Minutes of the special meeting of the Economic Development Authority of Apple
Valley, Dakota County, Minnesota, held September 12th, 1991, at 8:00 o'clock
p.m. at Apple Valley City Hall.
PRESENT: President Holton; Commissioners Erickson, Goodwin, Humphrey and
Sterling.
ABSENT: None.
City staff members present were: City Administrator Melena, City Clerk
Mueller, City Attorney Sheldon, City Engineer Gordon, Finance Director
Ballenger, Personnel Director Boland, Public Works Director Gretz, Parks &
Recreation Director Johnson, City Planner Kelley, Police Chief Rivers and
Assistant to Administrator Weldon.
President Holton called the meeting to order at 9:15 p.m.
MOTION: of Sterling, seconded by Goodwin, approving the minutes of JULY 25, 1991
the special meeting of July 25th, 1991, as written. Ayes - MINUTES
3 - Nays - 0 (Erickson and Humphrey Abstained).
• MOTION: of Goodwin, seconded by Erickson, authorizing payment and SKIPPER'S
approving the $5,000.00 Option Agreement with Skippers, Inc. OPTION
of Washington, to acquire the building and ground lease on AGREEMENT
part of Lot 1, Block 1, Apple Valley Commercial Addition for
$150,000.00 until March 31, 1992, as also approved by the
Apple Valley City Council. Ayes - 5 - Nays - 0.
MOTION: of Humphrey, seconded by Goodwin, approving a Listing EXTEND OLD
Agreement Extension with Linvill Properties for the old LIQUOR BLDG.
Liquor Store Building, 14805 Granada, until November 30, LISTING AGRMT.
1991, and authorizing execution of the agreement. Ayes -
5 - Nays - 0.
MOTION: of Sterling, seconded by Goodwin, authorizing the BIG APPLE/
expenditure of $2,743.00 to Karnick Masonry, Inc., for GRANADA CTR.
installation of a gate in the alley between Big Apple Mall ALLEY GATE
and Granada Center. Ayes - 5 - Nays - 0.
The Board received a letter from Dr. Kurt Hansen offering to acquire OLD FIRST
the old First Federal Building and move it to a lot at 14980 Garrett FEDERAL BLDG.
Avenue for a veterinary clinic. Mr. Melena distributed copies of a
letter outlining the acquisition conditions. He recommends charging Dr. Hansen
half of the moving cost, to date, which is anticipated to be settled for $5,000.
The cost to Dr. Hansen would be half of the settlement not to exceed $2,500.
• Commissioner Erickson asked what street damage might occur? Mr. Gretz said it
is unknown, but the street is scheduled on the overlay program for next year and
any minimal damages could be repaired with that project.

MOTION: of Humphrey, seconded by Goodwin, accepting the offer of HANSEN OFFER.
Dr. Kurt Hansen for acquisition and moving of the old OLD FIRST
First Federal Savings & Loan Building, as outlined in the FEDERAL BLDG,
City Administrator's letter dated September 13, 1991.
Ayes - 5 - Nays - 0.
MOTION: of Sterling, seconded by Goodwin, directing the City SETTLE DALE
Administrator to proceed with settlement of the claim of MOVERS CLAIt4
Dale Movers for costs involved in moving the Old First
Federal Building in an amount not to exceed $5,000.00.
Ayes - 5 - Nays - 0.
MOTION: of Humphrey, seconded by Goodwin, rejecting the offer of REJECT LIQUOR
Chermark International, Inc.,. dated September 10, 1991, to STORE OFFER
purchase the old Liquor Store building for $150,000. Ayes
- 5 - Nays - 0.
MOTION: of Goodwin, seconded by Humphrey, to adjourn. Ayes - 5 - Nays - 0.
