PLANNING COMMISSION MINUTES
SEPTEMBER 7, 2005
1. CALL TO ORDER
The City of Apple Valley Planning Commission meeting was called to Order by Chair
Karen Edgeton at 7:00 p.m.
Members Present: Karen Edgeton, Jeannine Churchill, Thomas Helgeson, Tom Melander,
and David Schindler
Members Absent: Tim Burke
Staff Present: Community Development Director Rick Kelley, City Planner Tom Lovelace,
City Attorney Sharon Hills, Associate City Planner Kathy Bodmer, and Assistant City
Engineer Colin Manson
2. APPROVAL OF AGENDA
Chair Edgeton asked if there were any changes to the Agenda. There being none, she called
for its approval.
MOTION: Commissioner Melander moved, seconded by Churchill, to approve the Agenda.
The motion carried 5-0.
3. APPROVAL OF MINUTES OF AUGUST 17, 2005
Chair Edgeton asked if there were any changes to the minutes. There being none, she called
for its approval.
MOTION: Commissioner Churchill moved, seconded by Helgeson, to approve the minutes
of the August 17, 2005, meeting. The motion carried 4-Q with Commissioner Melander
abstaining.

5. PUBLIC HEARINGS
A. Hope Church Addition -Preliminary Plat and Site Plan ReviewBuilding
Permit Authorization to Allow for the Construction of a 5,400 sq. ft. Multi-
purpose Addition to an Existing Church Facility
Chair Edgeton opened the public hearing with the standard remarks.
Associate City Planner Kathy Bodmer presented the request from Hope Church for a
subdivision by preliminary plat to create one lot from two existing unplatted parcels,
and site plan review building permit authorization to construct a 5,400 sq. ft.
multipurpose building addition. The site is located on the northeast comer of 145th
Street West and Cedar Avenue.
Bodmer reported that when Hope Church was originally approved and constructed in
late 1981 and early 1982, the plat was never filed with the County. As a result, the
property is currently an unplatted parcel. The preliminary plat would combine the
two unplatted parcels and create a single parcel that is 7.4 acres. The plat will
dedicate 25' of additional right-of--way for Cedar Avenue. Drainage and utility
easements are not shown along the property lines, but will be required on the fmal
plat.
Bodmer reported the Church wishes to construct a 5,400 sq. ft. addition consisting of
a half-court. basketball gym, four classrooms, a kitchen and a nursery area. The
applicant has stated that the size of the church will not be increased. In addition, the
Pastor states that adult Sunday School classes are not held at the same time as church
services. As a result, there will not be an increase in parking demand as a result of
this addition.
Bodmer stated that a portion of the parking lot currently encroaches into the setback
area. The applicant will need to either request a variance or remove the parking
space that is encroaching into the setback.
The Church's existing sign will be located within theright-of--way once the
additiona125' of additional right-of--way is dedicated for Cedar Avenue. The sign
will need to be relocated to meet the setbacks from the new property line.
Bodmer stated that the addition will be constructed on the east side of the building
which is tucked back into a wooded area. The existing exterior of the building is
cedar shake siding. The proposed gymnasium portion of the addition will be
constructed of tip-up concrete panels with a flat roof. The classroom portion will
have cedar shake siding and a pitched roof that will match the existing building.
Bodmer stated that although the building will be somewhat screened in the woods,
City code requires that all sides of a building be treated as a front and be equally
attractive. The applicant will need to comply with this requirement. Quinn Hutson,
representing the applicant, displayed a sample of the proposed material for the tip-up
panels.
The grading plan shows that grading will be done into the side portion of the hill on
the east side of the building. Significant trees will have to be removed and replaced
in accordance with the Natural Resources Management Ordinance. Hutson also
stated that the applicant will try to maintain and add a buffer to the surrounding
residential area. The applicant also needs to provide a retention area that provides a
minimum retention of %2 inch rainfall event in a 24-hour period.
Chair Edgeton requested staff review the building materials carefully before the next
Planning Commission meeting to ensure they meet City code.
Chair Edgeton asked if anyone from the public would like to address the
Commission, and if so, they may do so at this time.
Vicki Kotsonnas, 14521 Genesee Avenue, asked if the applicant had any plans for
the land southeast of the subject property. Hutson responded that the Church did not
have any plans to date for that area.
Chair Edgeton closed the public hearing with the standard remarks.
It is the policy of the Planning Commission to not take action on an item the same
night as its public hearing. Staff will continue to work with the applicant on the
issues brought forth tonight.
6. LAND USE/ACTION ITEMS
A. Pennock Avenue Office Building -Site PlanBuilding Permit Authorization to
Allow for Construction of a 15,000 sq. ft. Office Building
Tabled at the request of the petitioner.
