MINUTES OF LEBANON CEMETERY ADVISORY COMMITTEE MEETING
April 21, 2009 - 2.00 p.m.

Deputy City Clerk Joan Murphy swore m Dave Kemp and Gary Wagner, who were reappointed by the
City Council for terms on the Cemetery Advisory Committee expiring March 1, 2012
Chair Kohls called the meeting to order at 2 15 p.m.
APPROVAL OF AGENDA
MOTION of Kemp, seconded by Anderson, approving the agenda for today's meeting as written.
Motion passed unanimously

There was no one present to speak.
APPROVAL OF MINUTES -January 20, 2009
Ms. Bryant noted there is an error in the minutes. The date of the previous meeting is recorded as
October 21, 2009 The year should be 2008 There were no other corrections.
MOTION of Anderson, seconded by Wagner, approving the minutes of the January 20, 2009, meeting,
as corrected. Motion passed unanimously
NEW/CONTINUED BUSINESS
Activity Report
Ms. Bryant reviewed the Lebanon Cemetery Activity Report for first quarter There were 15 lot sales m
the fourth quarter 10 to residents and 5 to non-residents, 8 sales were preneed and 7 were at need. There
were no niche or boulder sales. There were 8 bunals, of which 7 were traditional and 1 was a cremation.
There were no transfers or returns of lots to the Cemetery
Maintenance and Grounds
Mr Glewwe reported cemetery maintenance consisted of top dressing and seeding over ruts and settled

graves. Fifteen yards of dirt were used. There has been more settling since the recent rain. The flags
have been replaced, and the parking lot was swept ten times. Garden areas are ready for flower planting.
The cemetery received a good cleanup before Easter; and a thorough cleaning, including removal of
unapproved items, will occur before Memorial Day
Committee Member Kemp asked who tamps grave sites after burials. Mr Glewwe responded City staff
does. Committee Member Wagner asked how deep the graves settle. Mr Glewwe said often it is a
couple of feet.
Allowing Food under Certain Conditions
Mr Blomstrom reminded members that when the proposed changes to the Cemetery Regulations were
reviewed by the attorney, there was concern noted over leaving it to staff to approve or disapprove a
request to have food m the cemetery as it could be considered arbitrary and capacious. The attorney
suggested either no food should be allowed or food is allowed with a permit. Committee members
discussed the possible outcome of allowing food with a permit.
MOTION by Kemp, seconded by Wagner, to maintain the existing regulation prohibiting the serving of
food and beverages. Motion passed unanimously
Columbaria Landscaping
Mr Blomstrom shared the proposed landscape plan for the columbaaa .area. It incorporates the design
choices from the previous meeting: checkerboard concrete in gray tones, retaining wall around part of
the area, and trees in line with the shrubs. Added to the design is a ramp from the street, and curb and
gutter The retaining wall, about 18 inches at the highest, would consist of variable sized block m
charcoal colors with capstones. Shrubs and sedum would be planted on three sides along with seven
crabapple trees. The two future footings would be used as planters for perennials. The planters by the
street would have annual flowers.
Chair Kohls asked if drainage was addressed. Mr Blomstrom said yard drains and 6-inch drain the
would be installed by City staff along the west and north sides and tie in to the existing storm sewer Mr
Glewwe added that previous flooding of the low lots north of the columbaria was remedied when Pilot
Knob Road was rebuilt.
Mr Blomstrom advised committee members that the cost for the landscaping is $35,000 to $40,000 The
area will be a focal point of the cemetery and provide a model for landscaping other features in the
cemetery The benches have been removed from the estimate. They can be purchased next year to
reduce the cost. Committee Member Kernp advised contacting niche owners when the site is completed
and informing them of the possibility of donating the benches. The trees could be donated, also
Committee Member Wagner asked if the City Council had to approve the work. Mr Blomstrom
responded that, if the Committee recommends the plan, staff would take the Committee's
recommendation to the City Council for approval. The Cemetery budget has funds to cover the
expenses.
MOTION by Kemp, seconded by Anderson, approving the preliminary cost and authorizing staff to
present the columbaaa landscaping to the City Council.
Expansion of Cemetery and CIP Items

Mr Blomstrom reacquainted the Committee with the four items m the current CIP the columbanum,
expansion of the cemetery, a maintenance building, and fence and the south entrance. The Cemetery
Fund has a balance $500,000
Mr Blomstrom addressed the expansion of the cemetery Acquiring land to the east would connect the
cemetery with Embry Path. Water and sanitary sewer is already m, establishing the alignment. To the
south, 12 acres would be needed to take the cemetery to an access to Pilot Knob Road. On March 9, the
issue was discussed with the Crty Council which supported acquiring the 2.5 acres to the east. The
property has been sold, and staff is in discussions with the new owner who has indicated a willingness to
sell to the City
Chair Kohls asked how far the cemetery would go to the south. Mr Blomstrom responded the City
Council came to the consensus to go east 2.5 acres and then see about south. There is a cost concern in
acquiring 12 acres, and there is no access to Pilot Knob Road until 153rd Street. Staff presented the
projected inventory, and the Crty Council thought adding over two acres would situate the City well. Mr
Blomstrom will update the Committee on talks with the developer
The next item Mr Blomstrom would like to work on is updating the master plan. Committee members
agreed that would be a good next step
OTHER BUSINESS
Chair Kohls mentioned he picked up signs at the corner and contacted the source requesting they refrain
from placing them there. Mr Glewwe added that staff picks up signs frequently

Chair Kohls reminded members of the invitation to the reception for volunteers on Thursday before the
Crty Council meeting. Two Committee members -Dave Kemp and Gary Wagner -will receive Length
of Service awards for ten years of service.
Workers Memorial Day Commemoration
Chair Kohls noted the Workers Memorial Day Commemoration is Tuesday, Apri128, at 7 00 p.m. Ms.
Bryant provided information she received with details of the event.
Funeral Home & Cemetery News Articles
Chair Kohls mentioned the articles are from a publication Ms. Bryant receives. She added she thought
they would be interesting to Committee members. Committee Member Wagner mentioned the article on
disposing of unclaimed cremams. His employer now places unclaimed ashes m a common grave, with
the banal recorded.
