PRESENT: Parks and Recreation Advisory Committee Acting Chair Josh Gaffke; Committee Members Noel Hammill, Matthew Hinrichs, Boyd Montgomery, Jessica Montgomery, and Ben Van Gundy, Parks and Recreation Director Barry Bernstein; Park Superintendent Tom Adamini; Recreation Manager Susan Muelken; Arena Manager Brian Christianson; Golf Course Manager Jim Zinck; Recreation Supervisor Lyndell Frey; Golf Course Foreman Ryan Browning; Administrative Coordinator Dorene Perkins Monn;. Apple Valley Disc Golf Course League Representatives Luke Wessel and Andrease Herrera. ABSENT: Brent Schulz ITEM 1. Call to Order Acting Chair Gaffke called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda Staff requested the removal of Item 5.13. Comp Plan Presentation by Confluence. MOTION: by B. Montgomery, seconded by Hinrichs to approve the agenda with removal of Item 5.13. Comp Plan Presentation by Confluence. VOTE: Yes — 6, No — 0 ITEM 3. Audience — 10 Minutes Total Time Limit — For Items Not on the Agenda No one stepped forward to speak. ITEM 4. Approval of the March 2017, Minutes. MOTION: by Van Gundy, seconded by Hammill, to approve the March 2, 2017, meeting minutes as presented. VOTE: Yes — 6, No — 0 -lof4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 4, 2017 ITEM 5.A. Agenda Items — Disc Golf Course Expansion Request/Relocation of Hole Number 4 Apple Valley Disc Golf League Director Luke Wessel presented the league's proposition for expansion of the Alimagnet disc golf course. A list of suggestions and options was distributed to the Committee. Staff will continue to work with Mr. Wessel and the league to explore their relocation and expansion suggestions. ITEM 5.B. Agenda Items — Comp Plan Presentation by Confluence Removed ITEM 5.C. Agenda Items — Cobblestone Western Park Update Director Bernstein reviewed the Cobblestone Lake Park pavilion and restroom options, associated cost projections, and the public bid process. Park plans include a 44-stall parking lot, utilities, trail, picnic pavilion, and restroom facility. Original architectural construction cost estimates came in high and modification to the plans, as suggested at the March 21, 2017 Special Informal meeting of the Parks and Recreation Advisory Committee, have been addressed. The pavilion will be reduced in size by 25% and the high roof will be replaced with skylights. The windows will be removed from the restroom facility. MOTION: by Van Gundy, seconded by B. Montgomery, recommending the Cobblestone Lake Park pavilion and restroom bid process move forward. VOTE: Yes — 6, No — 0 ITEM 5. D. Agenda Items — Cortland Park Naming Update Director Bernstein noted City Council had instructed staff to query the Cortland neighborhood regarding the naming of the development park. Letters will be mailed to the park neighbors and suggestions will be presented to City Council for final approval. ITEM 5.E. Agenda Items — Sport Court Floor Replacement Recreation Manager Muelken presented information regarding the Apple Valley Community Center sport court gym floor replacement project scheduled in 2017. Staff has selected OmniSport 6.5 flooring because of its high performance rating, 15-warranty, playability, and ease of maintenance. The project is scheduled to be completed in August 2017. -2of4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 4, 2017 ITEM 5. F. Agenda Items — Division Updates Director Bernstein presented the Parks and Recreation Department 2016 Annual Report for review. Recreation Supervisor Frey is adult athletic league director, works with the youth athletic associations on field allocation/scheduling, and coordinates park attendants at Kelley Park, Apple Valley Community Center, and Johnny Cake Ridge Park. He organizes and assigns all of the athletic fields. Recreation Supervisory Frey covered sports trends, league numbers, and athletic highlights. He reported over 2,000 games are played on the five fields at Johnny Cake Ridge Park athletic complex and over 28 different youth athletic tournaments were hosted in 2016. Athletic fields are available for rent. Recreation Manager Muelken covered highlights from the 2016 Annual Report. Senior membership is just under 1,000, many updates have been completed at Apple Valley Community Center, new attendance record set at Apple Valley Community Center — 73,184. Summer brochure has been delivered to residents. New 2017 programs include "Snap & Share" and Fitness in the Parks. Redwood Community Center is open for teen drop -in. Golf Course Manager Zinck reported Valleywood leagues start for the season this week. First wedding of the year was held April 22. Updates include a new point -of -sale with integrated tee sheet system and mini ipads on the course beverage carts. Annual "Clubs for Kids' program is scheduled Saturday, May 13, 2017. Valleywood Foreman Browning was introduced. He covered his background and career path to Valleywood. Arena Manager Christianson covered accomplishments of 2016. Skating lessons were up 20%, credited to moving class times. Six dasher board ads and one scoreboard ad are up at Hayes Park Arena. Sports Arena lobby flooring has been upgraded. The processes involved with ice out and changeover to turf/tennis court was covered. Staff has started investigation into a new plant with possible installation next year. Parks Superintendent Adamini invited the Committee to the Adopt -A -Park picnic at Redwood Park May 13, 2017. He reviewed spring park operations; infields graded, Cobblestone Lake dock installed, batting cage nets installed, spraying for dipodia tip blight, park buildings are available for the season, pool projects, etc., etc., etc. ITEM 8.
