HomeMy WebLinkAbout09/24/1992 ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota September 24, 1992 Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held September 24th, 1992, at 8 00 o'clock p m at Apple Valley City Hall PRESENT President Holton, Commissioners Erickson, Humphrey and Sterling ABSENT Commissioner Goodwin City staff members present were City Administrator Melena, City Clerk Mueller, City Attorney Sheldon, Administrative Intern Bail, Personnel Director Boland, Assistant Finance Director Eklund, Parks & Recreation Director Johnson, City Planner Kelley, Building Official Miranowski, Police Chief Rivers, Assistant to City Administrator Weldon, and Community Development Director Welsch President Holton called the meeting to order at 9 26 p m MOTION of Erickson, seconded by Sterling, approving the minutes of AUG 13, 1992 the special meeting of August 13th, 1992, as written MINUTES Ayes - 3 - Nays - 0 (Humphrey Abstained) MOTION of Humphrey, seconded by Erickson, authorizing the expendi- SKIPPER'S ture of $5,702 50 for site cleanup and seeding on the old SITE CLEANUP Skipper's site as requested in the Building Official's memo dated September 21, 1992 Ayes - 4 - Nays - 0 MOTION of Erickson, seconded by Humphrey, adopting Resolution No RES EDA-92-9 EDA-92-9 approving and authorizing execution of a Tax TIF BOND Increment Pledge Agreement respecting payment of $3,000,000 PLEDGE AGREEMT General Obligation Refunding Bonds of 1992, Series A, of the City of Apple Valley Ayes - 4 - Nays - 0 MOTION of Erickson, seconded by Sterling, setting a public hearing SET HEARING at 8 00 p m on November 12, 1992, to consider amending Tax TIF DIST 7 Increment Financing District No 7, Downtown Redevelopment AMENDMENT District, by including adjoining property Mr Melena said this district has been successful in assisting with improvements to redevelopment the property Minnehaha Falls Garden Center has requested that its property be included in the district The deadline for amending district boundaries is December 1, 1992 Commissioner Humphrey said since this will be the last time to amend the district, other property adjoining the district should be reviewed to determine if it can be added He suggested the area north of 147th Street and east of Pennock Avenue particularly be considered Mr Melena said one factor to consider is that something needs to happen on the property within four years or it is decertified from the district ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota September 24, 1992 Page 2 Keith Hittner, owner of Minnehaha Falls Garden Center, was present and described his intention to vacate the retail garden center on the property and redevelop it as outlined in his letter dated September 10, 1992 Vote was taken on the motion Ayes - 4 - Nays - 0 MOTION of Erickson, seconded by Sterling, to adjourn Ayes - 4 - Nays - 0 The meeting was adjourned at 9 39 o'clock p m
