Minutes of the special meeting of the Economic Development Authority of Apple
Valley, Dakota County, Minnesota, held November 12th, 1992, at 8 00 o'clock p m
at Apple Valley City Hall
PRESENT President Holton, Commissioners Erickson, Goodwin, Humphrey and
Sterling
ABSENT None
City staff members present were City Administrator Melena, City Clerk Mueller,
City Attorney Sheldon, Administrative Intern Bail, Finance Director Ballenger,
Personnel Director Boland, Public Works Director Gretz, City Planner Kelley,
Police Chief Rivers, Assistant to City Administrator Weldon, and Community
Development Director Welsch
President Holton called the meeting to order at 10 30 p m
MOTION of Erickson, seconded by Humphrey, approving the minutes of OCT 22, 1992
the special meeting of October 22nd, 1992, as written Ayes MINUTES

MOTION of Humphrey, seconded by Goodwin, adopting Resolution No RES EDA-92-12
EDA-92-12 approving Amendment of Master Development Program AMEND MASTER
and Enlargement of Master Development District and Enlarge- DEV DISTRICT
went of Tax Increment Financing District No 7 and Amendment & TIF DIST. 7
of its Tax Increment Financing Plan by including the
Minnehaha Falls Garden Center site and Lot 2, Block 1, Apple
Valley Office Addition, properties Ayes - 5 - Nays - 0
MOTION of Goodwin, seconded by Sterling, adopting Resolution No RES EDA-92-13
EDA-92-13 making a finding of compliance of a preapplication GREENFIELD RLF
for use of $50,000 of Revolving Loan Fund monies by Larry PREAPPLICATION
and Frances Greenfield for acquisition of a commercial
office property located at 7275 West 147th Street (Part of
Lot 1, Block 4, Apple Valley Commercial Addition)
Mr Melena reviewed the guidelines of the Small Business Revolving Loan Fund
Program as contained in the memo dated November 12, 1992 Mr and Mrs
Greenfield were present to answer questions and said the application is being
made by them as individuals
Vote was taken on the motion Ayes - 5 - Nays - 0
Mr Melena reviewed the memo dated November 12, 1992, describing the GRANDMA'S
proposal by Grandma's, Inc for the northeast corner of County Road RESTAURANT
42 and Cedar Avenue He noted the documented property acquisition PROPOSAL
cost in the memo should be corrected to $619,000 Grandma's proposes
to split the property and build a restaurant on the northwest portion

It would agree to shared parking on the site and moving the building north If
this offer were accepted, he recommended it be subject to controls such as
requiring full development of the site within a certain time or the property
would revert to the EDA
Councilmember Sterling said she would like Grandma's to locate here, but is
disappointed the corner will become a parking lot She would not want to give up
on having a major development on the corner yet If something less is
considered, a profit should be realized on the sale
Councilmember Humphrey asked if the parking lot elevation could be lowered to
maintain a sight line to the interior property? Mr Gretz said it could, but the
building would have to remain at a higher elevation for sewer service
Councilmember Goodwin said he is disappointed in a proposal with a parking lot on
the corner and has misgivings about splitting the property Mr Melena said one
option is to inform Grandma's that only a complete package will be considered
Councilmember Humphrey asked if an animation video with a building could be
prepared? Mr Melena said it could, but no building plans have been submitted
Councilmember Erickson said he is concerned that if only half of the site is
developed, there is the potential for a problem to complete the second half
Mike Garrison, 8035 West 133rd Street, said this is the last remaining prime
piece of property in the City and he does not believe this is the best use for
it He asked the Board not to sell it short, but continue to look for the
highest and best use The Cedar Avenue corridor is still in a growth path and
has time to develop
MOTION of Erickson, seconded by Goodwin, directing Staff to advise DENY REQUEST
Grandma's, Inc that the property at the northeast corner TO SPLIT NE
of County Road 42 and Cedar Avenue will not be split and CORNER OF
only a complete package on development of the entire site CR 42 & CEDAR
will be considered Ayes - 5 - Nays - 0
MOTION of Sterling, seconded by Humphrey, to adjourn Ayes - 5 - Nays - 0
