CALL TO ORDER The City of Apple Valley Pluuriug Corruriission meeting was called to order by Chair Edgeton at 7:00 pm. Members Present: Karen Edgeton, Tom Melander, Jce McNamara, Frank Blundetto, Tim Burke. Members Absent: Diane Nagler. Staff Present: Assistant Planner Tom Lovelace, Community Development Director Rick Kelley, Nelda Werlmreister, Consuhing Engineer Keith Gordon. Others Present: Wally Johnson. 2. APPROVAL OF AGENDA Community Development Director Rick Kelley noted that item 6A has been withdrawn. MOTION: McNamara moved, seconded by Burke, to approve the agenda. as amended. The motion carried 5-0. 3. APPROVAL OF JANUARY 2Q, 1999, MINUTES MOTION: McNamara moved, seconded by Melander, to approve the minutes as submitted. The motion carried 4-0 (1 abstention-Edgeton). 4. CONSENT ITEMS -None - 5. PUBLIC HEARINGS -None - 6. LAND USElACTION ITEMS -None - 7. OTHER BUSINESS A. Sketch Plan for 9 Building, 3-Story, 126-unit Apartment Complex by Dominimn, Inc. on the Northwest Corner of Germane Avenue & 127th Street Lovelace inhoduced the item. Edgeton asked about the moratorium in place. Lovelace responded that this parcel was included in the moratorium Kelley went onto explain that public hearings to rezone will be set regarding comprehensive plan redesignation for the remaining pazcels affected by the moratorium. However, if an owner orapplicant requests rezoning in accordance with the Comp Plan redesignation prior to that, the application will be processed accordingly, as is the case in this instance. McNamara wondered about greerLSpace of the apartments south of the pmperty. Lovelace said he will check grcenspace calculations of similar projects and neighboring properties. Planning Commission Minutes February 3,1999 Page 2 Wally 7ohtLSOn, representing the petitioner Dominium hrcorporated, described the "big home" concept the developer is incorporating into this development. He went on to say each building contains 14 units with individual entries. He aclmowledged that he wishes to modify the sketch plan. He's discovered the HRA townhomes are about 4 feet from the property line, so he wants to create more space between those buildings and the apartment/condominiums on his property. Johnson said he could eliminate the center building and move the north two, which would also create additional grcenspace. Johnson also clarified there would be single-car garages for each unit. Rents would probably ran between $9501500/month. Blundetto and Edgeton said they liked the project. McNamara commented on its eye appeal from Cedar Avenue. B. Sketch Plan for Preliminary Plat to Subdivide Land Zoned for Business Pazk Uses into Lots, Located on the Southwest Corner of C.R #31 and 147th Street, by Apple Valley EDA & Wispazk Corp. Kelley introduced the item. He noted there is landscaping and screening proposed along 147th Street. To accomruodate industrial developers, approvals are proposed on a fast track. A master development plan would be approved so that individual buildings could be approved for construction without individual review by the Planning Commission and City Council. McNamara requested colored elevations for the public hearing for ease of viewing. In relation to such a significarrt industrial development, bus routes and potential bus routes were discussed. The Minnesota Valley Transit Authority does not consider County Road 42 atransit-friendly comdor, so aNemative east-west mutes are expected to develop. 8. ADJOURNMENT MOTION: Blandetto moved, seconded by Burke, to adjourn the nieetiug at 7:48 p.m. Motion carved 5-0.
