CITY OF APPLE VALLEY
PARK COMMITTEE
BY-LAWS
I. DEFINITION
The Park Committee is a permanent advisory committee of the City Council, -
concerned with the planning, promotion and implementation of parks in the
City of Apple Valley.
II. PURPOSE
The purpose of the Park Committee is to advise the City Council in relation
to the planning and development of parks in the City of Apple Valley
III. MEMBERSHIP
The Park Committee consists of seven members, all of whom shall be residents
of the City of Apple Valley, appointed by the City Council Advisory members
will be appointed as needed.
IV DUTIES AND RESPONSIBILITIES
The duties and responsibilities of the Park Committee are as follows
A. To make recommendations to the City Council for a Comprehensive
Park Plan.
B. To make recommendations to the City Council for a Comprehensive
Trail Plan.
C. To make recommendations to the City Council regarding the development
and implementation of a bond issue to develop the parks in the City
of Apple Valley
D. To review all proposed housing developments for park planning and to
make recommendations to the City Council and Planning Commission on
the proposed park and trail dedication.
E. To recommend to the City Council ordinances or resolutions regarding
the park system.
F. To act as a hearing board for citizen complaints regarding parks and
the trail system.
V. ORGANIZATION
A. Organizational Meeting The first January meeting of each year shall
be an organizational meeting at which time the members shall elect from
among their own members a chairperson and vice-Chairperson to serve
for a period of one year. Election will be by secret ballot.

B Chairperson. The chairperson shall preside over all meetings and
shall prepare agendas for each meeting in advance. It shall be the
responsibility of the chairperson to assign specific tasks to members
of the committee as deemed necessary. The chairperson may establish
subcommittees to carry out the programs of the committee and appoint
members to liason duties with other commissions and boards.
C. Vice-Chairperson. The vice-chairperson shall preside over meetings
in the absence of the chairperson, and shall perform the duties of
the chairperson when the chairperson is unable to perform such duties
VI. ATTENDANCE AT MEETINGS
Regular attendance at meetings by all members is necessary if the Committee
is to effectively discharge its duties and responsibilities. It is incumbent
upon each member to attend regularly. If a member is unable to attend
regularly, that member should either ask for leave of absence or resign.
If a member misses three consecutive regular meetings without having an
excuse, that member will be reviewed by the Park Committee and may be
recommended to the City Council for removal from the Committee. In the
event of continued absence by a member, the chairperson may, with the
consent of the other members of the Committee, request that the City Council
terminate the appointment of the absentee member
VII. MEETINGS
A. Date and Time. Regular meetings shall be held at 7:00 p.m. on the first
and third Tuesday of each month, unless otherwise agreed to and proper
notice is given to Committee members and to the general public
B. Length Meetings shall not exceed two hours in length unless extended
by the Committee as needed
C. Place Meetings shall be held in the Apple Valley City Hall unless
otherwise designated.
D. Quorum A quorum shall consist of a majority of the appointed members,
or, in the event of unfilled appointments, a simple majority of the
number of duly appointed members. A quorum shall be necessary to conduct
all meetings
E. Conduct of Meetings. Roberts Rules of Order, Revised, shall govern the
conduct of meetings except where these bylaws shall conflict. In the
event of conflict, these bylaws shall take precedence
F Ratification and Amendment of Bylaws A two-thirds vote of the active
committee members shall be necessary for the ratification of these bylaws,
and for subsequent amendments Written notification of proposed amend-
ments at the meeting prior to the meeting at which a vote would be taken
shall be necessary for consideration of amendments
G Review. These bylaws shall be reviewed by the Committee at least once
each year during the organizational meeting of the Committee.

SUBJECT 1980 Organization of Park Committee
The first Park Committee meeting of the year has traditionally
been one where the Park Committee organizes itself for the coming year
This includes the nomination and election of a Chairperson and Vice-Chairperson,
establishing the number of meeting per month and the time meetings will
begin. I state that the Park Committee has traditionally organized the
first meeting in January in that there is no formal requirement by the City
that new officers be elected on a yearly basis. For instance, the first Park
Committee meeting in January of 1977, the Park Committee voted to keep the
same officers for '77 as they had the previous year I do believe, however,
that it is proper to conduct any organizational business in January so that
all Committee members can arrange their schedules accordingly
Attached are two copies of Park Committee By-Laws. Copy No. A
are by-laws drafted by the Park Committee in 1977 but never formally adopted.
Copy No. B are by-laws proposed by the Council in 1977 but never formally
adopted by the Council, as far as I can determine. The by-law copies are for
your information only and may aide you in discussing item No. 7 on the agenda
with respect to attendance at Committee meetings
All Park Committee members are appointed by the City Council with
specific terms. All of the existing Park Committee members terms expire
January 1981 at which time the individual members would be up for re-appointment
if they so wished. Therefore, the Park Committee can organize for the year of
1980 without concern that some. individuals term may be expiring during the year.
