NEXT REGULARLY SCHEDULED MEETINGS: Wednesday May 10, 2017 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley January 11, 2017 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman. Members Present: Linda Dolan, Charles Grawe, Fred Puente, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Nick Francis Consultants/Alternates Present: Brandon Anderson, City Engineer; John Bermel, Police Captain Others Present: 2. Approval of Agenda Mr. Grawe requested the addition of 2016 Accomplishments as Item 5C. MOTION: Mr. Saam moved, second by Mr. Grawe to approve the agenda as amended. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of November 9, 2016 Minutes Mr. Saam noted a typo in the meeting date. MOTION: Mr. Saam moved, second by Mr. Puente, to approve the Minutes of November 9, 2016 as corrected. Motion passed 4-0. (Mr. Zimmerman and Ms. Dolan Abstained) 5A. Update on Traffic and Speed Concerns on Haves Rd South of 145th St Mr. Anderson provided a conceptual diagram of proposed parking restrictions. Ms. Dolan requested that the parking restrictions extend to the north of the trail that crosses Hayes Road and connects with Haven Drive. 5B. Elect Officers MOTION: Mr. Grawe moved, second by Mr. Saam, to re-elect Mr. Zimmerman as Chair and Mr. Shaw as Secretary. Motion passed 6-0. 5C.2016 Accomplishments MOTION: Ms. Dolan moved, second by Mr. Shaw, to approve the 2016 accomplishments and forward them to the City Council. Motion passed 6-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Bermel noted there was a fatal accident in which a wrong-way driver was killed. Public Works Concerns Mr. Anderson reported a requested for a stop sign at 142nd Street and Granite Avenue which was reviewed in 2016. 6B.Educational Issues Grant Opportunities Ms. Dolan demonstrated a cell phone slip cover that prevents cell signals from reaching the phone when encased. As part of Distracted Driving Month, AAA is distributing the covers to local police departments. Ms. Dolan suggested writing an AAA mini-grant application for $500 to purchase additional slip covers to distribute at the high schools and possibly for City distribution at Night to Unite and other police events. The group consensus was this was a worthy cause for a grant application. Ms. Dolan announced that April 19th is a regional Toward Zero Deaths conference. 7. Resident Traffic Concerns Near Diamond Path School fee .... •!*00 AppValle Y Diamond Path School at 144th ■ I have an easy solution for an unsafe situation. ■ ■ At 3.•45 P.M. every day, there is a traffic jam on 144th Street turning in from Diamond Path Road and going into Diamond Path School parking lot. ■ ■ Today I saw a bus forced to drive in the on-coming traffic lane of 144th street to get into the Diamond Path School Parking. Some days the traffic jam on 144th backs up onto Diamond Path Road- where people travel 50 miles an hour. ■ ■ This is a chronic and unsafe situation every day there is school. ■ ■ Prohibiting left turns from 144th into Diamond Path School Parking lot from 3.•30 P.M. to 4.00 P.M.
