Minutes of the July 21, 2016, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee
Secretary Patrick Sullivan; Committee Members, Jessica Montgomery,Noel
Hammill, Boyd Montgomery, and Brenton Schulz, Parks and Recreation Director
Barry Bernstein; Parks Superintendent Tom Adamini; Administrative Coordinator
Dorene Perkins Monn.
ABSENT: Committee Member Josh Gaffke
ITEM 1. Committee Chair Strom called the meeting to order at 7:00 p.m.
ITEM 2. Approval of Agenda
MOTION: by Sullivan, seconded by B. Montgomery to approve the agenda as
presented
VOTE: Yes—6, No—0
ITEM 3. Audience— 10 Minutes Total Time Limit—For Items Not on the Agenda
No one present.
ITEM 4. Approval of the May 2016, Minutes.
MOTION: by Hammill, seconded by Sullivan, to approve the May 5, 2016,
meeting minutes as presented.
VOTE: Yes-6, No-0
ITEM 5.A. Agenda Items—Proposed Amendments to Park Dedication Requirements
Director Bernstein reviewed the revised park dedication fee schedule. After the City retained
a real estate valuation service company to research and analyze average market value, it was
determined the existing benchmark$89,100 land values did not reflect recent land sales for
single-family residential development in the area. Therefore, a single-family benchmark land
value for cash-in-lieu of land dedication for public park purposes has been set at $75,000.

ITEM 5.B. Agenda Items—Cobblestone Lake Park
Director Bernstein reported status of the park development. Metropolitan Grant eligible
items must be completed by December 31, 2016. Hoisington Koegler Group, Inc., provided
concept design plans were presented for review. Items included location of the restroom,
pathways,picnic shelter size, exercise equipment placement,passive area with covered
chairs/swings, trestle with grand entrance near the lake with visual effect items/art work.
Staff has recommended delineation between private property and park property using
landscaping. Staff continues to meet with Tradition Development on the design options and
costs to refine the plan.
Funding of the park construction includes City funds,Tradition Development's matching
contribution, and anticipated Metropolitan grant. As with past park development, staff will
work with Tradition Development on the design options, Tradition Development will
coordinate construction and then deed the property to the City.
ITEM 5.C. Agenda Items—Cortland Neighborhood Park
MOTION: by Sullivan, seconded by B. Montgomery, to approve the
scheduling of a Special Informal Meeting of the Parks and
Recreation Advisory Committee beginning at 6:00 p.m., on
Wednesday, August 10, 2016, at Apple Valley Community Center,
for the purpose of discussing the future of the Cortland
Development park property.
VOTE: Yes—6, No—0
}ITEM 5.0. Agenda Items—Hayes Park—Little Library Dedication
MOTION: by Sullivan, seconded by Hammill, to approve the scheduling of a
Special Informal Meeting of the Parks and Recreation Advisory
Committee beginning at 6:30 p.m., on Tuesday, August 9, 2016, at
Apple Valley Community Center for the purpose of a dedication of
the Little Library within Hayes Park.
VOTE: Yes—6, No—0
ITEM 5.E. Agenda Items—Recreation Manager Position Update
Director Bernstein noted an offer has been made and accepted for the Recreation Manager
position. Appointment is scheduled for the July 28, 2016, City Council meeting. Staff
anticipates an August 31 start date.

ITEM 5.F. Agenda Items—Division Updates
Director Bernstein reported all divisions are very busy. Both pools are doing great, as well as
is the golf course. Park Maintenance is busy preparing for several youth athletic association
driven tournaments- soccer,baseball, etc. Committee complimented Director Bernstein,
Park Superintendent Adamini, and Arena Manager Christianson on their work.
ITEM 6. Adjourn
There being no further business,the Parks and Recreation Advisory Committee meeting was
adjourned.
MOTION: by Schulz, seconded by Sullivan, to adjourn the meeting at 7:37
p.m.
