HomeMy WebLinkAbout02/10/2005 ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota • February 10, 2005 Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held February 10th, 2005, at 7:30 o'clock a.m., at Apple Valley Municipal Center. PRESENT: President Severson; Commissioners Bergman, Edgeton (attended at 7:32 a.m.), Erickson, Goodwin, Grendahl, and Hamann- Roland. ABSENT: None. Staff members present were: Executive Director Lawell, Secretary Gackstetter, Assistant City Administrator Grawe, Community Development Director Kelley, and Public Works Director Heuer. President Severson called the meeting to order at 7:31 a.m. APPROVAL OF AGENDA MOTION: of Hamann- Roland, seconded by Erickson, approving the agenda for today's • meeting as presented. Ayes - 6 - Nays - 0. MINUTES MOTION: of Hamann - Roland, seconded by Grendahl, approving the minutes of the special meeting of December 21, 2004, as written. Ayes - 5 - Nays - 0 (Bergman Abstained). Commissioner Edgeton joined the meeting at the time indicated above. APPOINTMENT OF OFFICERS MOTION: of Hamann - Roland, seconded by Grendahl, adopting Resolution No. EDA -05 -1 appointing 2005 officers of the Economic Development Authority as: President - Severson, Vice - President - Goodwin, Secretary - Gackstetter, Treasurer - Erickson, and Assistant Treasurer - Gackstetter. Ayes - 7 - Nays - 0. APPLE VALLEY TRANSIT STATION PERMIT PARKING SYSTEM • Mr. Lawell gave a summary of a presentation given to the City Council on January 27, 2005, regarding parking congestion at the Apple Valley Transit Station, located at Cedar Avenue and 155th Street. A survey conducted in October 2004 showed 56 percent of the vehicles parked at • the transit station were owned by residents of non -MVTA cities, whereas only 44 percent of the vehicles were owned by residents of MVTA- member cities (Apple Valley, Burnsville, Eagan, Rosemount, and Savage). With the recent loss of leased parking spaces at Watson's, concern ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota • February 10, 2005 Page 2 over not having enough parking space available at this popular park and ride was heightened. Of particular concern was the potential lack of parking for Apple Valley residents due to parking by non -MVTA residents. In an effort to help resolve this matter, conversations were initiated with representatives of the Cities of Lakeville and Farmington. In addition, staff was asked to explore the implementation of a permit parking system. On January 26, 2005, the idea of a permit parking system was brought before the MVTA Board. The Board approved said system subject to review by its attorney. Since then, the City has been informed the MVTA's attorney has no objection to a permit parking system at the Apple Valley Transit Station. Because the EDA actually owns the transit station, the EDA would need to approve a permit parking system prior to it be implemented. Mr. Lawell further said he has learned the Metropolitan Council has scheduled a meeting on February 25, 2005, to discuss parking solutions for the Apple Valley Transit Station. Commissioner Goodwin recommended Commissioners Grendahl and Hamann - Roland, together with Executive Director Lawell and Mr. Kelley represent the City as discussions ensue with the Metropolitan Council. • Commissioner Bergman suggested similar problems may arise at the 160th Street and Pilot Knob Road site once it becomes established; and the solution we find for the Cedar Avenue and 155th Street site may also need to be implemented at other locations as well. The Commissioners discussed the possibility of getting special legislation passed which would allow other communities to participate in the MVTA as well as other remedies including adding a deck to the existing transit station and leasing additional parking spaces at Wings Financial Credit Union, Mount Olivet Assembly of God Church, and Apple Valley Square behind Rainbow Foods. Commissioner Grendahl noted that adding multiple stops could negatively impact transit times and routes. She also said parking is an issue but it is also important to note that buses are near capacity. MOTION: of Edgeton, seconded by Grendahl, recommending the City proceed with a permit parking system at the Apple Valley Transit Station subject to an implementation plan to be prepared by staff, and further recommending the implementation plan be brought before the Economic Development Authority within the next 60 days for approval. Ayes - 7 - Nays - 0. MOTION: of Hamann - Roland, seconded by Grendahl, to adjourn. Ayes - 7 - Nays - 0. The meeting was adjourned at 7:59 o'clock a.m.
