URBAN AFFAIRS COMMITTEE MINUTES
NOVEMBER 14, 1989
1. CALL TO ORDER
The November 14, 1989 Urban Affairs Committee Meeting was called to
order by Chairman John McKay at 7:00 p.m. in the City Council Chambers of
the City of Apple Valley City Hall.
Members Present: Sharon Schwartz, Jeffrey Weldon, and Jeannine
Churchill.
Members Absent: Pamela Sohlberg, JoAnne Ellison, Shirley Doering,
and Chairman John McKay.
Staff Present: Bruce Erickson and Scott Hickok.
Others Present: Mayor Branning and Councilmember Savanick.
2. APPROVAL OF AGENDA
MOTION: A motion was made by Member Weldon, seconded by Member
Schwartz, to approve the agenda as written with the addition of the
parking ordinance discussion as requested by the City Council. The motion
carried unanimously.
3. APPROVAL OF THE MINUTES OF OCTOBER 24, 1989
The minutes were not officially approved for the meeting of October
24, 1989.
4. CONTINUED DISCUSSION OF OPTIONS FOR HOUSENG MAINTENANCE CODES
Jeffrey Weldon stated that he had read through the Winona Housing
Maintenance Code and that he agreed that this version was a good starting
point for discussion.
After a brief, general discussion, Scott Hickok explained the housing
maintenance code could be drafted in its entirety and the Committee could
then modify that draft as necessary. All members agreed on this approach.
5. OTHER BUSINESS
A. Member Schwartz asked about the present conditions at the Apple
Valley Auto Center on County Road 42. Schwartz expressed concern
about this unkept appearance. Hickok responded that the developer
has been notified of necessary corrections and has been given a
deadline to accomplish these corrections.

B. Planner Hickok explained the actions of the City Council on
November 9, 1989. At the regularly scheduled City Council Meeting,
Councilmember Humphrey stated that because of modifications that he
felt were extreme,. the parking ordinance options should be discussed
one. more time by the Urban Affairs Committee. Mayor Branning echoed
this feeling and explained that he would feel more comfortable if
this Committee would send forth the ordinance that they are more
comfortable with. Hickok continued by explaining the process this
Committee has utilized to date. Members of the audience were brought
up-to-date and then asked to comment or raise questions as necessary.
Sheila Hisdahl, 815 Fireside Drive, Apple Valley, stated that
she felt there should be no restrictions put on the driveway in front
of a residence. She continued by saying they have children that
drive and have as many as seven (7) cars at her home at one time.
Hickok asked if this meant seven (7) cars plus those in the
garage, or seven (7) cars including those in the garage. He
continued by explaining that the current ordinance means those
vehicles outside, not in the garage.
Hisdahl added that she felt that vehicles, such as campers,
boats, and other R.V.'s, should be parked behind the house only.
Member Schwartz commented on the fact that many of the older
homes have single car garages and smaller driveways. Member Weldon
added that he lives in an area with small-lot, single-family homes
and he feels that guidelines are necessary or there could be clutter.
Steve Mahan, 884 Oriole Drive, stated that he .lives in a home
that he bought four years ago. He felt that parking his car in the
backyard should be allowed. Mr. Mahan brought a neighbor with him to
support the fact that it does not bother his neighbor.
Planner Hickok asked if he was parking his car on a hard
surface. Mahan replied that he was not. Hickok explained the
ordinance as it presently applies to motorized vehicles.
Captain Erickson explained how the 3:00 - 6:00 a.m. parking
ordinance would apply to Mahan's condition.
Mahan stated he parks two (2) cars in the driveway and that
there is no room for a third. Hickok commented that it is for that
reason the code would allow him to park on the street.
Elvina Yetzer, Apple Valley, commented on other nuisance items
such as wood piles that should be addressed.

Barbara Savanick, Apple Valley Councilmember, stated that her
personal experience with gravel has not been good. She felt weeds
would grow between the rocks eventually, and one would be worse off
than if there were no surface at all.
Ron Cavcutt, Apple Valley, stated he agrees with the idea of
this ordinance, but does not know if he agrees with the surfacing
requirements. The price of a hard surface would likely be more than
the boat that is on it.
Mr. and Mr. Vierow, Apple Valley, agree with the ordinance, but
feel the vehicles should be placed "as close to the owner's home as
possible." Twenty-five feet (25') may not be restrictive enough.
A general discussion ensued.
Member Weldon stated that in the absence of the other members,
he felt the Committee should carry the discussion to their next
meeting at this time. Support was voiced for the "pink" version of
the ordinance by Mr. Weldon.
The next meeting was set for November 28, 1989.
6. ADJOURNMENT
The Urban Affairs Committee Meeting adjourned at 8:50 p.m.
