The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley September 14, 2016 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Secretary Joe Shaw. Members Present: Linda Dolan,Nick Francis, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw Members Absent: Arthur Zimmerman Consultants/Alternates Present: Brandon Anderson, City Engineer, Aaron Kellas, Civil Engineer Others Present: Bryan Root 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Ms. Francis to approve the agenda as presented. Motion passed 6-0. 3. Audience Items Mr. Root expressed concern about the safety of the crosswalk on the north side of the Cedar Avenue and 1401' Street intersection. He noted that drivers making a right turn to the north onto Cedar often fail to observe pedestrians and bicyclists crossing Cedar from east to west. Mr. Grawe suggested that Mr. Root communicate these concerns with Dakota County as the County controls the design and operation of the intersection. Mr. Anderson noted that the City is currently studying the nearby intersection of 1401i Street and Galaxie Avenue. As part of that study, the City is looking at extending the pedestrian pathway along 1401i Street on the south side of the road, where no pathway currently exists. If pedestrians were to cross Cedar on the south side of 1401i Street, there would not be the conflict with the 1401' Street traffic making right turns. Mr. Francis explained the challenges of enforcement activity around busy intersections. 4. Approval of July 13, 2016 Minutes MOTION: Mr. Saam moved, second by Mr. Grawe, to approve the Minutes of July 13, 2016 as presented. Motion passed 6-0. 5A. Crosswalks Concerns Former Paideia School Mr. Anderson noted that the crosswalk on 1471' Street near the location of the former Paideia School has been removed. Residents have requested re- establishment of the crosswalk. Mr. Anderson explained that the crosswalk was established within a larger context, including the creation of a school speed zone and a crossing program and crossing guards for the school. The school has since closed and the speed zone and crossing program no longer exist. The crosswalk does not meet criteria without these other two elements. Mr. Anderson said that with the speeds and traffic volumes on 1471i Street, current pedestrian volumes do not support a marked crosswalk by itself and additional street design enhancements would be necessary. He recommended that the Engineering Division study the entire 1471i Street corridor between Cedar Avenue and Galaxie Avenue to determine an appropriate crossing strategy. Cobblestone Lake Park Mr. Anderson said the Engineering Division collected data on three existing unmarked crosswalk areas along Cobblestone Parkway. The group discussed removing the curb ramp for the middle crossing area because the crossing doesn't lead to a destination that pedestrians would naturally use. MOTION: Ms. Dolan moved, second by Mr. Francis, to recommend the Engineering Division discuss the situation with the Parks Department, and if no additional issues are raised, recommend removal of the middle crossing ramps and to mark the remaining two crossings. Motion passed 6-0. 5B. Parking on Germane Ave South of Palomino Drive Mr. Anderson said the City has received complaints about parking on the grass along the east side of Germane Ave between 1301i Street and 1271' Street. There is also concern about parking between 1271i Street and 1281' Street obscuring the visibility at the intersection. Germane Ave has center striping, which is not typical for a street of its type. The striping may be causing people to park further away from the drive lane. MOTION: Ms. Dolan moved, second by Mr. Puente, to recommend the removal of the center striping, to post"no parking" signs on the east side of Germane Ave between 1301' Street and 1271' Street, and to post"no parking" signs on both sides of Germane Ave between 1281i Street and 1271' Street. Motion passed 6-0. 5C.Review of Speed Advisory Sign Data at 361 Palomino Drive Mr. Anderson said that 851i percentile speeds of 41, 42, and 39 miles per hour were measured over time. The speed limit in this area is 35 miles per hour. The consensus of the Committee was to add an additional speed measurement device without a visible sign after the existing sign to determine if motorists are actually reducing their speeds in reaction to seeing the sign. The Committee also recommended increased enforcement activity. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis said the officer trained as a commercial vehicle inspector made 14 full inspections in the previous month, resulting in removal of three vehicles for service. Public Works Concerns Mr. Anderson said the signage in the area of Greenleaf School on Galaxie was replaced. 6B.Educational Issues Ms. Dolan noted that the Toward Zero Deaths (TZD) Conference will be held in November. Two police officers plan to attend. She also noted that Dakota County's TZD is focusing on reducing distracted driving. 7. Adjourn MOTION: Mr. Francis moved, second by Ms. Dolan, to adjourn. Hayes Rd. has been out of control . for many years, but is increasingly getting worse. I didn't know how many people were concerned until I received some replies to my post. I felt I should bring the problem to the attention of the City. While talking to area residents I realized how many people were worried about having their kids near Hayes. Very few people drive the speed limit and those who do are subjected to honking, or being tailgated, or being passed either in the parking lane or over the center line. There also seems to be a lot of confusion over the crosswalks. Some people stop even though there is no one in sight, while most people totally ignore them. I live next to one of them and see kids zip right across without looking, or they assume cars will stop for them. I believe people are speeding mostly because they are unaware of the speed limit—there are not enough signs. They turn onto the street most of the time from a road with a higher speed limit—Cty Rd. 42, 1401h and 145th. The road is wide and fairly straight. It looks very inviting to go fast. During activities at Hayes Field there are cars parked on both sides, limiting the sight lines of both cars and pedestrians. We can't see cars heading south when we come out of our driveway, so pedestrians also have to peek around parked cars. Kids exit the parked cars also and most do not cross at the crosswalks-they hurry to their game. This is a bad time of the year to observe the problem because the sports are done for the season, but it leaves the road wide open for speeders. I don't have the answer, but feel that something needs to be done. I feel that the electronic speed signs that are used on Garden View between Whitney and 160th St. have been very effective and might be an eye-opener to drivers on Hayes. The police do patrol and ticket lots of people, but unfortunately they are too visible to drivers. It might help if there were more speed limit signs—they are few and far between. Perhaps for the crosswalks blinking signs might help. I know my dog would have been hit no matter what. She thought cars could not hurt her and walked right into the car, but the driver never even applied her brakes. I feel that she was not being very attentive. I would hate to see the uproar if it was a child instead. Because of the comments I received on Next Door, I felt it was my duty to bring this matter to your attention. PURPOSE This policy establishes the basic framework for management of driver feedback equipment within the City of Apple Valley. The City deploys driver feedback equipment on a limited basis to assist with vehicle speed I imit compliance along public streets under the jurisdiction of the City of Apple Valley, The standards described herein provide for the overall management of the Driver Feedback Sign program in a safe and cost-effective manner, with consideration given to available funding, personnel and equipment. B. EQUIPMENT TYPE AND ADMINISTRATION The City of Apple Valley maintains three types of driver feedback equipment, These devices measure and display vehicle approach speed to drivers. Speed data collected by Fixed Location and Potable Speed Signs is reviewed by City staff to address concerns of excessive speeding, determine potential needs for additional enforcement or consider other measures for controlling vehicle speed. Existing City-owned equipment is categorized into the following types, 1. Mobile Radar Trailer: The City operates two mobile radar trailer units to collect and display vehicle speed data for general speed compliance purposes. This equipment is not used to record traffic volume or vehicle speed. The units are placed intermittently along the City street system during daylight hours. Mobile radar trailers are managed under the supervision of the Chief of Police. 2. Fixed Location Driver Feedback Signs: The City operates two fixed! location driver feedback signs along Garden View Drive south of County Road 42, Speed data is downloaded from these signs by Public Works Department staff and periodically reviewed by the Traffic Safety Advisory Committee. The City does not anticipate the installation of additional fixed location driver feedback signs within the community due to the cost of operation and maintenance. Fixed location driver feedback signs are managed under the supervision of the Public Works Director. 3. Portable Speed Signs: The City operates two solar powered, portable speed signs for installation along public streets. These signs are intended for short-term, temporary installation to assist with addressing specific speeding concerns within the community, Speed data is downloaded from these signs by Public Works Department staff and periodically reviewed by the Traffic Safety Advisory Committee, Portable Speed signs are managed under the supervision of the Public Works Director, Section 1.09: Page 1 SECTION I -STREET DIVISION Public Works Department Policies City of Apple Valley Additional information regarding driver feedback equipment operated by the City is provided in Exhibit A attached to this policy. C. PORTABLE SPEED SIGN MANAGEMENT The following process is used to determine locations that potentially qualify for deployment of Portable Speed Signs based on requests from City residents. These guidelines are necessary to facilitate service demand and establish priorities for deployment locations, 1� City resident contacts the Assistant City Engineer, City Engineer or Public Works Director to discuss specific concerns regarding speeding traffic along a segment of public street, City staff will determine if the requested installation site would potentially qualify for placement of temporary speed signs, 2. Sign deployment locations shall have a minimum average annual daily traffic volume of 500 vehicles per day (as determined by City staff) or roadway geometrics that present additional challenges with speeding traffic. 3, Traffic Safety Advisory Committee reviews requests for Portable Speed Signs and provides a recommendation for deployment of the signs, 4. Recommended sign locations are placed on a Sign Installation Schedule based on priority as determined by the Public Works Director. New sign installation locations may receive higher priority over previous installation sites (e.g., recurring requests for the same location). The Traffic Safety Advisory Committee shall annually review the Sign Installation Schedule. D. INSTALLATION CRITERIA The City has established the following criteria to guide the installation and use of Portable Speed Signs. 1. Portable speed signs are installed for a period of approximately 21 calendar days. Signs may be removed early due to vandalism or technical difficulties, 2, The Public Works Superintendent determines specific locations for sign placement. Sign locations may be affected by several factors including, but not limited to, sign visibility, underground utilities, sight lines for radar tracking of vehicles, tree canopy impacting solar cells, street geometrics and other factors, 3. Portable speed signs shall be placed within public right-of-way, easements, or City- owned property, Section 1,09: Page 2 SECTION 1 —STREET DIVISION Public Works Department Policies City of Apple'Valley 4. The City accommodates up to five installation sites per year during the months of May through October. The sequence of sign placement is based on the Sign Installation Schedule as described in Section C above. 5. The City will provide advanced notice to property owners directly adjacent to proposed portable speed sign locations. 6. Sign posts shall be setback a minimum 24-inches from the face of curb. E. SPEED DATA MANAGEMENT The Public Works Superintendent is responsible for collection, management and storage of speed data collected from the Fixed Location Speed Signs and the Portable Speed Signs. Data is stored within the public works central file system. F. LIMITATIONS While the City fully intends to meet the guidelines established in this policy, there may be times when this is not feasible. Issues including, but not limited to, budget constraints, critical equipment failure, weather, or other emergencies may prevent the City from meeting the guidelines established herein. City staff must exercise both discretion and professional judgment in determining the sched'ul'e and deployment of driver feedback equipment.
