Minutes of the special meeting of the Economic Development Authority of Apple
Valley, Dakota County, Minnesota, held June 16th, 1994, at 7:00 o'clock p.m. at
Apple Valley City Hall.
PRESENT: President Branning; Commissioners Erickson, Goodwin, Humphrey (attended at
7:14 p.m.) and Sterling.
ABSENT: None.
City staff members present were: City Administrator Gretz, Secretary Mueller,
City Attorney Dougherty, Administrative Intern Grawe, Community Development
Director Kelley, and Public Works Director Miranowski.
President Branning called the meeting to order at 7:00 p.m.
MOTION: of Erickson, seconded by Goodwin, approving the agenda for APPROVE AGENDA
tonight's meeting as amended. Ayes - 4 - Nays - 0.
MOTION: of Sterling, seconded by Erickson, approving the minutes of MAY 26, 1994
1110 the special meeting of May 26th, 1994, as written. Ayes - 4 MINUTES
- Nays - 0.
Jim O'Meara, the EDA's consultant, reviewed the proposal to enlarge PUBLIC HEARING
the Master Development District by expanding its boundaries to include DEV. DISTRICT
the Zoo and High School properties. The Master Development Program AMENDMENTS
would be amended to provide for the possibility of issuing revenue
bonds to finance the projects.
President Branning called the public hearing to order at 7:08 p.m. to consider
amending the Master Development District related to a proposed Environmental
Learning Center at the Minnesota Zoo and a second sheet of ice at Apple Valley
High School and noted receipt of the affidavit of publication of the hearing
notice. He asked for questions or comments from the Board and the audience.
There were none and the hearing was declared closed at 7:09 p.m.
MOTION: of Goodwin, seconded by Sterling, adopting Resolution No. RES. EDA -94 -7
EDA -94 -7 approving amendment of the Master Development DEV. DISTRlCT—
District and Program related to a proposed Environmental AMENDMENTS
Learning Center at the Minnesota Zoo and a second sheet of
ice at Apple Valley High School.
Commissioner Sterling asked if the agreements with the Zoo and School District
• are in order? Mr. Gretz said a meeting was held again today and they are not
complete yet. No further action will occur until they are completed. Mr.
O'Meara said this is not a final commitment and the documents clearly indicate
• they are subject to final approval.
Vote was taken on the motion. Ayes - 4 - Nays - 0.

MOTION: of Goodwin, seconded by Sterling, setting a special meeting SET SPECIAL
at 7:30 p.m. on July 28, 1994, to consider establishment of MEETING
a tax increment financing district and such other business
as may come before the Board. Ayes - 4 - Nays - 0.
MOTION: of Sterling, seconded by Goodwin, approving an Agreement for ENDERES EQUITY
Equity Participation with Enderes Tool Co., Inc., and Bothum PARTICIPATION
Leasing Company providing for the EDA's contribution of AGREEMENT
$100,000 in exchange for one -tenth interest in Enderes'
property and authorizing the President and Secretary to sign
the same.
The Board reviewed the terms of the agreement and its repurchase provisions.
(Commissioner Humphrey attended during this time.)
Vote was taken on the motion. Ayes - 5 - Nays - 0.
MOTION: of Humphrey, seconded by. Goodwin, to adjourn. Ayes - 5 - Nays - 0.
The meeting was adjourned at 7:15 o'clock p.m. •
