HomeMy WebLinkAbout09/03/1997CITY OF APPLE VALLEY PLANNING COMMISSION MINUTES September 3,1997 1. CALL TO ORDER The City of Apple Valley Planning Commission meeting was called to order at 7:00 p.m.. Members Present: Diane Nagler, Jce McNamara, Kazen Edgeton, Marcia Crawling, Lou Clark and Paul Oberg, Frank Blundetto. Members Absent: None. Staff Present: Rick Kelley, Tom Lovelace, Kathy Bodmer, City Attorney Mike Dougherty and Nelda Werkmeister. Others Present: Timothy Perkins, Mike McComrick, Mr. and Mrs. Martin Christenson 2. APPROVAL OF AGENDA Chair Edgeton asked Staff and the Commission members if they were any changes or additions to the proposed agenda. Blundetto added 8A, Other Business. MOTION: Gowling moved, seconded by Blundetto, to approve the amended agenda. The motion carried 7 - 0. 3. APPROVAL OF AUGUST 20, 1997 MINUTES Chair Edgeton asked Staff and the Commissioners if they had any changes to the draft minutes submitted in the packet. Clark stated his inquiry shown in the second paragraph of 7A, page 2, was about the annual increase figure instead of the annual income figure. MOTION: Clark moved, seconded by Dowling, to approve the minutes as corrected. The motion carried 7-0. 4. CONSENT ITEMS -None - 5. PUBLIC HEARINGS -None - 6. LAND USE/ACTION ITEMS A. Perkins Porch Setback Variance Assistant Planner Kathy Bodmer introduced the item, located at 13891 Holyoke Lane, then deferred to the petitioner. Petitioner Timothy Perkins stated the desire to correct a severe water problem by combining the two gables facing the front into a single gable end. He would like to place aneight-foot wvered walkway on the front of the home to provide visual relief from the expanse of the proposed new gable. In response to questions from the commissioners, the petitioner and contractor Mike McComuck clarified the porch would not be enclosed and actually would function as a covered Planning Comrrrission Minutes September 3, 1997 Page 2 walkway; the gable modification did not force the variance request, but rather the roof over the walkway. With the gable modification snow build-up should be reduced and the area wade easier to keep cleaz and safe. There has been no opposition from the neighbors. Bodmer noted that although alternarive solutions to the water problem may exist, the petitioner's plan is certainly an attractive one. Also, no site line problems were perceived. If the proposed walkway did not have a rood a variance would not be needed. MOTION: Clazk moved, seconded by Gowling, to rewmmend approval ofthe variance based on the hazdship of correcting the water problem and to maintain the aesthetics of the neighborhood. Motion carried 7-0. B. Christenson Garage Addition Setback Variance Assistant Planner Tom Lovelace introduced the item, located at 13035 Hamlet Avenue, then deferred to the petitioner. Martin Christenson noted his request is a variance to the 30-foot front yard setback requirement as a result of the proposed garage addition. A hardship is created by the grade level in the rear and the existence of several mature trees, which leaves the proposed option for a garage addition. In response to questions from the commissioners, the petitioner noted that the proposal is to add an additional stall to the existing two-car garage, which is a side load garage, and that the same materials, including roofing, would be used for the addition as were used on the original garage. MOTION: Cowling moved, seconded by Blundetto, to recommend approval of the variance based on the hardship created by the terrain of the property and existing trees. Motion carried 7-0. 8. OTHER BUSINESS A. Planning Commission Golf Outing Blundetto announced the golf outing will be Friday, September 12, 9 a.m. at VaIleywood Golf Course. Eighteen holes will be played in a best ball-type environment. He suggested invitations include planning staff (at Community Development Director Kelley's discretion), former chair Alan Felkner and city attorney Mike Dougherty. Each player will be responsible for green fees. Dougherty clarified that the open meeting law does not apply to a strictly social event. This public announcement is being made, however, if citizens feel compelled to observe. Commissioners should let Blundetto know by Friday, September 5, if they plan to attend. Kelley will be the staff contact. 9. ADJOURNMENT MOTION: Clark moved, seconded by Cowling, to adjourn the meeting. Motion carried 7-0. Meeting adjourned at 7:32 p.m.
