Minutes of the special meeting of the Economic Development Authority of Apple
Valley, Dakota County, Minnesota, held June 30th, 1994, at 7:30 o'clock p.m. at
Apple Valley City Hall.
PRESENT: President Branning; Commissioners Goodwin, Humphrey (attended at 8:00 p.m.)
and Sterling.
ABSENT: Commissioner Erickson.
Staff members present were: City Administrator Gretz, Secretary Mueller, City
Attorney Sheldon, Finance Director Ballenger, Administrative Intern Grawe and
Police Captain Erickson.
President Branning caller; the meeting to order at 7:35 p.m.
MOTION: of Sterling, seconded by Goodwin, approving the agenda for APPROVE AGENDA
tonight's meeting as presented. Ayes - 3 - Nays - 0.
MOTION: of Sterling, seconded by Goodwin, approving the minutes of JUNE 16, 1994
the special meeting of June 16th, 1994, as written. Ayes - MINUTES

MOTION: of Sterling, seconded by Goodwin, adopting Resolution No. RES. EDA -94 -8
EDA -94 -8 approving a Tax Increment Pledge Agreement ENDERES TIF
respecting payment of $330,000 Taxable General Obligation BONDS PLEDGE
Tax Increment Bonds of 1994 of the City, for the Enderes AGREEMENT
Tools Project, and authorizing the President and Secretary
to execute the same. Ayes - 3 - Nays - 0.
Liza Robson, Ken Sherman and Tom McCarty were present, representing OLD CHICAGO
Old Chicago Restaurants, to discuss a restaurant proposal for property RESTAURANT
on the northeast corner of County Road 42 and Cedar Avenue owned by PROPOSAL
the EDA. Mr. Sherman, landlord for the Old Chicago Restaurant in
Minneapolis, said they hdpe to open eight more restaurants in the next two years
and are interested in the Apple Valley site. Building construction costs are
estimated at $1,200,000 to $1,500,000 and the restaurant typically employs 135 to
150 people.
Mr. McCarty said most of their restaurants in other cities have been rehabs of
existing buildings. This would be their first new construction of a free
standing building. He showed renderings of a possible building and said they
have several restaurants in suburban areas of Colorado that would be similar to
this proposal.
President Branning asked what the next step is? Mr. Gretz said there are other
groups interested in the site. Details of any proposal would have to be pursued;

such as do they want to buy the site or lease it and under what terms. Since the
EDA owns the property, it would have to join in on a petition and then proceed
through the Planning Commission.

Ms. Robson commented on the restaurants she was familiar with in Colorado and
said they would like to proceed quickly this proposal. (Commissioner Humphrey
attended during this time.)
President Branning suggested that the EDA hold an informal meeting on July 19,
1994, to discuss this and any other proposals for the site.
MOTION: of Goodwin, seconded by Sterling, to adjourn. Ayes - 4 - Nays - 0.
The meeting was adjourned at 8:05 o'clock p.m.
