Minutes of the meeting of the Village Council, Village of Apple Valley Dakota County
Minnesota held on December 22, 1971.
PRESENT: Mayor Largen; Councilmen Branning, Pearsall and Garrison; Clerk Asleson
ABSENT: Councilman Hollenbeck
The Mayor called the meeting to order at 7:35 p.m. All residents attending took part
in the pledge of allegiance to the flag. Pastor Largen of Valley Community Church gave
the invocation.
MINUTES
MOTION: of Garrison seconded by Pearsall to accept the minutes of the meetings of
December 1st and 8th as written. Those in favor Garrison Pearsall Largen
and Branning - opposed - none. Motion carried.
MOTION: of Pearsall, seconded by Garrison to accept the minutes of the meeting of
December 14th as written. Those in favor Pearsall, Garrison and Largen -
opposed - none. Motion carried; Branning abstaining.
COMMUNICATIONS
Letter from Burnsville regarding meeting with State Highway Department regarding 35E
drainage. Engineer Rosene is to attend January llth meeting.

Resolution regarding football scheduling, read by Councilman Garrison.
MOTION: of Garrison, to pass the resolution regarding football scheduling - no
second. Council noted they sympathized, but questioned our jurisdiction.
Mayor's Report
Mayor stated Park and Recreation Director Bell, Clerk Asleson and he were going to meet
the next day with HUD regarding the Park Grant. '
Administrator's Report
Treasurer's Report for November - received.
Report of gross payroll thru December 15th received
Bi-weekly payroll proposal - to be discussed December 30th.
Park Director
Park Change Orders explained by Mr. Bell.
MOTION: of Branning seconded by Garrison, to approve the Change Orders 1, 2 and 3
to the park improvement contract. Those in favor Branning Garrison Largen
and Pearsall - opposed - none. Motion carried.
He requested authorization to hire rink attendant at $1.75 per hour.
MOTION: of Garrison seconded by Branning, to approve the hiring of a rink attendant
at above mentioned rate. Those in favor Garrison, Branning Pearsall and
Largen - opposed - none. Motion carried.
MOTION: of Pearsall seconded by Branning, to approve the partial payment of Estimate
#2 on the park contract. Those in favor Pearsall~ Branning, Largen and
GArrison - opposed - none. M6tion carried.
The park director mentioned that he had sent in the letter of intent on the Southview
School contract and would like authorization to start preparing the application for
said grant. So Authorized.
Planning Commission
MOTION: of Pearsall, seconded by Branning, to set the public hearing on the rezoning
of the Roberts property for January 19th as recommended by the Planning
Comnission. Those in favor Pearsall, Branning, Garrison and Largen - opposed-
none. Motion carried.
MOTION: of Garrison, seconded by Branning to approve the Planning Commission's rec-
ommendation and approve the preliminary plat of the Briarwood Addition.
Those in favor Garrison, Branning Largen and Pearsall - opposed - none.
Motion carried. (Copy attached).

New Business
Police grant application. The police chief explained the application.
MOTION: of Garrison, seconded by Pearsall, to pass the resolution, # 1971-121~
authorizing the Police Department to apply for said grant Those in
favor Garrison, Pearsall, Largen and Branning - opposed - none. Motion
carried.
Attorney's response to the Burnsville Joint Powers Agreement on Crystal Lake dis-
cussed with Council.
Change Order, Greenleaf 3rd Addition - for removal of large boulders.
MOTION: of Pearsall seconded by Branning, to approve the Change-Order for Greenleaf
3rd Addition, in the amount of $1,380.00. Those in favor Pearsall, Branning
Largen and Garrison - opposed - none. Motion carried.
MOTION: of Pearsall, seconded by Branning to approve the final payment for the con-
struction of Greenleaf 3rd Addition. Those in favor Pearsall Branning,
Garrison and Largen - opposed - none. Motion carried.
The Administrator read the final draft of a letter to Mr. C.J. Foss. Council autho-
rized sending of said letter.
MOTION: of Garrison, seconded by Pearsall, to approve the registered land survey of
Lot 27 Block 1, Cedar Knolls, as recommended by the Planning Commission.
Those in favor Garrison, Pearsall, Largen and Branning - opposed - none.
Motion carried.
MOTION: of Garrison seconded by Pearsall to approve the lot plan for Tract C of
the Registered Land Survey (183 mobile homes). Those in favor Garrison,
Pearsall, Branning and Largen - opposed - none. Motion carried.
Claims & Bills
The Adminstrator explained that the topo mapping for the Village had been completed
and the bill was included in the list of disbursements for approval.
MOTION: of Pearsall, seconded by Branning, to approve payment of the claims and bills;
check #3166 thru #3250, in the amount of $220,517.46. (The Check to Leibfried
Const. approved, subject to his filing of lien waivers.) Also to be included
in disbursements is a partial payment to Austin Keller Construction Co. Those
in favor Pearsall Branning, Largen and Garrison - opposed - none. Motion carried.
MOTION: of Branning, seconded by Pearsall, to adjourn. Unanimously carried.
