HomeMy WebLinkAbout04/08/1993 ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota April 8, 1993 Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held April 8th, 1993, at 8 00 o'clock p m at Apple Valley City Hall PRESENT President Branning, Commissioners Erickson, Goodwin and Sterling ABSENT Commissioner Humphrey City staff members present were City Administrator Melena, City Clerk Mueller, City Attorney Dougherty, Personnel Director Boland, Assistant Finance Director Eklund, City Planner Kelley, Assistant Public Works Director Miranowski, Police Chief Rivers, and Assistant City Administrator Weldon President Branning called the meeting to order at 9 14 p m MOTION of Erickson, seconded by Sterling, approving the minutes of MAR 11, 1993 the special meeting of March 11th, 1993, as written Ayes - MINUTES 4 - Nays - 0 Mr Melena said three applications have been submitted under the BUSINESS Business Rental Assistance Program Two applications are under the ASSISTANCE retention/expansion portion and one application is under the incuba- PROGRAM APPS. for portion At this time, the Board can review the applications, make comments and the direct the attorney to prepare the necessary agreements for consideration at the next meeting MOTION of Erickson, seconded by Goodwin, accepting the application, (BRO) APPLIED- dated March 24, 1993, of AppliedGraphics Limited Partner- GRAPHICS ship, represented by Robert F Bro, for business incubator APPLICATION rental assistance totaling $15,000, over three years, for 1,500 square feet of space, and directing the Attorney to prepare the necessary agreement for consideration April 22, 1993 Ayes - 4 - Nays - 0 Commissioner Sterling said she has been a volunteer with Community CAC BUSINESS Action Council (CAC) and was recently elected to its Board of Dir- ASSISTANCE ectors It is not a paid position She asked whether she should APPLICATION abstain from voting on its application for assistance? Mr Dougherty said because she would not personally benefit from the decision, she could participate in the discussion To avoid any appearance of a conflict of interest, she may want to abstain from voting MOTION of Branning, seconded .by Goodwin, accepting the application, CAC ASSISTANCE dated April 1, 1993, of Community Action Council, Inc for APPLICATION business retention rental assistance totaling $70,000, over three years, for 10,000 square feet of space, and directing the Attorney to prepare the necessary agreement for consideration April 22, 1993 r ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota April 8, 1993 Page 2 Commissioner Goodwin said he would like further discussion of the concept of the retention/expansion program at an informal meeting on April 15th and hold action on these applications Commissioner Erickson said he believes there are three separate issues with each application representing a different area He supports CAC, but questioned whether this is the best method of providing assistance Mr Melena said it is the most forthright method to allow it to stay in its existing space Because of the economy, deals are available on office/warehouse space which might be less expensive for CAC Commissioner Sterling said there are other agencies involved with CAC that want to continue to operate in the same building, if it moves, they will move also Mary Ajax, Interim Executive Director of Community Action Council, was present and explained other programs involved, some of which are very small These programs are dependent on CAC for certain services and would have to relocate with it President Branning said the City benefits by having CAC's services available The City, itself, may not have used the services as much as it should have in the past, but it can increase use in the future Commissioner Erickson said he will not vote against the application, but, in the future, would like to see some other method of assistance so these funds can be used for other businesses Commissioner Goodwin said he would like to discuss the business retention program at an informal meeting before acting on the application Vote was taken on the motion Ayes - 2 - Nays - 1 (Goodwin) (Sterling Abstained) MOTION of Erickson, seconded by Branning, accepting the applica- HEMINGSON tion, dated April 6, 1993, of Lyle Hemingson & Associates, ASSISTANCE agent for Lutheran Brotherhood, for business expansion APPLICATION rental assistance totaling $46,900, over three years, for 3,500 square feet of space, and directing the Attorney to prepare the necessary agreement for consideration April 22, 1993, subject to further discussion at an informal meeting April 15, 1993 Ayes - 3 - Nays - 1 (Goodwin) MOTION of Goodwin, seconded by Sterling, setting a special meeting SET SPECIAL on April 22, 1993, at 8 00 p m at City Hall, to consider MEETING agreements being prepared by the Attorney as directed Ayes - 4 - Nays - 0 MOTION of Goodwin, seconded by Erickson, to adjourn Ayes - 4 - Nays - 0 The meeting was adjourned at 9'50 o'clock p m
