Minutes of the meeting of the Village Council Village of Apple Valley, Dakota County,
Minnesota held on December 15 1971.
PRESENT: Mayor Largen; Councilmen Pearsall, Branning, Hollenbeck and Garrison (attended
at 8:45 p.m.); Clerk Asleson
ABSENT: None
The Mayor called the meeting to order at 7:35 p.m.
1. Minutes of the Planning Cormmission meeting of December 1, noted receiued.
2. Payroll report showing gross pay, as requested by resolution #1970-58 noted
received.
3. Recreation program schedule for adults and students submitted by Recreation Director.
MOTION: of Branning, seconded by Pearsall, to approve this program and authorize
delivery of these notices and publication. Those in favor Branning, Pearsall,
Largen and Hollenbeck - opposed - none. Motion carried.
4. Authorize attendance of John Gretz at building inspector's school and public works
inspector's school.
MOTION: of Branning, seconded by Hollenbeck, to authorize John to attend both schools.
Those in favor Branning, Hollenbeck, Largen and Pearsall - opposed - none.
Motion carried.
Claims & Bills
MOTION: of Hollenbeck, seconded by Pearsall, to pay the bills, check # 3147 through
# 3165, in the amount of $64,278.15. Those in favor Hollenbeck, Pearsall
Largen and Branning - opposed - none. Motion carried.
Administrator authorized to write letter, in behalf of the Council, to Mr. and Mrs.
Carroll Foss. Copy attached.
Public Hearing, Planning Commission and Village Council, NW quadrant of Cedar and CoR.
38. The Mayor called the hearing to order at 8:20 p.m. The Planning Consultant
explained that the property is now zoned B-2 and R-lB. They are requesting to have it
rezoned to either M-2 or M-3. The meeting was then turned over to the architect,
Dave Nelson, who discussed their plan. The hearing was then opened to the Council for
questions. Questions were asked on the density type of construction of the buildings,
and the alignment of the service road. The hearing was opened to the public. Mr.
Mr. Kugler wanted to know if it was necessary to rezone the ponding area, as it would
not actually be used for building. The planning commission chairman said that it would
be easier to include it in the Planned Development if it were rezoned.
Councilman Garrison attended at this time.
Other questions from the audience were on the high density where the park area would
be, on the closing of Cimarron Road the the opening of the road proposed in the pre-
liminary plat, on the traffic and on the specific zoning proposed. Detailed report
of questions asked attached to these minutes. There being no further questions the
hearing was declared closed at 9:20 p.m.
Public Hearing Planning Commission and Village Council Conditional Use Permit, Joel Osterhus.
The Mayor called the hearing to order at 9:20 p.m. John Voss reviewed the proposal briefly.
He said it was allowed under a Conditional Use Permit as a similar use. This would be a
dual use of the property.
Mr. Osterhus mentioned this would be a temporary permit for one to two years and he would
not be putting out any advertising signs or flags. Mr. Thorberg questioned the number of
trailers he was proposing to have. He was told that four would be the maximum as agreed at
a previous meeting. There being no further discussion the hearing was declared closed at
9:30 p.m.
MOTION: of Hollenbeck, seconded by Pearsall, to adjourn. Unanimously carried.
