 31, and also the residents of the area would like
larger lot sizes when the final plat is filed. The building inspector read a letter
he had received from Mr. Clarence Petter, who was unable to attend, regarding checking
into the meander line when the final plat is presented. There being no further dis-
cussion, the hearing was declared closed at 11:05 p.m.
MOTION: of Pearsall, seconded by Garrison to adjourn. Unanimously carried.
