HomeMy WebLinkAbout01/04/1999CITY OF APPLE VALLEY Dakota County, Minnesota January 4, 1999 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held January 4th, 1999, at 6:30 o’clock p.m., at Apple Valley City Hall. PRESENT: Mayor Hamann - Ro land; Councilmembers Erickson, Goodwin, Grendahl, and Sterling. ABSENT: None. City staff members present were: City Administrator Gretz, City Clerk Mueller, City Attorney Molenda, City Engineer Gordon, Crime Prevention Specialist Bogner, Police Chief Erickson, Assistant to the City Administrator Grawe, Community Development Director Kelley, and Human Resources Manager Margarit. The City Clerk administered oaths of office to Mayor Hamann - Roland and Councilmembers Erickson and Sterling who were elected an d re - elected November 3, 1998, for four - year terms expiring December 31, 2002; and Councilmember Grendahl who was elected to complete the term expiring December 31, 2000. Mayor Hamann - Roland called the meeting to order at 6:30 p.m. The Councilmembers and everyone in attendance took part in the pledge of allegiance to the flag. The Mayor acknowledged those who supported her and thanked them for their help. She noted that 1999 is the City’s 30th anniversary and commented on beginning her term and working for betterment of the community. APPROVAL OF AGENDA MOTION: of Erickson, seconded by Grendahl, approving the agenda for tonight’s meeting as presented. Ayes - 5 - Nays - 0. CONSENT AGENDA MOTION: of Sterling, seconded by Grendahl, approving all items on the consent agenda with no exceptions. Ayes - 5 - Nays - 0. CONSENT AGENDA ITEMS Resolution No. 1999 - 1 MOTION: of Sterling, seconded by Grendahl, adopting accepting collateral and designating Midway Bank of Apple Valley as the official depository for City funds for the year 1999. Ayes - 5 - Nays - 0. Resolution No. 1999 - 2 MOTION: of Sterling, seconded by Grendahl, adopting designating as additional depositories for City funds for the year 1999: US Bancorp of Minneapolis; Hampton Bank; Norwest Bank; Juran & Moody; Dain Bosworth; CITY OF APPLE VALLEY Dakota County, Minnesota January 4, 1999 Page 2 Edward D. Jones & Co.; The Trading Desk, Inc.; Midway National Bank of Apple Valley; and Dean Witter Reynolds, Inc. Ayes - 5 - Nays - 0. Resolution No. 1999 - 3 MOTION: of Sterling, seconded by Grendahl, adopting designating Thisweek Newspapers/Dakota County Tribune as the official newspaper of the City for the year 1999. Ayes - 5 - Nays - 0. END OF CONSENT AGENDA APPOINTMENT OF ACTING MAYOR Resolution No. 1999 - 4 MOTION: of Sterling, seconded by Grendahl, adopting appointing Councilmember Erickson as Acting Mayor for the year 1999. Ayes - 5 - Nays - 0. COMMUNITY CELEBRATION The Council received the City Administrator’s memo dated January 4, 1999, concerning the expenditure of up to $2,500.00 toward a proposed community c elebration. Mayor Hamann - Roland distributed additional information about the event for adults, on February 5, 1999, at the Zoo. It would be promoted as the City’s diamond anniversary celebration in connection with Mid - Winter Fest activities occurring that weekend. Tickets would be $13.00 per person. John Raiche, 14638 Embry Path, commented about feeling a lack of community spirit in the City. He said he believes this event would promote neighborliness and he supports it. Councilmember Erickson said he appreciates the principle behind the event, but would rather support funding something like an ice cream social where everyone could attend. Instead of $13.00 admission, he would prefer a free and informal event. Councilmember Goodwin said adult activities have been attempted, in the past, in connection with the Mid - Winter Fest. It has been more successful with family - oriented activities. If an adult event is going to be considered, the Mid - Winter Fest Committee should look at it. If they believe it i s a good idea, it could be done next year. Dave Bocek, 14059 Flintwood Way, said postponing the event for a year would be too late. He believes it would be a good opportunity to socialize with neighbors and elected officials. Councilmember Sterling said there are a number of neighborhood watch groups in the City already providing that opportunity. Monica Bogner said those groups are meeting and this event would be an option. She also noted an ice cream social would be a good event for families too. Ma yor Hamann - Roland said the event will happen whether the Council supports it or not. Further information about reservations will be distributed to the media. MOTION: of Goodwin, seconded by Sterling, canceling the regularly scheduled meeting of January 28, 1999. Ayes - 5 - Nays - 0. CLAIMS AND BILLS MOTION: of Erickson, seconded by Sterling, to pay the claims and bills, check regist er dated December 30, 1998, in the amount of $715,766.22. Ayes - 5 - Nays - 0. MOTION: of Grendahl, seconded by Sterling, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 7:00 o’clock p.m.
