PLANNING COMMISSION MINUTES
MARCH 16, 2005
1. CALL TO ORDER
The City of Apple Valley Planning Commission meeting was called to Order by Vice Chair
Jeannine Churchill at 7:00 p.m.
Members Present: Jeannine Churchill, Jim Hadley, David Schindler, Tom Melander and
Tim Burke
Members Absent: Karen Edgeton and Thomas Helgeson
Staff Present: Community Development Director Rick Kelley, City Planner Tom Lovelace,
City Attorney Sharon Hills, Associate City Planner Margaret Dykes and Assistant City
Engineer Colin Manson
2. APPROVAL OF AGENDA
Vice Chair Churchill asked if there were any changes to the Agenda. There being none, she
called for its approval.
MOTION: Commissioner Hadley moved, seconded by Schindler, to approve the Agenda.
The motion carried 5-0.
3. APPROVAL OF MINUTES OF MARCH 2, 2005
Vice Chair Churchill asked if there were any changes to the minutes. There being none, she
called for its approval.
MOTION: Commissioner Hadley moved, seconded by Schindler, to approve the minutes of
the March 2, 2005, meeting. The motion carried 5-0.
4. CONSENT ITEMS
None.
5. PUBLIC HEARINGS
A. Sanitary Sewer Master Plan
Vice Chair Churchill opened the public hearing with the standard remarks.
Carol Blommel, Public Works Superintendent, presented the Comprehensive
Sanitary Sewer Plan. The Plan is a detailed document that serves as an inventory of
existing facilities and provides guidance for the addition of infrastructure for the
sanitary sewer system. The Plan includes lift stations and all sanitary sewer lines 10
inches in diameter or lazger. The Plan is methodical with upgrades corresponding to
growth in the City. With the ultimate development of the City as the plan's focus,
the sanitary sewer system is designed to meet this demand adding trunks where
necessary based on the proposed land use of the azeas. The Plan was prepared by
Bonestroo, Rosene, Anderlik & Associates, Inc.
Blommel gave a PowerPoint presentation that highlighted the City's sanitary sewer
districts, land use and population, design criteria, system description, cost analysis,
and existing on-site wastewater disposal facilities, along with a summary and
recommendations for the Plan.
Blommel reported that the Metropolitan Council requires the plan be updated at
regular intervals. The 2004 Comprehensive Sanitary Sewer Plan is an update to the
City's Comprehensive Plan.
Vice Chair Churchill asked if there have been problems with tree roots infiltrating
into the sanitary-sewer system. Blommel replied that root infiltration has been a
problem in older areas that have clay sanitary sewer lines. Blommel stated that the
City uses a chemical treatment made for municipal use in those areas. Churchill
suggested that perhaps this could be an informational item in one of the City's
newsletters to make residents aware of the signs of tree root.
Vice Chair Churchill asked if anyone from the public had any questions or
comments, and if so, they may speak at this time. No comments were received.
Blommel reported that staff is recommending approval of the Plan.
MOTION: Commissioner Melander moved, seconded by Burke, to recommend
approval of the 2004 Comprehensive Sanitary Sewer Plan. The motion carried 5-0.
6. LAND USE/ACTION ITEMS
A. Eastwood Ridge 2nd Addifion -Consider Rezoning from "R-1" (Single Family
ResidentiaU40,000 sq. ft. lots) to "R-2" (Single Family ResidentiaU18,000 sq. ft.
lots) and "R-3" (Single Family ResidentiaU11,000 sq. ft. lots) and Subdivision of
a 10.5 Acre Parcel into 22 Single Family Residential Lots
Tabled at the request of the Petitioner.
OTHER BUSINESS
A. Cobblestone Lake Plrase 4 -Set Date for Sketch Pian `vVorkshop
City Planner Tom Lovelace reported that Tradition Development is ready to develop
Phase 4 of the Cobblestone Lake development. They are proposing to develop three
sites varying in size from 3 to 60 acres in Phase 4. One of the sites is located within
the 320-acre Cobblestone Lake proj ect area, with the remaining sites located directly
adjacent or near the project area. Lovelace reported the sites would create the
following:
• 27 townhouse dwellings on a 3-acre site located along the south side
of Dodd Boulevard (future 153`a Street West), approximately % mile
east of Pilot Knob Road
• 194 townhouse dwellings on a 20-acre site located at the northeast
corner of Pilot Knob Road and Dodd Boulevard (future 153`d Street
West)
• 95 single family, 10 twin homes, 110 townhouses and 153
condominium dwelling units on a 60-acre site located along the north
side of 160th Street West, between Diamond Path and Pilot Knob
Road
Lovelace reported that due to the amount of information the developer would like to
convey and the level of feedback they hope to receive, they aze requesting that the
Planning Commission depart from its normal sketch plan review procedure and
schedule a workshop to discuss the development proposal.
MOTION: Commissioner Hadley moved, seconded by Burke, to meet on
Wednesday, March 23, 2005, at 7:00 p.m., in Municipal Center's Regent Conference
Room, to review and discuss Phase 4 of the Cobblestone Lake development. The
motion carried 5-0.
B. Zoning Code Amendments
Associate City Planner Margaret Dykes reported that staff is recommending
amendments to the zoning code that pertain to home occupations, non-conforming
uses, building mechanicals, downtown design guidelines, and site lighting. A public
hearing must be set to review the zoning amendments. Staff is recommending that
the Planning Commission set a date for this hearing.
MOTION: Commissioner Burke moved, seconded by Schindler, to set a public
hearing for Wednesday, April 6th, to consider amendments to the zoning code. The
motion carried 5-0.
ADJOURNMENT
MOTION: Commissioner Melander moved, seconded by Schindler, to adjourn the meeting
at 7:22 p.m.
