Minutes of the special meeting of the Economic Development Authority of Apple
Valley, Dakota County, Minnesota, held July 8th, 1993, at 7:00 o'clock p.m. at
Apple Valley City Hall.
PRESENT: President Branning; Commissioners Erickson, Goodwin, Humphrey and
Sterling.
ABSENT: None.
City staff members present were: Acting Executive Director Gretz, Secretary
Mueller, City Attorney Sheldon, Finance Director Ballenger and Community
Development Director Welsch.
President Branning called the meeting to order at 7:00 p.m.
MOTION: of Humphrey, seconded by Sterling, approving the minutes of JUNE 17, 1993
the special meeting of June 17th, 1993, as written. Ayes - MINUTES

The Board reviewed the current Business Rental Assistance Guidelines. BUSINESS
• Commissioner Sterling questioned the business incubator definition. ASSISTANCE
Since it says "especially" for businesses with less than three years GUIDELINES
of business history, does that mean it is not just for new businesses
and those with longer business histories can qualify?
Commissioner Goodwin said he is more concerned about adding a guideline, of some
type, restricting assistance for new businesses of which there are already
several others in town. He sees a problem in using public money to assist
businesses when they already exist here.
Commissioner Humphrey said competition is not a criteria that should be used in
determining eligibility of applicants. The main criteria should be creation of
jobs and bringing jobs into the City.
MOTION: of Erickson, seconded by Sterling, amending the Business AMEND BUSINESS
Rental Assistance Guidelines by removing the word ASSISTANCE
"especially" from the definition of Small Business GUIDELINES
Incubator. Ayes - 4 - Nays - 1 (Humphrey).
Commissioner Goodwin said he understands why the guidelines are general and
flexible, but is uncomfortable considering assistance for businesses which
duplicate a service that is already available.
MOTION: of Sterling, seconded by Erickson, reaffirming the Business REAFFIRM BUS.

President Branning said the proposal for an Economic Growth Partner- ECONOMIC
ship Committee was prepared by the Chamber of Commerce following GROWTH
discussions of what it could do to assist economic growth. It is a FARTNERSH;
model comparable to•what Burnsville's organization does with its Chamber.
Commissioner Erickson said he would like to discuss the proposal further and
refine it. Commissioner Sterling said much of what is described has already been
done; promotional videos, fact sheets, marketing packages, etc. She expressed
concern about where funds would come from for the proposed budget.
Commissioner Goodwin said he is also concerned about who will control the budget
if City funds are used. Will this group have authority to spend funds with only
one member of the group a Councilmember? He would support hiring a marketing
group rather than a fulltime staff member for the group.
The Board agreed to accept the information and asked Staff to put together a
meeting with the Chamber's Economic Development Committee to discuss it further.
It was suggested such a meeting be held in late July or, early August.
MOTION: of Humphrey, seconded by Branning, approving the Agreement FINAL ASSIST
with Hitechniques Data, Inc., for business incubator rental AGREEMENTS
assistance totaling $1,954.92, over one year, for 391 square
feet of space; and the Agreement with Owen L. Emerson, d/b /a
Emerson Financial Group, for business incubator rental
assistance totaling $7,222.92, over three years, for 620
square feet of space; and authorizing execution of the
documents.
MOTION: of Sterling, seconded by Goodwin, to separate consideration SEPARATE ITEMS
of the two Agreements. Ayes - 5 - Nays - 0.
MOTION: of Humphrey, seconded by Branning, approving the Agreement HITEC DATA
with Hitechniques Data, Inc., for business incubator rental AGREEMENT
assistance totaling $1,954.92, over one year, for 391 square
feet of space; and authorizing execution of the documents.
Ayes - 5 - Nays - 0.

building where the rental space is proposed was received by the Board. Mr.
Anderson said the request is for about 3,000 square feet of space, not 1,080
square feet as stated in the June 17th minutes. It is an expansion of 1,080
square feet.
Commissioner Erickson asked if the company is associated with any particular
church? Mr. Anderson said no, it is cross denominational and provides services
for schools and other nonprofit organizations as well.
MOTION: of Goodwin, seconded by Erickson, accepting the application, NEHEMIAH MIN.
